5 Challenges for Procuring Energy Efficient Rolling Stock. Railway rolling stock not a mass product (like cars, refrigerators, ). Too detailed specification of solutions can be a barrier for innovation and system optimisation. High costs for tenders each specification is different. LCC approach vs. investment price. Legal issues, specially with bonus/malus contracts. SBB Infrastruktur I-ET-EM
6 Objectives of a standardised methodology. Facilitating procurement process. Reducing costs for sector (industry and operator) in the process of specification, tendering, verification/acceptance. Setting incentives for energy efficiency. Energy efficient solutions are rewarded. Enforcing competition and innovation. Specifying intended service not solutions. Manufacturer can optimise the vehicle for needed service profile. SBB Infrastruktur I-ET-EM

8 Specification and verification of energy consumption for railway rolling stock History of standardisation. 2004: UIC Feasibility Study «Energy Consumption Standards for New Rolling Stock» : EU Railenergy WP 2.2 «Standard Operational Profiles» 2010: UIC-UNIFE TecRec 100_ : Conversion to CLC/TS (minor adjustments). 11/2015-Mid 2017: Conversion to EN Working group consists of 3 Operators, 3 Vehicle Integrators, 3 Research institutes / consultants from 6 countries (FR, CH, NL, DE, SP, IT). Good progress in all areas, HVAC-methodology will be revised and aligned with new EN SBB Infrastruktur I-ET-EM

Industry on a learning curve to give better simulations. Ensures optimization of energy efficiency of new rolling stock for intended service. Sets clear incentives for industry to innovate in energy efficiency, e.g. forced feedback on drivers lever for dedicated use of recuperation brake (Stadler) permanent magnet motor, complete switch-off during standstill with remote wake-up (BT) bi-modal (diesel/electric) with two diesel power generators, coupled with an automatic start-stop system (Alstom) 12
13 Learnings SBB. Documentation required for plausibility check: e.g. assumed driving style has to be documented. Definition of passing times, if needed due to operational needs. Challenge to do verification measurements: Difficult to find a slot to drive the given timetable in networks with dense traffic and maintenance work during night. Little experience with shunting projects: Definition of realistic reference profile which can be verified. HVAC measurements challenging (reproducibility, reflection of real conditions). 13
