2 Strong Commitment to Emissions Reduction Largest port complex in North America handling 43% of maritime cargo SoCal rated extreme non-attainment by U.S. EPA (worst in country) Ships and trucks are largest contributors to air quality problems Seven year period between major projects Green growth our only option
3 Key Emissions Reduction Plans Clean Air Action Plan Adopted in November 2006 in cooperation with USEPA, CARB, AQMD Reduce air pollution from port-related mobile sources by 2012 Climate Action Plan To be released in 2010 Uses AB 32 targets for GHG reductions Must meet 1990 GHG levels by 2020
4 Emissions Reductions Through Leading, Emerging and Developing Technologies For today s emissions reductions, we have incentivized today s leading clean technologies (e.g. clean diesel trucks, AMP); But keep an eye looking forward by: Special incentives for emerging technologies (e.g. CNG/LNG trucks, electric cranes) Pilot projects for developing technologies (e.g. electric vehicles) And plan for the future with R&D
5 Incentives for Leading Port Technologies Port of Los Angeles Clean Truck Program Alternative Marine Power Low sulfur diesel
6 Port Clean Truck Program Port was place where old trucks went to die (12 years average age) Progressive Ban Schedule started Oct 1, 2008 Clean Truck Fee Incentivized 2,200 trucks ($44 M) and encouraged private investment Currently over 7, compliant trucks on road at Port, making 95% of the gate moves 80% emissions reduction goal two years ahead of schedule Equivalent to removing 250,000 cars from road
7 Alternative Marine Power (AMP) LA currently has three AMP berths and one AMP barge West Coast Ports received ten million dollars for Largest AMP Electrification Project in the country: Los Angeles Oakland Long Beach Seattle San Francisco Tacoma Substantial benefits: Will create 1,300 jobs Reduces 60,000,000 gallons of diesel Reduces 1,000,000 metric tons of CO2

9 Incentives for Developing Technologies CNG/LNG Heavy Duty Trucks Kinetic Energy Recovery For Cranes Electric Rubber Tire Gantry Cranes
10 Reduced Emissions from Cranes Eco Crane Downsized engine Flywheel energy kinetic energy storage system captures energy lost on lowering and uses energy on ensuing lift 85-90% total emissions reductions Rubber Tired Gantry Electrification Plugs in to grid at terminal and uses a spool for cable management
11 Moving the Alternative Fuel Truck Market Forward LNG Truck Heavy Duty Trucks Special incentives provided by CA/AQMD/Port Over ten percent of fleet (1000 trucks) LNG Assisted in building LNG infrastructure Provides significant reduction in NOX and GHG CNG class 8 tractor truck EPA funded these for use in ports Equipped with Cummings ISL G engine Meets CARB 2010 NOx standards 83% reduction in NOx
