2 Fixing Remuneration of Consultants The Procurement and Fiduciary Services Department (ORPF) provides advice and guidance to various organizational units within the Bank on compliance with the Bank's Procurement Policies in order to ensure that the Bank receives the highest possible quality of services in a cost effective, timely and efficient manner. Presidential Directive 02/2012 also requires ORPF to establish the fees levels (the fee rate) for consultants recruited by the Bank. The fee rates for consultants were last revised in 2006 by ORPF. These are the rates principally in use today. The economic and political landscape of the continent has changed substantially in the last few years. Increased capacity in African countries means that more assignments from the Bank can be contracted to consultants from the Regional Member Countries. The number and value of the consulting contracts has also increased significantly. With the Bank increasingly being present in the field near its clients, there is now a need to have a similar fee scale for local consultants. The process for determining the fee rates has to be objective and consistent so that subsequent changes can be made easily. The present document provides the results of the study and gives the fee rates that the organizational units can accept for different types of consulting assignments. The rates have been calculated based on the results of the previous study (in 2006), experience of organizational units during this period and the practice of other institutions. For fees to be paid to local consultants, it has been found useful to appropriately use, as a pointer, the salary scales of the UN for local experts. This brings consistency across the scales for various countries. The fee rates from this document are to be used either as the basis for the calculation of fees within a specific assignment budget, or as a benchmark against which a fee rate proposed by a consultant can be evaluated. The Purpose of the Guide The role of this Guide is to provide a comprehensive range of fee rates for individual consultants. These rates should be used as points of comparison to financial proposals made by individual consultants. With the progressive decentralization of the Bank, it is expected that the Bank will use more and more local consultants in the country of operations. This Guide also gives suggested fee scales for all the Regional Member Countries of the Bank. Determining a Daily Fee Rate The fee tables contained in this Guide apply to individual consultants only. Prior to selecting a fee rate from the tables it is necessary to identify the profession/specialization and seniority of the consultant to be contracted and to determine the approximate assignment duration. The process will, therefore, require the (i) selection of one of the three professional groupings of consultant; (ii) seniority of the consultant; (iii) length of the assignment; (iv) whether the consultant is a local consultant. 3 1 Professional Sector For the purposes of the Guide individual consultants have classified as belonging to one of the following professional sectors: Assignment Sector A B C Description Guideline on Assignment Type Administration Specialties: Accounting, Classic Audit, General Administration, Human Resources, Basic Information Technology Systems (ITS), External Relations, Communication, Language and Publishing Services, etc. Operations Specialties: Agricultural Operations Projects, Rural Development, Social Development, Economics including Sector Economics, Sector Experts including in Education, Health, Biology, Ecology, Infrastructure, Energy, ITS, Water, Transport etc. More complex Language and Publishing Services, Compliance Functions, Legal services etc. Other Specialties: Finance & Investments, Policy Experts in Sectors and Compliance functions, High Level ITS, Law, Politics, Management, Organization, Strategic Development, Specialized Audit, etc. Typical Role Titles Systems Development, Systems Maintenance, Helpdesk, Financial Analyst, Accounting Specialist, Auditor, Purchasing/ Buying Specialist, HR Officer, Communications Specialist, Editor, Travel Consultant, Building Maintenance Specialist etc. Economist, Macro/Micro Researcher, Sector Economist, Agriculturist, Fisheries Expert, Other Sector Expert, Civil Engineer, Environmental Engineer, Industrial Engineer, Construction Supervisor, Governance Expert, Compliance Policy, Procurement Specialist, Integrity Investigation Services, IT Developer, Senior Editor, Lawyer, etc. Trade Finance, Debt Finance, Market Analyst, Equity Investment Sales & Research, Product Specialist, Credit Advisor, Corporate Planning, Tax Specialists, Legal Compliance, Sector Policy Experts, Senior IT Architects, Senior IT Project Managers etc. 2 Consultant Seniority The tables in this Guide have fee scales based on the seniority of consultants to distinguish between the different levels of experience, qualifications management capabilities and overall profile possessed by consultants. The decision regarding the level of consultant seniority should be based on the complexity and demands of the assignment. The default qualification for the Bank is a Post-Graduate degree with at least five years of experience. An undergraduate degree with at least ten years of experience may also be accepted. The above rates (daily fee or monthly lump-sum) are for consultants with post-graduate qualifications and the indicated number of years of relevant experience at a professional/ expert level. For consultants with undergraduate qualifications, the actual years of relevant experience (at an expert or professional level) will have to be reduced by five to arrive at the fee scale. If consultants possess qualifications higher than post-graduate degree (e.g. Ph.D.) and the recruiting unit believes that such additional qualification is relevant to the assignment, appropriate allowance (not exceeding the time spent in obtaining the additional qualification) may be made towards experience to arrive at the fee scale that can be paid. 4 Professional (Years) Project Management Capabilities Capable of coordinating the work of more junior consultants. Can provide overall direction to a team of more junior consultants. Can direct or manage the work of more junior consultants and be capable of performing a quality control function on the work produced. Guideline on Seniority of Consultants Professional Profile In addition to relevant knowledge and skills, will be capable of providing advice within a particular field. Will normally be used for routine activities to supplement the staff strength of the organizational units. An experienced professional with significant experience within a specific sector or field. Can provide independent advice or be used to help the department deliver on its work program for more complex tasks. In addition to significant exposure to a specific sector or field, the individual will have a range of management experience. The consultant can also be used to coordinate the work of other resources and to provide quality control on the output of the department. In exceptional cases, the Bank recruits experts who are recognized authorities within a specific sector or field, with significant management experience. These experts may be used to advice on complex policy or implementation issues and may be required to coordinate and manage the work of a number of more junior individuals or groups. If the consultants do not agree to the fee scales given in this guide and by their uniqueness of experience, it is necessary to recruit them, a request for waiver may be made as provided for in the Delegation of Authority Matrix. 3 Assignment Duration In general, engaging a consultant on a short term basis will cost more per day than hiring a consultant on a long-term basis. This is because a consultant engaged on a short-term assignment will not benefit from continuity of engagement and guarantee of income that a longterm assignment provides. For longer assignments (longer than 3 months), an all-inclusive lumpsum fee is paid and no other expenses for lodging or boarding is payable. The scales provide guidance for staff. However, there can be some flexibility to go beyond the scales by say 10% to account for some specific justified cases. However, the ceiling in that category should not be breached. There is no problem in negotiating fees lower than the scales in the tables. : Junior consultants are recent post-graduates who will be used by organizational units of the Bank for assistance in research or for assisting staff or consultants in delivering the work program. They will have to be post-graduates and possess not less than 2 years of relevant experience at an expert level. Their remuneration will be calculated based on Assignment Sector A. It is expected that junior consultants will be used normally for medium term assignments. It is expected that most assignments of the Bank will fall in B. Page 4 / 58
