3 124 High Street, Eton, Berkshire 1.0 INTRODUCTION 1.1 This report results from a carried out on the Proposed Retail and Residential Development at 124 High Street, Eton, Berkshire, at the request of ADL Transportation Limited, 9 Coldbath Square, London, EC1R 5HL. The Client Organisation is Eton College, Windsor, Berkshire, SL4 6DW. The is within the Royal Borough of Windsor and Maidenhead. 1.2 The scheme proposals comprise the provision of a 384 square metre convenience retail food store and seven residential flats on the site of an existing car sales and garage workshop operation. The existing car sales and garage operation is accessed from the High Street at the southern end of the site via an existing vehicular crossover. The proposed retail foodstore is expected to operate between the hours of 07:00-23:00 hours, from Monday to Sunday. Access from the High Street will be retained via the existing vehicular crossover for the car sales and garage operation and, egress will be via Sun Close at the northern end of the development site. The access and egress arrangements would serve the proposed retail and residential development as well as the existing Old Vicarage, Church Hall and car park to the north of the site. The proposed parking provision for the retail and residential development comprises 20 spaces, 12 of which will be for the retail unit (including 1 disabled space) located to the rear of the store and, 12 spaces for the residential units. The residential spaces consist of 5 parking spaces for the existing Old Vicarage flats and 7 spaces for the 7 new flats. It is proposed to provide a new loading bay on the High Street along the site frontage for deliveries, which would result in the loss of the existing double yellow lines. It is proposed that loading would be permitted in the bay between 06:00 - midnight. In addition, there will be a secure cycle store for the residents, which could accommodate 8 bicycles (4 Sheffield stands), together with 4 cycle parking spaces (2 Sheffield stands) for the retail unit. 1.3 The Audit Team membership was as follows: Adriano B. 4 124 High Street, Eton, Berkshire 1.4 The Audit took place at the Eaton Bray office of Acorns Projects Limited during October and November The Audit was undertaken in accordance with the Audit Brief contained in the ADL Transportation Limited to Acorns Projects Limited dated the 22 nd October The Audit comprised an examination of the drawings and document provided by ADL Transportation Limited and, are listed in Annex A. 1.5 The drawings consisted of a copy of the site boundary plan, existing road layout, proposed road layout, proposed loading bay and subsequent parking bay removal and, a copy of the July 2013 Transport Assessment produced by ADL Transportation Limited. Copies of the scheme drawings at both A3 and A4 size were provided for the Audit Team s use. Road traffic accident data, vehicular traffic flow data, pedestrian and pedal cycle accessibility information, public transport information and parking survey information is contained within the July 2013 Transport Assessment. 1.6 A visit to the site was undertaken during the afternoon of the 6 th November 2013 by both Audit Team Members together. During the afternoon site visit, the weather was chilly, raining, grey and overcast and, the existing carriageway surface was wet. Vehicular traffic conditions at the time of the afternoon site visit were observed to be moderate to very heavy and congested on occasions, as the afternoon site visit coincided with the school closure period of the adjacent Porny School. Numerous pedestrians and two pedal cyclists were observed during the afternoon site visit. 1.7 The terms of reference of the Audit are as described in HD 19/03. The Audit Team has examined and reported only on the road safety implications of the scheme as presented and, has not examined or verified the compliance of the designs to any other criteria. However, to clearly explain a safety problem or the recommendation made to resolve the identified problem, the Audit Team may, on occasion, have referred to a Design Standard without touching on technical audit. 1.8 No Departures from Design Standards have been reported by the Design Organisation. 1.9 All Problems and Recommendations are referenced to the design drawings and the location has been indicated on the A4 plan supplied for use by the Audit Team in Annex B. 5 124 High Street, Eton, Berkshire 1.10 Issues identified and observations made during this and site inspection which the Terms of Reference exclude from this report, but which the Audit Team wishes to draw to the attention of the Audit Project Sponsor (i.e. the Local Highway Authority, the Royal Borough of Windsor and Maidenhead), will be set out in a separate letter. These issues could include maintenance items and operational issues. The Audit Team has not identified any issues during this and site inspection that are considered to be outside the Terms of Reference. Version 1.0 Page 5
6 2.0 ITEMS RAISED AT THIS STAGE 1 AUDIT 124 High Street, Eton, Berkshire 2.1 GENERAL No Problems identified in this category at this Stage 1 Audit. 2.2 LOCAL ALIGNMENT No Problems identified in this category at this Stage 1 Audit. 2.3 JUNCTIONS PROBLEM Location 1 (Drawing No. 21e) Summary - A lack of a suitable and adequate visibility splay will result in a potential increased risk of vehicular conflicts occurring at the site egress junction with the High Street. The scheme drawings indicate that in the future scenario, access from the High Street will be retained via the current vehicular crossover for the existing car sales and garage operation and, egress will be via Sun Close at the northern end of the overall development site. The access and egress arrangements will not only serve the proposed retail and residential development, but also the existing Old Vicarage, Church Hall and car park to the north of the site. At this Stage 1 Road Safety Audit, the scheme drawings do not indicate what visibility splay will be provided at the Sun Close junction with Eton High Street for the proposed retail and residential development, together with the existing Old Vicarage, Church Hall and car park to the north of the site. The site visit has established that when seeking to emerge from Sun Close, existing on-street parking on either side of the junction severely restricts and impacts upon a drivers ability to clearly see approaching Eton High Street north bound and south bound vehicles. Whilst the existing speed reduction road table situated immediately to the south of the Sun Close junction with Eton High Street assists in ensuring that north bound vehicular approach speeds are physically controlled, concern arises that the lack of suitable and adequate visibility splay will result in a potential increased risk of vehicular conflicts occurring at the Sun Close junction with Eton High Street. 7 124 High Street, Eton, Berkshire RECOMMENDATION Ideally and preferably, the existing on-street parking provision on either side of the Sun Close junction with Eton High Street should be reduced, in order to ensure that a suitable and appropriate visibility splay can be provided. The Recommended visibility splay should be commensurate with the existing north bound and south bound vehicular approach speeds and existing enforceable speed limit. The existing double yellow lines along the western kerbline of Eton High Street should be extended to the limits of the on-street parking bays and proposed loading bay accordingly. Alternatively, an additional speed reduction road table should be situated immediately to the north of the Sun Close junction with Eton High Street, which should assist with ensuring that south bound vehicular speeds on the approach to the junction are physically controlled. 2.4 NON MOTORISED USER PROVISION No Problems identified in this category at this Stage 1 Audit. 2.5 ROAD SIGNS, CARRIAGEWAY MARKINGS & STREET LIGHTING No Problems identified in this category at this Stage 1 Audit.
