2 Government Incentives For Tourism Sector The precautions related to investment incentives show a decline from the early 199s, after this 2 years period the incentives attend a signal related to turn back to the older terms. According to our opinion, the ministry of economy gives their best by the latest incentive legislations. From now on, investors start to take action for their invetment plans. Turkey is one of the important countries for the tourism sector and has already exceeded the limits of investable countries. Now, I am going to talk about these incentives and their tangible returns.
3 I. Government Incentives For Tourism Sector We can listed the government incentives for tourism sector in four main titles. These are; 1. The Government Incentives That are Provided By Tourism Investment and/or Management Certificate 2. The Government Incentives That are Provided By Investment Incentive Certificate 3. Other Government Incentives For Tourism Sector 4. The Government Incentives For The Health Tourism

The Government Incentives That are Provided By Tourism Investment and/or Management Certificate The investments and establishment that has tourism investment/management certificate have the advantage of using the energy sources like electricity, gas and water from the lowest tariffs in the region. The establishment that have tourism investment certificate and investment incentive certificate can benefit from the exemption of building construction tax. Starting from the end of the investment period with tourism management certificate they can benefit from the exception of property tax for 5 years. The establishments that have tourism investment/management certificate are stand for the business licence and they are subjected to ministry of tourism rather than tother public authorities.

The Government Incentives That are Provided By Investment Incentive Certificate It will be beneficial to look at the regions that The Ministry of Economics designated in order to socio-economic development of the cities, before examine the incentives that are provided to tourism sector. 1. Region Ankara, Antalya, Bursa, Eskişehir, İstanbul, İzmir, Kocaeli, Muğla 2. Region Adana, Aydın, Bolu, Çanakkale (Bozcaada ve Gökçeada ilçeleri hariç), Denizli, Edirne, Isparta, Kayseri, Kırklareli, Konya, Sakarya, Tekirdağ, Yalova 3. Region Balıkesir, Bilecik, Burdur, Gaziantep, Karabük, Karaman, Manisa, Mersin, Samsun, Trabzon, Uşak, Zonguldak 4. Region Afyonkarahisar, Amasya, Artvin, Bartın, Çorum, Dizce, Elazığ, Erzincan, Hatay, Kastamonu, Kırıkkale, Kırşehir, Kütahya, Malatya, Nevşehir, Rize, Sivas 5. Region Adıyaman, Aksaray, Bayburt, Çankırı, Erzurum, Giresun, Gümüşhane, Kahramanmaraş, Kilis, Niğde, Ordu, Osmaniye, Sinop, Tokat, Tunceli, Yozgat 6. 6 The Government Incentives That are Provided By Investment Incentive Certificate The hotel investments that have 3 stars or more (including the establishments that have tourism investment/management certificate as special establishment, mountain house and boutique hotels) except of the ones in Istanbul can benefit from the regional supports with their investment incentive certificates. The invesments in the 6th region can benefit from the regional supports with only the term of minimum investment amount that is 5. TL. The hotel investments in Istanbul cannot benefit from the regional supports, they can only benefit from VAT, customs duty and resource utilization support fund exemptions with the term of minimum investment amount that is 1.. TL.

10 The Government Incentives That are Provided By Investment Incentive Certificate LAND ALLOCATION Land may be allocated for investments, with an investment incentive certificate, in accordance with the rules and principles determined by the Ministry of Economics, depending on the availability of such land.
11 The Government Incentives That are Provided By Investment Incentive Certificate Privileged Investment Subjects The tourism investment that are going to materialized in Tourism Protection and Development Zones can be named as privileged investment subjects which means that investment can benefit from the supports from ratios in 5th regions. The investment in 6th region are not within this concept. The zones that can be listed in Culture and Tourism Protection and Development Zones by The ministry of Economics are listed below;

15 V. The Government Incentives For The Health Tourism Health tourism has shown an important increase in recently. It was a niche sector before but now adays it is a common activity in developed countries and a selected and confidential method for the patients. Our goverment is also aware of the importance of the health tourism and pay special attentioan on the issue therefore; they provide major incentives to the sector with a new legislation that published in 212. The future of health tourism seems brilliant with the effects of cheap labor, tourism establishment that cannot be operated in full capacity, suitable geography and climate. We are going to talk about the incentives for health tourism sector in this respect;
16 The Government Incentives For The Health Tourism The ministry of economy announced incentives for health tourism. Only the health tourism companies and health establishments can benefit from these supports. Therefore it is necesaary to give de definition of these two terms; Health Tourism Company: The company that provides consultacy and organization service for the patients from abroad. Health Establishment: The establishment that is active in health sector and has the necessary certifications from health ministry or the establishment subject to health ministry or university hospital or a company that manages one of these.
17 Support Elements Definition of Support MaMaximum Support Amount The Projected Amount For The Investors Market Entry Support %6 of the expenses related toreport that the companies will buy or be prepared in abroad related to legislation or investment Yearly maximum 1. $ %5 of flight costs and %2 of total treatment costs, up to 1. $per patient will beper patient maximum 1. compensated $ 1. $ %5 of the expenses of sponsorship, advertising, promotion, consultation, participation and organization related to promotions performed in the scope of fairs, congresses, conferences, and/or independent promotion program held internartionally up to to 3. $ 3. $ Participation costs of health care organizations, medical tourism companies and International Promotion Support cooperation organizations for overseas fairs, congresses or conferences will be covered 5 activities * 15. $ = by %7 Maximum 15. $ 75. $ Advertising and promotional expenses, including the search network ads to be issued in search engines, of health care organizations, medical turism companies and cooperation organizations for overseas fairs, congresses or conferences will be covered by %5 per activity yearly maximum 1. $ 1. $ Overseas Office Support The rent expenses of the offices in overseas will be covered by %6 for 4 years yearly maximum 2. $ 2. $ Documentation Support The consultation studies, certificates and documents in order to market entry in abroad will be coverd by %5 Maximum 5. $ 5. $ Consulting Support The consulting expenses for the issues that are approved by the ministry are covered by %5 Yearly maximum 2. $ 2. $ TOTAL $ In addition to this $ companies can benefit from market entry support for the patients, the maximum amount of this support is 1. $/patients. If we assume that, yearly 1. patients benefit from this support, the summary of the total supports will be equal to $.
