1 Request for Retail/Restaurant Letters of Intent Introduction As an organization grounded in the Latino community, the mission of El Centro de la Raza is to build unity across all racial and economic sectors, to organize, empower, and defend our most vulnerable and marginalized populations, and to bring justice, dignity, equality, and freedom to all the peoples of the world. We fulfill our mission through a unique blend of culturally competent programs serving more than 18,000 people and 9,000 families each year. El Centro de la Raza is now broadening the reach of our services through the development of Plaza Roberto Maestas (PRM), a community-inspired, mixed-used, transit-oriented development in the Beacon Hill neighborhood. PRM will include 112 apartments of affordable housing, an expansion of our nationally-accredited, bilingual José Martí Child Development Center to serve 126 children from diverse-income families, street level-restaurant/retail, a Multi- Cultural Community Center, and public plaza space honoring Latino culture and the diverse communities that have worked alongside us throughout our history. PRM will provide job opportunities, small business start-up opportunities through our new Business Opportunity Center, enriching volunteer opportunities, and to residents, the added stability of convenient access to our services. Thousands will be welcomed each year to the Cultural Community Center for a variety of events and celebrations. PRM has the potential to transform the Beacon Hill Town Center into a bustling urban village, presenting enormous opportunity for retail entrepreneurs to locate their businesses next to PRM s central plaza. According to the Sightline Institute, residents of PRM s affordable housing are expected to spend $3.98 million per year. By combining increased neighborhood density with culturally responsive support, we aim to dramatically improve the small business success rate for the entrepreneurs we serve.

2 Variety of Retail/Restaurant Opportunities at Plaza Roberto Maestas El Centro de la Raza is committed to working with local small businesses to be a part of the transformative project. As a result, there will be a variety of opportunities for the small business person to succeed within the PRM project. Approximately 3,200 square feet of retail/restaurant space on the ground floor of the west building, directly adjacent to the Link Light Rail Station, Beacon Avenue and the 10,000 square foot PRM public plaza. This space has been designed for easy subdividing into smaller spaces, if needed. A floor plan of this space is attached in Exhibit A. Expected level of finish/delivery of spaces by El Centro is called out on the plans and is subject to change. Two (2) Live/Work affordable housing apartments (2-bedrooms) on the ground floor of the east building, facing the central plaza. These units have been designed for the local low-income entrepreneur with a home-based business. Please see attached floor plans in Exhibit B. (Occupants of these units must income qualify at 60% of area median income or below and possess a valid City of Seattle business license.) Mobile cart rental opportunities in the plaza. As part of the central plaza design and planning, El Centro will purchase and rent mobile carts for use on site by the low-income entrepreneurs. These carts will be available at very economical rental rates for individuals interested in a variety of outdoor retail activities. (Carts will be owned and stored nightly by El Centro on site; rented on a daily, weekly or monthly basis) Timeline The PRM project will break ground in March 2015 and will be complete by July El Centro aims to identify businesses for the variety of opportunities in the project by March 2015, when construction starts. In the case of the 3,200 sub-dividable square feet of bricks and mortar retail/restaurant space in the west building, El Centro aims to sign letters of intent with businesses so that coordination around build-out and space delivery can happen during construction. An interest list will be created for the live/work apartments and the mobile carts with the hopes of signing leases when the project is completed in the summer of Who Should Submit an Application?
