Technology Implementation at the Port of Los Angeles Moving from Current to Emerging Technologies Captain J. M. Holmes Deputy Executive Director Marine Technology Workshop July 30, 2010

Strong Commitment to Emissions Reduction Largest port complex in North America handling 43% of maritime cargo SoCal rated extreme non-attainment by U.S. EPA (worst in country) Ships and trucks are largest contributors to air quality problems Seven year period between major projects Green growth our only option

Key Emissions Reduction Plans Clean Air Action Plan Adopted in November 2006 in cooperation with USEPA, CARB, AQMD Reduce air pollution from port-related mobile sources by 2012 Climate Action Plan To be released in 2010 Uses AB 32 targets for GHG reductions Must meet 1990 GHG levels by 2020

Emissions Reductions Through Leading, Emerging and Developing Technologies For today s emissions reductions, we have incentivized today s leading clean technologies (e.g. clean diesel trucks, AMP); But keep an eye looking forward by: Special incentives for emerging technologies (e.g. CNG/LNG trucks, electric cranes) Pilot projects for developing technologies (e.g. electric vehicles) And plan for the future with R&D

Incentives for Leading Port Technologies Port of Los Angeles Clean Truck Program Alternative Marine Power Low sulfur diesel

Port Clean Truck Program Port was place where old trucks went to die (12 years average age) Progressive Ban Schedule started Oct 1, 2008 Clean Truck Fee Incentivized 2,200 trucks ($44 M) and encouraged private investment Currently over 7, compliant trucks on road at Port, making 95% of the gate moves 80% emissions reduction goal two years ahead of schedule Equivalent to removing 250,000 cars from road

Alternative Marine Power (AMP) LA currently has three AMP berths and one AMP barge West Coast Ports received ten million dollars for Largest AMP Electrification Project in the country: Los Angeles Oakland Long Beach Seattle San Francisco Tacoma Substantial benefits: Will create 1,300 jobs Reduces 60,000,000 gallons of diesel Reduces 1,000,000 metric tons of CO2

Low Sulfur Diesel Vessels receive incentives for shifting to low sulfur diesel 12 miles out

Incentives for Developing Technologies CNG/LNG Heavy Duty Trucks Kinetic Energy Recovery For Cranes Electric Rubber Tire Gantry Cranes

Reduced Emissions from Cranes Eco Crane Downsized engine Flywheel energy kinetic energy storage system captures energy lost on lowering and uses energy on ensuing lift 85-90% total emissions reductions Rubber Tired Gantry Electrification Plugs in to grid at terminal and uses a spool for cable management

Moving the Alternative Fuel Truck Market Forward LNG Truck Heavy Duty Trucks Special incentives provided by CA/AQMD/Port Over ten percent of fleet (1000 trucks) LNG Assisted in building LNG infrastructure Provides significant reduction in NOX and GHG CNG class 8 tractor truck EPA funded these for use in ports Equipped with Cummings ISL G engine Meets CARB 2010 NOx standards 83% reduction in NOx

Pilot Projects for Emerging Technologies Heavy-duty Electric Trucks Diesel Electric Tug Boat Advanced Marine Emissions Control Plug-in Hybrid Touring Yacht

Technology Advancement Program (TAP) and Academic Partnerships Port Technology Advancement Program funds projects to: Encourage technology innovation Demonstrate effectiveness of emerging technologies Evaluate Policy Options Academic Partnerships (e.g. UC Riverside CCERT): Provides objective analysis for credibility Helps leverage state and federal grants Provides benefit of state of the art laboratory facilities for analysis

Balqon Electric Terminal Tractor and On-Road Truck Used TAP to help fund the first allelectric drayage and yard trucks Both use lithium-ion batteries Over 100 mile range Yard Truck to be released in terminals this year Local trucking companies will demonstrate drayage truck Ideal for short haul duty cycle

Vision Industries Corp Freightliner Tyrano Class 8 Hybrid-electric Truck with Hydrogen Fuel Cells for on-board electricity regeneration Uses a Freightliner Chassis Up to 400 Mile Range Greater range offers flexibility for trucking companies Trucking Companies to demonstrate UC Riverside to test Funded by TAP

Foss Maritime Diesel/Electric Tug Boat 1st hybrid technology in a tug boat Delivered January 23, 2009 Anticipated benefits: Over 70% of engine time saved! 20 30% fuel savings 44% reduction of oxides of nitrogen and particulate matter $800K funded by TAP

Advanced Marine Emission Control System Sock on a Stack Project completed Emissions Reductions Up to 98% PM Up to 95% Nox Funded by TAP

Plug-in Hybrid Electric Vessel (PHEV) Port touring yacht for VIPs, school children, and community groups Currently powered by two 40 year old diesel engines Will be repowered in fall 2010 with Lithium batteries and two 400 hp electric motors

Research and Development for Future Approaches to Goods Movement Zero Emission Container Movement Agile In-land Port

Zero Emission Container Mover Systems Request for Concepts/Solutions (RFCS) to design, build, finance, operate a ZECMS from the ports to near-dock rail facilities Could lead to use of staging areas to move containers to larger in-land ports that are away from urban areas Skytech s Air Rail Linear Induction Electric Transport System (concept) Texas Transportation Institute s Linear Induction Container Mover (Concept) General Atomics Electric Cargo Conveyor System

Results Based On Sampling 52% DPM reduction 52% PM25 reduction 52% PM10 reduction 33% NOX reduction 56% SOX reduction

Normalized Results Based On Emissions Per TEU 47% DPM reduction 47% PM25 reduction 47% PM10 reduction 26% NOX reduction 51% SOX reduction
