3 V. Qualitative Assessments CTE and Vocational: Community and labor market relevance. Present evidence of community need based on Advisory Committee input, industry need data, McIntyre Environmental Scan, McKinsey Economic Report, licensure and job placement rates, etc. The profession of Fire Fighter is highly competive and is of high demand. According to California Labor Market statistics, there will be approxitmtly 1,010 annual openings in California for Fire Fighters and Fire Prevention workers between Looking closer into our surrounding community, the metro division of Oakland Berkeley Hayward will have a projected 53 openings between The Fire Science Advisory Committee determined that FISCI needs to make program adjustments and inprovments to ensure Merritt s program is providing an innovative and rigorous training program for potential fire recruits. As a result Merritt s Fire Science department applied for, and received, accredidation to be a regional training location. Transfer and Basic Skills: Describe how your course offerings address transfer, basic skills, and program completion. Source: California Labor Market Info FISCI courses are outlined to guarantee that students are receiving assignments that develop their basic skills. Students who decide on a fire science pathway must have a solid foundation of basic skills in order to be successful in the field. FISCI fosters development of these skills by providing multiple, and various, assignments that develops their writing, reading, mathematical, and critical thinking skills needed for a successful care in fire science. Currently, a new Fire Science certificate is pending approval. In previous years, students enrolled in fire science classes that are needed for the fire academy. However, Merritt did not have a completion program that students can work toward. We hope that with the new certificate program students will have a clear program path and a program completion goal. 3

Course SLOs and Assessment Fall 2014 Number of active courses in your discipline 10 Number with SLOs 6 % SLOs/Active Courses 60% Number of courses with SLOs that have been assessed 0 % Assessed/SLOs 0 Describe types of assessment methods you are using FISCI is using the following types of assessment methods: Written Assignments Quizzes / Exams Hands-on Practical Describe results of your SLO assessment progress FISCI has provided SLOs for 60% of its couses. The 4 remaining courses are being reviewed by the department as classes that are up for possible deactivation. Classes that will be deactivated will be sent to the curriculum committee Spring 2015, and the remaining courses will be updated with student learning outcomes. Describe how assessment results and reflection on those results have led to improvements. FISCI is in the process of adding all assessment results to the program Taskstream. According to the Student Success Rate, FISCI has had a positive increase from 40% in 2012 to 77% in Our next goal is to receive more specific classroom data and develop plans to better our instruction. 4

