1 Reading With My Father Reading with My Father (RWMF) is a family literacy program initiated in April 2011 by Tablelands Regional Library Service in partnership with Lotus Glen Farm, the local open access prison of Lotus Glen Correctional Centre, and funded through a State Library Queensland Expanding Horizons Grant The program connects families by offering inmates the opportunity to record a story to their child and is a powerful rehabilitation tool with the capacity to bring an inmate to tears and pledge that they will change when they leave the farm.

3 Tablelands area The Tablelands region is located in Far North Queensland and covers an area of 64,768 square kilometres The current population is 46,937 (ERP at June 2010) Indigenous and Torres Strait Islanders on the Tablelands There are 3280 indigenous persons of Aboriginal and Torres Strait Islander descent living on the Tablelands. They constitute 8.6% of the population as compared with the national average of 2.3%.

4 Lotus Glen Correctional Facility The Lotus Glen Correctional Centre, located 25 kilometres south of Mareeba, accommodates high and low security inmates Lotus Glen Farm, is a 2000 acre open access prison bordering the Lotus Glen Correctional Centre. About 300 inmates graduate annually from the prison to the farm which has a catchment area from Cardwell in the south, Papua New Guinea in the north and Doomadgee in the west. The farm has the capacity for 00 inmates and the farm population is generally comprised of approximately 60 to 70 percent Aboriginal and Torres Strait Islander males.

5 Lotus Glen Farm Lotus Glen Farm provides inmates with meaningful work opportunities in industry and farm work. Work duties may include looking after 240 head of beef or the dairy herd which produces 2500 litres of milk per month; a market garden; eucalypt plantation; aquaculture plant; mechanical workshop and packing shed. Currently the farm offers 2240 hrs a year of vocation and education training in 55 competencies This compares with 800 hours in All programs focus on reintegrating inmates back into the community and providing them with the necessary skills to gain employment and enjoy a happy and successful family life.

6 Lotus Glen Farm Literacy program Lotus Glen Farm supports work skills education programs with contextual literacy programs. Literacy and Numeracy programs are overseen by two trainers and are offered four (4) days per week The Lotus Glen Farm Literacy programs endeavour to improve employment opportunities for the inmates. The Reading With My Father program aims to address family relation issues. The two programs are complementary and not only benefit the father and child but also improve social inclusion by reducing social and economic disadvantage.

7 Aim of RWMF program To improve the literacy skills of, and enhance relationships between, inmates and their children. Inmates and their children are coached in literacy skills until they are at a level where they can read a story time book that is then recorded on to a CD and sent together with the book to the father and child respectively. This not only encourages literacy but strengthens the bond between a father and his child, encouraging the retention of a supportive family unit. The interchange also allows an inmate and their child to interact in an enjoyable and non-confrontational manner.

8 Eligibility to participate Inmates self nominate to participate in the program and can remove themselves from the program at any time. To be eligible: Inmates must have children younger than 12 years Participants must not have a domestic violence order against them

9 Benefits/Outcomes Personal Improve literacy skills of father and child Increase self-esteem of inmates who may never have thought themselves capable of reading to their children Enable father to maintain and enhance links and develop a greater bond with their children and families Enjoy reading for pleasure

10 Benefits/Outcomes Families Facilitate and improve family relationships and possibly assist in reducing the distress of separated fathers and children Share ideas, create and enhance emotional bonds between the father and their child Support the importance and love of reading and broad literacy development Encourage increased contact between father and child The book and CD remain with the father and child and can be enjoyed over and over again

11 Benefits/Outcomes Education Enhance and support the existing literacy programs offered at Lotus Glen Farm Improve literacy skills and hence employment opportunities Improve literacy skills of other inmates assisting with coaching Community Support Lotus Glen Farm officers in their endeavour to improve literacy skills and hence employment opportunities for inmates Assist with re-integration of inmates into community by maintaining family relationships

Builds partnerships with key stakeholders by improving and expanding existing relationships between TRC Library Service and Lotus Glen Farm Gives high priority to early intervention by improving the literacy of socially disadvantaged children Social engagement through interactions with library staff

14 Recording by the Father Phil Peachey is the RWMF Project Officer. He works 10 hrs per week with sessions of between 30 & 90 mins at Lotus Glen Farm A complete recording can take from a couple of weeks and two or three sessions to as long as three months During the first session, the participant are presented with a selection of 15 books from which they choose one to read to their child/children Phil discusses the book with the father then shows them how to add colour and drama to their reading The tutoring is specific to the literacy needs of each inmate and the features of the book they have chosen.

15 Recording by the Father cont.. Once inmates are confident, the recording begins. There is no pressure on the fathers to record the book within a timeframe. As Phil states It is not a matter of putting a recorder in their face until they are ready; they tell me when they re ready!. If mistakes are made the reading is re-recorded until both Phil and the father are happy with the results. Once the recording is complete, Phil edits it at the Mareeba Library using Olympus DSS player, Audacity & Roxio software Phil then mails the book, and a copy of the recording, to the family.

16 Recording by the child Phil contacts the family and arranges a venue. Most of the recordings have been conducted in a Cairns Library Service meeting room Recordings are completed in one session Phil then edits the recording at Mareeba Library mails the book, and a copy of the recording, to the father.

17 Outcomes One third of inmates who have started the Reading With My Father program are now attending Lotus Glen Literacy programs Reading With My Father recordings from fathers to children: Total enrolments: 52 Total indigenous enrolments: 40 Total recordings sent home (includes 11 second recordings): 55 Total recordings sent home by indigenous inmates (includes 8 second recordings): 41 Reading With My Father recordings from children to fathers: Seven inmates have received recordings from their children

18 RWMF participant comments Fantastic. My wife plays it to my daughter daily and I m pleased she can hear my voice while I m not there. A terrific way to keep that bond close and keep up the quality time for my daughter with her Daddy. Thank you so much. This really means a lot to us. My young fellow, seven years old, reads the book and listens to the CD every three or four days so he can listen to dad I thought it was fantastic that I could send two books I read out to my kinds, but I could hardly believe my kids sent a book they read back to me. It was good for my kid to listen to my voice because I haven t seen them for a couple of years. My kid said it was good to hear my voice and that I read a book for them.

19 Success factors The success of a program such as Reading With My Father depends on a number of factors: Support by both partners RWMF Project Officer. The project officer must have experience in literacy tutoring, be friendly, helpful, patient and approachable, relate to the participants, be available, self motivated and engage fully with the aims of the program. Computer skills and professional report writing skills are desirable IT support in the form of advice and guidance during software installation and malfunction

20 Future of RWMF program The Reading With My Father program continues to provide considerable benefits to inmates and their families and it is hoped that the success of this program will result in the introduction of the program at other correctional facilities. Both Lotus Glen Farm and Tablelands Library Service plan to continue their involvement in the Tablelands RWMF program after SLQ grant funds have been expended. However funding restraints will likely cause a reduction in the number of family recordings and the use of Lotus Glen Literacy Tutors to record and process the readings
