4 Positive Steps Already Taken Equipment and Building Services has taken positive steps toward improving air quality for several years: CNG fleet of over 1,000 vehicles (26% of fleet) Helping to reduce NOx (impact on Ozone) and CO 2 (Greenhouse Gas - GHG) emissions Partnered in development of 2 CNG fueling stations Utilizing Hybrids (150 vehicles) Initiated use of Biodiesel and TXLED (2002 and 2005) City Council adopted Clean Fleet Policy NCTCOG Model 4

5 Positive Steps Already Taken Texas Clean Fleet Program (TCF Program) per the Texas Administrative Code Allows for Program Compliance Credits (PCCs) to be earned toward and beyond compliance Dallas purchases AFV s with cleaner LEV ratings than required More AFV s than required Resulted in surplus Program Compliance Credits (PCCs) Credits generated when you purchase more LEVs than needed for compliance Credits have a monetary value and can be banked, traded, transferred or sold Dallas made a conscious decision to bank the credits rather than sell to other agencies Requires them to attain actual compliance as opposed to purchasing 5 compliance

7 Positive Steps Already Taken Proactively applying for state, federal and local grants Received numerous past grants to fund CNG fleet expansion and old diesel vehicle replacements Recently awarded $136,753 for pilot natural gas refuse program, contingent on technology selected Recommended for NCTCOG award: $43,200 to help offset incremental cost of 12 CNG Honda Civics and $108,000 for cleaner brush trucks Applied for Blue Skyways Grant testing diesel equipment utilizing portable emission analyzers Partnering with Eaton/Peterbilt on Pre-Production Hybrid Sanitation Truck 7

8 There is more to do North Central Texas Region currently in nonattainment status for Ozone (NOx) Possible upcoming restriction on particulate matter (PM) and Greenhouse gases (GHG) such as CO 2 Fleet of nearly 4,000 on-road vehicles contribute to air quality problem 2,619 sedans and light trucks 284 medium duty trucks, vans and SUVs 927 heavy duty trucks 8

9 There is more to do Primary concern is non-attainment status and Ozone (NOx) 425 tons per year Secondary concern is Greenhouse gases (GHG) such as CO2 56,000 tons per year Develop Long-term Strategic Fleet and Fuel Plan 9

10 There is more to do Evaluate viable options (all fleet): Relevant commercial engine developments Original Equipment Manufacturers (OEM) replacement engine options Conversion technologies Add-on technologies Investigate fuel variations that could possibly provide emission reductions in lieu of modifying or replacing existing engine 10

11 Targets Highest contributors to NOx and Ozone Heavy duty equipment/trucks Bids just received for FY equipment replacement Bids solicited for 2006 diesel engine, 2007 lower emission diesel engine, LNG and CNG Grants awarded to help offset incremental cost difference for alternative fuel vehicles $9,768 for (per truck x 14 trucks) Sanitation equipment contingent on technology selected $36,000 for brush trucks (per truck x 3 trucks) Hybrids- emerging technology Will continue to monitor development 11

12 Targets Highest Potential Greenhouse Gas and CO 2 impact Light Duty Vehicles/Trucks Consolidate existing 354 E85 flex fuel vehicles to one or two city service centers Install on-site E85 fueling infrastructure at those service centers Estimated cost of $60,000 - $65,000 Potential for free station with fueling agreement Begin integration of E85 light duty sedans and trucks through normal vehicle replacement process when hybrid is not available Target specific grant opportunities to assist with fleet and infrastructure costs Take advantage of Federal rebates and fuel credits Support Environmental Management System Target emission reductions by purchasing Alternative Fueled Vehicles 12

13 Targets Clean Fleet and Fuel policy Require all COD-controlled fleet to consider purchasing AFVs during regular replacement schedules except emergency response vehicles (applies to leased fleet as well) Continue and expand AFV training for COD mechanics and personnel Secure additional contracted consultant to assist with Clean Fleet and Fuel Program implementation, updates, strategies Develop an AFV education and awareness program for all city personnel, departments and contractors Seek partnership opportunities to expand AFV in the City and region 13

14 Funding Opportunities TERP Grants Since 2004 several applications have been submitted with two successes EBS received $137,00 for early adoption of TXLED Sanitation received $36,000 to repower a Landfill bulldozer Other Grants/Sources being pursued NTCOG DOE EPA DOT Public/Private Partnerships Energy Policy ACT 14

Continue and enhance balanced stewardship - taxpayer s dollars and environmental efforts Aggressively pursue grant and partnership opportunities to leverage fleet purchasing dollars Review proposed purchases to obtain Best value Best available technology Most emission reductions Best fuel economy Pursue participation in qualifying clean fuel demonstration projects Ethanol - E85, E Diesel Bio Gas Hydrogen Fuel LNG Electricity - Plug In Technology Biodiesel blends with TXLED and ULSD 15

19 Summary City has aggressively pursued efforts in addressing nonattainment status and reducing pollution across the board Assumed a recognized leadership role due to its use of greener vehicles and fuels prior to mandates- 26% of fleet is CNG Expanding focus on heavy/diesel equipment emission reductions Enhancing our strategic approach when exploring and purchasing equipment/fuels to obtain best value Enhance our efforts in pursuing external funding in order to further leverage our dollars Continue to be at the forefront in exploring and utilizing emerging markets/technology 19

20 Summary Adoption of Clean Fleet Policy supports the City s strategy Consider greenhouse gases as part of our strategy as we pursue future efforts The environmental and public health impacts of the city s light, medium and heavy duty fleets must be addressed Continue to explore alternative fuels such as natural gas, ethanol and biodiesel and emerging technologies to determine the most appropriate means of reducing the City s fleet emissions Resources are in place to alleviate the economic and logistical costs of switching to alternative fuels and technologies, and such resources should be expanded 20
