Minutes of Previous Meeting / Matters Arising: 3.2 Cardiff Bus Station Minor works currently being carried out before the final decision is made on what major works are required 5. Christina Street Regeneration work is underway 5.1 On agenda for further discussion 7. MT to speak to Welsh Water 7.1 TJ to send list out 7.2 Ongoing 7.3 No issues and work can proceed 3. Events See Appendix 1 for full list MR informed the group that the new rising bollards in the City Centre will be live from 17 th July. The bollards at Westgate Street and Guildhall
2 Place have to be raised manually but may be lowered electronically from the control room. 4. Olympics As part of the security arrangements the Hilton Hotel will have a fenced off area constructed to the front to allow deliveries to be made. There will also be a security marquee erected which will contain a scanner and everyone entering or leaving the hotel will have to go through it. 5. Defects / Joint Site Meetings MT requested direct telephone numbers from the Utilities and their contractors so that the inspectors are able to make contact directly to one central point and record when representatives fail to attend Joint Site Meetings following the issue of a S.72 Defect notice. MT requested that when a representative/contractor turns up to a Joint Site Meeting and agrees the defect and subsequently what remedial works need to be undertaken, this joint decision was final. She also asks that all Utilities make their contractors aware of this. JP stated that the number of no shows at site following the issue of Section 81-2 hour notices were increasing. He also stated that in some cases following the issue of 2 hour, 24 hour and even 7 day notices the contractors were not being informed in time therefore not attending. It has been decided that from 2 nd July 2012 that Cardiff City Council will start charging the Utility Companies where no representative attends site following the issuing of a section 81 notice and where the council has had to make the site safe RE asked whether this would only affect new works within the guarantee period, excluding subsidence. TJ stated that in some cases work could remain outstanding for many months even when repairs had been agreed. At present, he could not confirm what defects would be raised, as works/sites are inspected on an individual basis. MY stated that if the Utilities or their representatives fail to turn up at site meetings, then the defects were accepted by default. TJ also added that this problem is raised at HAUC meetings regularly and for a short time following the meetings things improve but soon deteriorate. A discussion ensued regarding the use of 6ml surface course for permanent reinstatement. RE said that Cardiff were the only Authority that insisted that sand-carpet be replaced like for like. He stated that a more flexible approach by Cardiff over the use of 6ml would be appreciated.
3 TJ confirmed that decisions will be made on an individual basis during Joint Site Meetings. 6. Bar Holes TJ produced some pictures of Bar Holes in the block paving of an area of Cardiff City centre. Concerns were then raised as these holes had not been plugged GJ was under the impression that all the crews who carried out these types of works carried plugs with them. JP stated that within a few days of the laying of a new pavement on High Street, Llandaff; bar holes had appeared and were left unplugged. JP said that paving slabs should be lifted before drilling the holes and then replaced after the work was completed. A discussion ensued regarding a way forward for future works. 7. Section 81 JP reiterated that in some instances following the issuing of Section 81 notices to the Utility Companies, they were not being passed on to their contractors during the specified times for them to attend site. SJ highlighted that some 2 hour notices that were being sent for immediate action, were being issued at the end of the day when the defect was initially found much earlier in the day. JP stated that all inspectors were able to pass the information directly from site to the Utilities via a phone call. He should then be contacted to confirm what action the utilities would take and he would then issue the notice. JP asked all Utilities to mark the covers of their apparatus to help his inspectors to issue any defect to the correct organisation. SJ and GJ stated that all new covers were being marked. SJ said that following the regeneration works in Cardiff city centre a large number of covers were removed and replaced by unmarked covers. He went on to say that if they had been informed they could have supplied the correct covers. JP stated that he was unaware of the issue and had it been reported at the time he would have ensured that the correct covers were used. RE stated that for future schemes if the boxes or covers could be identified at the design stage Utilities would be able to supply the correct boxes and covers to ensure that the problem of unmarked apparatus does not occur.

Section 58 Capital Programme See separate spreadsheet Please note that this is a provisional list and subject to change TJ advised that there are a large number of resurfacing schemes to be carried out following the Olympic Embargo. He asked that the Utility companies review the list provided and that if they had any works within the areas to please contact him urgently to co-ordinate accordingly. RE stated that they usually had 3 months advance warning of these schemes so that they had time to review and discuss any possible clashes. MT stated that the proposed restrictions will be added as soon as possible therefore allowing for the 3 months advanced notice. Any planned/proposed utility works however could be co-ordinated and dates re-arranged to allow them to be carried out before the road is resurfaced. 9. AOB MY expressed his concerns following grass cutting on the A48 by Cardiff Council. The signs were placed on the A48M and not the A48 which resulted in major congestion on the non affected road. He also stated that this was not the first occasion that this has happened and that Cardiff had been previously notified. RE asked if there was any update on the works planned for Windsor Road Bridge. TJ will pass on any information to the group as and when he receives it. MR said that changes to the junctions at Callaghan Square were still under discussion. Resurfacing is to take place on Park Street and Havelock Street Sunday 1 st July and on Park Place the following Sunday. Work is under way on North Road with temporary changes to the road layout. Traffic travelling down North Road will be directed down Column Road whilst the work is ongoing. There are works planned for Rover Way near the Caravan Site in September which involve the laying of electric cables. St Mary Street Bridge will be having a face lift which will cause some disruption with the possible temporary opening of Custom House Street whilst the work is ongoing.