Currently, the Fire Science certificate is pending approval and has an intended launch date of Fall Describe results of assessment. Fire Science is the only Fire Science program in the the Peralta District. Currently, the program director has been working toward the goal of making Fire Science a program of distinction in the district and the surrounding communities. In order to obtain this goal, FISCI took prelimary steps by becoming state approved. Merritt s Fire Science program received approval by the State Board of Fire Services to become an accreditted regional training site. Receiving accredation was integral in improving the program and will provide the following advantages to FISCI: Accredidation will lead to increased recognition and community partnerships Advance student success Build student enrollment IX. College Strategic Plan Relevance Check all that apply New program under development Program that is integral to your college s overall strategy Program that is essential for transfer Program that serves a community niche Programs where student enrollment or success has been demonstrably affected by extraordinary external factors, such as barriers due to housing, employment, childcare etc. Other 6
7 X. Action Plan Please describe your plan for responding to the above data (quantitative, qualitative, and data specifically from course and program learning outcomes assessment). Consider curriculum, pedagogy/instructional, scheduling, and marketing strategies. Also, please reference any cross district collaboration with the same discipline at other Peralta colleges. Include overall plans/goals and specific action steps. The Fire Science program is continuously looking for ways to better serve our students. Our overall plans/goals and action steps are as follows: Course Assessments The department has provided SLOs and assessments for 6 out of 10 courses. FISCI will deactivate inactive course as well as input assessment data into Taskstream by Spring Curriculum Increase course offerings - Data indicates that FISCI has had a steady enrollment increase of students every year from However, FISCI would like to increase enrollment and provide more class offerings. In response, FISCI would like to hire one (1) additional part-time instructor by May 2015, and one (1) additional part-time instructor by Spring New Classes FISCI has partnered with Bay Area EMT to offer a fire academy. In 2014, the State Board of Fire Services recommended and approved Merritt College as a newly accredited Regional Training Program. Merritt s approval by the State Board of Fire Services allows FISCI to provide approved training to students. FISCI is also developing a paramedics program. This program will require additional staffing to accommodate additional students, as well as funds for specialized training equipment. Fire Science Certificate The Fire Science Certificate is pending approval by the district. Once approved, this will be the departments first certificate program. Student Success Our goal is to improve the Student Success Rate by 3% by In 2013 FISCI had a student success rate of 77%. We want to start paying attention to what is supporting our students success, as well as the reasons why some students are unsuccessful. By reviewing assessment data, we hope to learn more about what our students are retaining. Marketing FISCI will increase community awareness about the program by sending out post card size fliers, print additional posters, and keep the website updated. In addition, FISCI would like all instructors to have Merritt business cards, and a promotional package ready for business meetings and outreach opportunities. FISCI will request $2000 from VTEA to help with marketing. 7
8 XI. Needs Please describe and prioritize any faculty, classified, and student assistant needs. FISCI has 1 active part-time instructor. In order to grow the program FISCI would like to hire 3 additional parttime instructors. Please describe and prioritize any equipment, material, and supply needs. Merritt has recently been awarded accreditation as a Regional Training Center within the California Fire Services ad Training and Training System. Equipment and supplies needed to support the program include, but are not limited to: Fire Extinguishers Hose Equipment Fire Ladder Fire gloves, boots, helmets, suits Air Monitors Gas detectors Safety Glasses Training Dummies Hazmat Equipment Transceiver radios Training Videos Fire Safety Training Software Miscellaneous: Notepads Paper/Pens Supplementary reference guide booklets Please describe and prioritize any facilities needs. Currently, FISCI holds classes at Merritt College and acedemy preparation classes at the Fire Tower in Oakland, Ca. The FISCI department is in need of a permanent space to house the program. Ideally, this space would be in conjunction with the Public Safety Center proposed by the Administration of Justice Department. Hands-on training is one of our main goals so having a space to house equipment and material would support the growth of the Fire Science Program. In addition, a location to house the program would allow for us to host community partnership meetings, specialized trainings, and provide a tutoring and studying space for our students. 8

II.A.1.b. What changes to delivery systems and modes of instruction have been made as a result of your assessment? How many of your course outcomes have been mapped to program outcomes? (If applicable.) Are course SLOs specific, measurable, attainable, results-oriented, and time based? II.A.1.c. How have you linked course SLO assessment to planning and resource requests? Please provide specific examples or actions taken. II.A.2.a Is the three-year cycle for assessment of student learning outcomes for courses and programs current? If not, what is your plan for adjustment? II.A.2.b How is the criteria for success (not met, met, exceeded) of student learning outcomes established? (individual decision, common rubrics, department discussion, etc.) II.A.2.d Describe the multiple ways in which student learning is assessed. II.A.3 How do your courses demonstrate student achievement of institutional learning outcomes? APU Addendum The Fire Science Department is in the process of creating program learning outcomes and aligning the program with institutional outcomes. Currently, the department is planning a fire academy and a Fire Science Certificate. As the program develops, FISCI has outlined specific request in the APU, such as training dummies, which will directly impact program planning and assessment. The assessment process has enlightened us on our next steps. We were able to analyze the results and ask ourselves the following questions: 1. Was the assessment successful? 2. Did the assessment accurately assess the intended SLO? 3. Is there a need to change the assessment? 4. Does the SLO need to be modified so that it is S.M.A.R.T? 5. Is the SLO really relevant? As a CTE program, some of our assessments require students to demonstrate learning through practical application. As a result, FISCI has requested and used funds for items such as: fire extinguishers, hose equipment, and protective gear. A new 3-year cycle for assessment data needs to be planned. FISCI plans to meet with the SLO committee chair and department chair to create a clear plan Spring Criteria for success vary depending on the assignment and/or class. In general, we want students to show a proficiency level of 75% or higher. Other classes, such as Fire Protection, uses a rubric to assess student projects and assess student learning. Student learning is assessed through quizzes, research papers, exams, projects, classroom discussions (informal), and homework assignments. All of our courses are designed to foster motivated, innovative, critical thinkers who are prepared to work and lead in the 21 st century. 9
