Approve the award of contract and authorize the Mayor to execute an agreement with the lowest responsive and responsible bidder, Toro Enterprises, Inc., of Oxnard, California, for the Sewerline Replacement - Front Street Project, Specification No , in the amount of $50,285 b. Authorize the encumbrance of contingency funds for the project in the amount of $5,000 for use by the Public Works Director during construction COUNCIL PRIORITIES This process supports the City Council's goal of: Delivering Core Services PREVIOUS COUNCIL ACTION CIP Reference: March 4, 206: Project No , Sewerline Replacement - Front Street, Adopted CIP; page 8-24 Authorization to Advertise DISCUSSION The Front Street Sewerline Replacement Project will consist of replacing approximately,500 linear feet of 8-inch diameter sewerline with 5-inch diameter sewerline, in Front Street between Ash and Ann Streets. In addition to sewerline replacement, 7 manholes on Front Street will be replaced. The sewer improvements will replace aging infrastructure that is at capacity.

2 Administrative Report May9, 206 Page2 On April 7, 206, five construction bids were received for the Sewerline Replacement - Front Street Project. The low bidder, Toro Enterprises, Inc., of Oxnard, California, submitted a bid in the amount of $s0,285, which is % below the engineer's construction cost estimate. The four lowest bids ranged from % below to % above the engineer's estimate of $s89,ooo, with the fifth highest bid being 9% above the Engineer's estimate. Toro Enterprises, Inc. is a licensed general engineering contractor that has successfully completed similar projects for the City as well as other agencies. Construction is anticipated to start in Summer 206. No business will be out of sewer services during construction. A postcard with project information, consisting of contact phone numbers, will be mailed to all businesses that may be impacted by the work prior to the start of construction. Information on the project will also be included on the City's website. All bid bonds will be held pending the satisfactory submission by the successful bidder of all the required documents, bonds and insurance certificates. IMPACTS Fiscal Impacts: The total estimated cost for the Sewerline Replacement - Front Street Project is $680,000, which includes design, administration, construction management, inspection, construction and a contingency of 0%. The current total appropriations allocated for the project are $705,000 from the Wastewater CIP Fund 7 retained earnings. Based on the current estimated cost there is sufficient funding to complete the project.
