A Credit Bureau Data Comparison - SA versus Africa The trip through the jungle is easy IF you have the data - question: do we have it? presented by Frank Lenisa Director, Compuscan
Agenda Regula+on 144 and it impact General issues facing credit bureaus in sub- Saharan Africa Tour of credit bureaus in sub- Saharan Africa
South Africa Private credit bureaus world class, highly rated Bureau coverage (% of adults) = 55% Bureau distributes micro lending, bank, telco, insurance and retailing credit informa+on Both posi+ve and nega+ve informa+on More than 2 years of historical credit held Data on all loans below 1% of income per capita distributed
Regula+on 144 Regula+on 144 published 26 February Removal of adverse credit informa+on and paid up judgments Analysis indicates that approximately 5.7 million adverse statuses impac+ng 3.4 million consumers will be affected It should be noted that this removal of adverse consumer credit informa+on is the second such dele+on, following from the one in 2007 AXer the one in 2007, 64% of customers who benefiyed from the amnesty subsequently opened an account and 74% of these showed impaired performance This illustrates that you need to be astute with gran+ng news loans axer 1st April, as you won t be able to dis+nguish the good borrower from the bad from looking at the deleted adverse statuses
Implementa+on Issues Time lines: All data must be masked by 1 st April Con+nuous Judgment removal within 7 days. Open to fraud Defini+ons Ambiguous: Could mean Payment profile data dele+on Could mean Debt collec+on data Paid up Judgments removal. Capital amount plus interest and fee? Above needs to be clearly defined over wise is could come back and bit us hard down the line; when the objec+ves are not being met.
Impact According To The Minister The Minister has made it clear that objec+ves of these regula+ons are to: 1. Increase access to credit by removing barriers to, amongst other things, employment opportuni+es, rental accommoda+on, and credit to those consumers that can afford it 2. Spurring consumer spending 3. Reducing cost of credit
DraX Impact Study by Economist 1. Es+mated Impact on credit provision: There should be poten+al 5 points adjustment (conserva+ve) to limit bad debt increases: 1.11% less people will get loans OR less loans to value of R4.8 million And 0.15 % less contribu+on to GDP 2. Es+mated impact on the South African economy: Given the mul+plier effect in the economy that the total GDP can decrease with R7.34 billion or % The employment figures also shows a decrease of almost employment opportuni+es, or 0.21% of the total 2012 employment opportuni+es as shown in the QLFS from StatsSA
Longer Term Impact Not Understood Risk that is not understood can present as much or more danger to a business than one which has not been foreseen
Credit Bureaus in Sub- Saharan Africa

West African States Project underway to set- up a credit repor+ng system for Benin, Burkina Faso, Guinea Bissau, Ivory Coast, Mali, Nigr, Senegal, and Togo
In summary Loads more countries with Private credit bureaus especially in SADC region, than 5 years ago. Next 5 years there will be even more Problems: Only +_ 5 % of popula+on on credit bureaus. Growing slowly. Indigenous firms need compe++on to expand credit extension Credit bureaus limited to banking sector only. Need regula+on reforms to allow data collec+on from retailers, telcos, etc. Banks use Credit bureaus as compliance tool, instead for credit risk management, due to regula+ons. More compe++on in market will change this. Coun+res without na+onal ID system needs to implement ASAP. Will provide increase in data quality of credit bureaus.
