DSDIP led Planning Reform Policy intent of reform: Economic development and the state s growth and prosperity Reform aims to: streamline assessment and approval processes remove unnecessary red tape empower local governments to plan for their communities

Key elements of reform A single State Planning Policy (SPP) Creation of the State Assessment and Referral Agency (SARA) A new approach to statutory regional plans Review of the infrastructure charges regime

Overview of the draft SPP Intended to comprehensively address the State s interests in planning and development The SPP will: express State interests in a single place in a complete and concise format encourage flexible, innovative and locally appropriate approaches to planning apply to o o o o Regional plans Designation of land for community infrastructure Local government planning instruments Development assessments

SPP relationship with other instruments State Planning Policy State Interest State Interest State Interest State Interest State Interest Regional Plans Contextualise Characterise the State interests within the region Resolve Provide the instruments to resolve the competing regional land use issues Local government planning schemes Development Assessment

What is a State interest? A state interest is defined under the Sustainable Planning Act 2009 as: a designated region s regional plan; a state planning regulatory provision; the matter about which a state planning policy is written; an interest that the (Planning) Minister considers affects an economic or environmental interest of the state or a part of the state, including sustainable development, or an interest that the (Planning) Minister considers affects the interest of ensuring there is an efficient, effective and accountable planning and development assessment system. Sport and recreation has not previously been recognised as a State interest

Why does it matter? If there are no sport and recreation interests in the final SPP... local governments will have no State-monitored obligation to provide for sport and recreation local governments will have no obligation to protect existing facilities for hard to locate activities SRS will have minimal opportunity to provide input to statutory planning matters

Principles SRS sought to have included in SPP Planning for and providing adequate open space for sport and recreation uses commensurate with community needs and available resources Planning for no net loss of open space and sport and recreation infrastructure Protecting existing open space corridors that link parks, transport nodes and other destinations in the community Providing for a hierarchy of parks to support local, district, local government-wide and, where appropriate, regional sport and recreation activities Ensuring parks are accessible and fit for purpose in regard to size, shape, slope and immunity from flooding Planning, where possible, for parks to support multiple uses and be adaptable as community needs change

Principles (cont d) Providing for the recreational needs of young people at different stages of childhood and youth, and of older adults and people with disabilities, particularly in areas of high residential density Facilitating and managing recreational access to waterways and foreshores to accommodate the strong community interest in waterbased recreation Appropriately locating sport and recreation activities that potentially impact other land uses. Protecting sensitive land uses from activities that cause nuisance or adverse impacts. Protecting land being used, or planned for activities that cause nuisance or adverse impacts from encroachment by sensitive land uses. Provide and protect

Do these principles adequately cover what we are seeking to achieve for sport and recreation in a land use planning context at a state level? Are these principles adequately reflected in the draft SPP?

Statutory components: All of Parts A & B except Editor s notes Introduction & policy context Application & operation Boxed information in Part C State interests Part D All abbreviations & definitions except where italicised Non Statutory (guidance) information also provided or will be included in final SPP.

Overview of State interests (Part C): Housing & liveable communities Amenity & community well-being Land development & housing supply Economic growth Agriculture Development & construction Mining & extractive resources Tourism industry Environment & heritage Biodiversity Coastal environment Cultural heritage Healthy waters Hazards & safety Air, noise & other emissions Hazardous materials & developments Natural hazards Transport & infrastructure State infrastructure & services State transport infrastructure & networks Strategic airports & aviation facilities Strategic ports Water supply catchments & infrastructure

Amenity & community wellbeing (p.13) State interest: Encourage amenity and community wellbeing in new communities and when redevelopment occurs within existing communities Statutory provision The local planning instrument is to reflect... this state interest by: (1) providing an adequate supply of land for residential, retail, sport and recreation, commercial, industrial, tourism and cultural development to meet demographic, economic and lifestyle needs of the community, and... 17 Air, noise & other emissions (P. 35) State interest: Sensitive land uses and the environment are to be protected from the potential adverse impacts from air, noise and other emissions (such as odour, light and vibration) while ensuring the long-term viability of industrial development, alternative energy and certain sport or recreation activities in appropriate locations. Statutory provision The local planning instrument is to reflect... this state interest by: (1) requiring the appropriate and compatible location of sensitive land uses, industrial land uses and major sport, recreation and entertainment facilities to avoid adverse impacts from air, noise or other emissions, and (2) supporting the protection of the following existing and approved land uses or zones from encroachment by sensitive land uses: (d) any major sport, recreation and entertainment facilities (including shooting or motor sport facilities) that may cause nuisance or adverse impacts.

State infrastructure & services (P. 43) State interest: The benefits of investment in state infrastructure and services are maximised through integrated state and local land use planning. Statutory provision The local planning instrument is to reflect... this state interest by: (1) considering significant infrastructure within the local government area such as state-controlled roads; rail; education facilities; major sport, recreation and entertainment facilities; arts and cultural facilities; health facilities; and economic infrastructure, such as major utility corridors (e.g. bulk water; gas pipelines; fibre telecommunications infrastructure; high voltage electricity transmission; distribution networks and associated infrastructure, and... )

Water supply catchments & infrastructure (pages 52-55) State interest: Ensuring a safe, secure and efficient water supply through the protection of water supply catchments, groundwater resources and water supply infrastructure S&R impact includes: Motor sport facility MCU in catchments Development within water supply buffer area Applies only to identified local governments Brisbane; Moreton Bay; Redlands; Scenic Rim; Ipswich; Somerset; Gold Coast; South Burnett; Gympie; Sunshine Coast; Lockyer Valley; Toowoomba; Logan Example of selected guideline becoming statutory requirement

Why are State interests important? What happens if we get it wrong?

We lose open space

We are left with vulnerable spaces which result in

Ongoing costs to repair

Inadequate supply of land leads to overcrowding

Over use

If the planning principles are sound we can accomplish this; or

We can get this instead of this

What can we do to support positive outcomes through the SPP? Does the current draft SPP prevent poor choices from occurring? Develop evidence to support informed decision making Improve skills to identify and implement good practice Provide advocacy to encourage good decisions Develop planning instruments to implement change

Implementing the SPP What do we need to make it work?

Implementation: Guidance materials to support implementation Amenity & community wellbeing SPP Guideline: Housing and liveable communities ULDA Guideline No. 12 Parks Planning & Design Healthy spaces & places Air, noise & other emissions Preliminary Trail Bike Noise Planning Policy in Providing Opportunities for Off-road Motorcycling

Provision: What is an adequate supply? Standards of service for parks How does this vary across communities? Demographics of participants

Protection: Protecting existing facilities Identifying shooting & motorsport facilities Ensuring no net loss of green space Land for public recreation

Other possible tools Analysis of activity participation/trends Spatial needs; some work undertaken on OR activities. What do LGs need? What can LG contribute?
