1 Hampton Lakes Homeowners Association Informal Meeting (Gathering) Hilton Hotel : Stansted Airport Date Saturday 22 nd September 2007 The meeting started at 10:15 am Present from the board were: Caroline Rees, Paul Jones, Davy Walls, Martin Miller and Paul Webb Owners present were: Anne Walls, Sarah Webb, Bob & Lynne Peacock, Eamonn & Catherine MacSweeney, Ceri & Martin Crowley, Grace & Gordon Applewaithe, Sue Doyle, Mike Page, Dave & Annette Prat, Charlie Horne The purpose of this meeting was an informal get together of as many owners that were available. There was no set agenda but instead a Caroline asked the attendee of topics and ideas that they would like to discuss. Gordon Applewaithe asked that we all discuss the various message boards on Yahoo and any other forums that represented HL Owners. Gordon also wanted to discuss the trash / valet situation. Caroline and Paul W responded that the only official Hampton Lakes web site was the site. Whilst there was indeed a Yahoo forum this was not endorsed nor officially monitored by any member of the board. Paul W noted that all question directed at the board should be sent to the boards accounts and not posted on ANY message boards He also noted that he did have access (as an owner) to Yahoo forum and would therefore watch this forum just to see if any information was posted that could be useful to all other HL resident he would replicate said information on Caroline asked if anyone did not have access to the site they should contact her for their login details Trash: What does the trash guy do. It was explained that your Trash man was responsible for placing the empty bins back to the house (in front of the garage) after they have been emptied. He was not going to put these out to the kerb for collection as this was still the duty of the H/O, Management Company or the guest in residence. He would clean up any spillage, This service was on trail and the board would consider extended it at the end of the current trail period..
2 David Bell asked what the board could do about bad pools at HL as he had noticed several that were in a bad state due to foreclosure. Paul Jones took note of one pool that David mentioned and declared that he would investigate this upon his return to the USA. Paul further explained that any bad pool was immediate reported to Polk county authorities as this did in fact present a serious health and safety risk. The board and Boyle continue to report any such bad pools. Various owners also noted that they felt that the Boyle Management were lacking in their response to any owners that contacted them with an issue. Caroline agreed and said that she would contact Jim Boyle and inform him of this problem. Caroline also suggested that owners cc here on any to Boyle and said that she would request better communication between Boyle and all home owners going forwards Martin Crowley mentioned that on Highlands Reserve the board did everything and we should think carefully before deciding anything drastic on current or future management company s House Painting: Several owners asked about repainting homes and what colours were acceptable. Caroline passed out colour charts/folders obtained direct from Sherwin Williams (limited sets were available) and explained that further set s/cards were coming along with a discount card. She again reminder all home owners that any such request must be sent to the board (ARC Committee) along with a sample or reference to the colour of the paint. Plastic Fences: Any fence required an ARC approval. If any owners wanted a copy of the ARC guideline please contact Paul Jones Violation notices: It was mentioned that Linda needs to get out of her car when visiting the estate. Paul Jone s responded by saying that he now accompanied Linda on here inspection and that he would work with Linda on this matter to ensure that any silly ones were dealt with differently rather than sending our formal notices to an owner. Such as basket ball hoops Collections:
3 What is our position and how do Boyle help the Board with collections. The problem of foreclosure was discussed and it was explained by martin that when a property forecloses the HOA has to abide by the legal Florida statutes (recently amend ) in any foreclosure the main lender in most cases is a bank and they get first call. The board does pursue Bank for debt however it is hard position. However we continue to attempt recover via our legal advisors. The board were looking in various ways by which it could its money back included but not limted to no win no fee attorneys/ Charging new owners a whole year up front when re sales occurred. This is still to be discussed by the board. Condition of Hampton Lakes (Overall): It was mentioned by some owners that this year the estate did not look as good as previous years. Why was this? And would this have an adverse effect on guest wishing to return year after year. Paul Jone s noted that this summer had been particular dry with little rain and the large amount of foreclosures did not help with an increase in For Sales sign springing up the banks/ lenders were clearly not watering said properties. The board agreed to look into ways to try and get these watering system turned on again or to irrigate where possible. We also discuss some better lights at the front of HL in an attempt to improve our kerb side appeal along 27. Lorries & Trucks parked on the verge just outside the front entrance: The board was unable to do anything about such vehicles park along 27 as this was not our land however they could tow away any such vehicle parked on the estate and would not hesitate to do if it was a problem Termite contract: Paul Webb noted that 23 out of 448 owner s responded which meant that we could not go with this service/offer. However this was ok as in n fact the Bulk Termite deal we had been proposing now appeared not to be as first thought. The board will look for an alternative arrangement with a new supplier. More news to follow The board also continue to look into other bulk contracts such as Cable and Alarm systems. However as the response rate is normally very low but the volume requirements of such companies are high it is proving difficult to get the discounts rates
4 Break for Lunch: During Lunch both Caroline Rees and Paul Jones had to leave the meeting as did Martin Miller After lunch Paul Webb took the chair Contracts /Tenders and services to HL. Paul Webb committed to have all Contracts and Tenders placed on the website for viewing very soon. The board would now seek reference before any award was made and check that there we no vested interest by any parties on the board Cabana Key code: Some owners asked where they could find the code. Paul Webb said it was on the website and he would add a FAQ explaining where this was located.. Management companies: It was discussed that it might be a good idea to start a register of all home owners Management companies. Just in case we could not contact an owner in the event of a property emergency. Paul Webb will look into how we could do this and how we would keep this up to date. Furthermore the board need to ensure that we have the correct contact details for all home owners and as such we encourage all home owners to ensure that they give as much contact information as is possible on the website of detail said information direct to Caroline Rees Rental Rates: Paul Webb opened a discussion rental rates explain that there was no magic rate and we are all free to charge whatever we like. However, if as independent owners we started dropping our rates we could be setting a lower expectation in our market. He further commented on the situation where by lower rate might devalue our estates worth and to bear in mind the lower the rates sometime mean not so great qualify renters (such as Polk County Emergency housing program). It was noted by some owners that rates varied by as much as 500 difference for Christmas 2007 ( 800 and 1300) for the same size house
5 Car Hire: Could the board consider listing such services as where would I find a cheaper Car hire firm in Central Florida and is there a way of getting some income commission from our website advertising Paul Webb will look into this along with general advertising on the web site. Various car hires companies were mentioned by various owners. Along with various such income generating schemes. Games rooms: A question was asked..did owners need permission to convert a garage into a games room. If any owners consider such a conversion they must check with Polk County as to the regulations pertaining to Air Vents, Fire regulations etc Sheriff Patrols: Are they still in place and would they continue. Paul Webb responded by saying that they were still active and would remain active through until Christmas 2007 where upon the board would review. The local Sheriffs number is also posted on the website The meeting ended at 3pm whereupon a note of thanks for the work the board was doing was given by the owners END
