1 A Road map to quality in Continuing Education Ton Vroeijenstijn Quality Consultants The Netherlands CE in Europe Quality already on the agenda of CE Europe The European Universities Continuing Education Network (EUCEN) is active in this field just like EQUIPE Plus, a project network of 33 partners, funded under Grundtvig 4 of the European Socrates programme (2005) US The International Association for Continuing Education and Training (IACET): has set (ISOoriented) standards for CE
2 Important questions 1. What is quality in Continuing Education? 2. Is there a difference between quality assurance in traditional education and Continuing Education? 3. How do we know the quality of Continuing Education? 4. Are there specific standards for Continuing Education? 5. If Continuing Education is not covered by the traditional external quality assessment/accreditation, how can we develop an external quality assurance system for Continuing Education? Educational programs research Requirements stakeholders: 1. Government 2. Employers 3. Society at large 4. academia 5. students Translation Requirements in goals and aims Community outsource Achieving our goals = QALITY

4 Some characteristics Continuing Education A broad range of programs (short cycle and long cycle A broad range of suppliers Strong fluctuation in supply (especially short cycle courses Towards certification of Continuing Education Accreditation of individual program does not make sense (too costly) Therefore accreditation (certification) of the organization is needed = centre for continuing education Certification based on quality audit at the level of the organization and ad random assessment of some programs

7 Certification of Continuing Education A possibility The European Universities Continuing Education Network (EUCEN) and/or EQUIPE Plus install a European Certification Council for Continuing Education ( ECCCE) a center/institute for continuing education can apply for a certificate If eligible for the certificate, the centre organise a self assessment an report about it, showing that it is meeting the criteria ECCCE organizes an external assessment and installs an audit team Site visit and report ECCCE decides about the certificate based on the audit report The Road map to quality assurance Develop the criteria and standards Develop a manual for self-assessment and external audit Install a European Certification Committee Start a pilot project for certification of Centers for Continuing Education
