Recommendation: It is recommended that this report be received for information. Financial Implications: As of March 31 st, 2000 tag issuance of 709,405 has resulted in total derived revenue of $13,280,062 of which $8,151,297 has been collected to date. Based on these figures, Parking Tag Operations is on target to meet the year 2000 objectives. Discussion: This report reflects parking enforcement and collection activities of the City for the period ending March 31, The following information is provided in the attached schedules: Schedule 1 Monthly Tag Issuance, Collection Rate and Revenue for 2000; Schedule 1 summarizes issuance activity for the 2000 calendar year. It also provides information regarding the actual parking tag revenue received in 2000 and the derived revenue based on actual issuance, collection rate and average fine payment. As well, a breakdown of issuance by officer type is provided. /2
2 Schedule 2 Collection Rate Activity for Tags Issued in Prior Years ( ); 2 Schedule 2 provides information on the tags issued by year commencing 1989, the total number of tags paid and provides a comparison of the total actual collection rate to the projected final collection rate. Schedule 3 Parking Tag Receivables ( ); Schedule 3 contains the parking tag fine receivables by year from 1989 by providing the opening balances as of January 1, 2000, the amount paid during 1999 and the outstanding balances as of March 31, Schedule 3 also provides the same information for the Parking Tag share of court costs commencing in Schedule 4 Summary of Trial Request, Conviction Rates, and Review Activity; and Schedule 4 provides a summary of trial requests received, court conviction rates for trials and other court review activity such as, re-openings, strikings, appeals, extensions of time to pay, and other motions. Schedule 5 Parking Tags Issued by former Municipal By-Law Group. Schedule 5 provides a breakdown of parking tags issued by month in 199 for bylaws in each of the former municipalities. However, commencing in 1999, a new consolidated by-law was passed for offences related to pay and display machines. The former municipalities are not known for these new by-laws. Schedule 6 Summary of Cancellations and Withdrawals Schedule 6 is a new schedule which contains information on cancellations and withdrawals requested by the auditor in the 1998 review of Parking Tag Operations.
