1 EUROPEAN PARLIAMT Delegation for relations with the countries of Central America DCAM_PV(2011)0420 MINUTES of meeting of 20 April 2011, from 15:00 to 16:30 Brussels The meeting opened at 15:10 on Wednesday, 20 April 2011, with Ilda Figueiredo in the chair. 1. Adoption of draft agenda The draft agenda was adopted. 2. Approval of minutes of meeting of 17 February 2011 The minutes were approved. 3. Chair s announcements There were no announcements. 4. Exchange of views with Ms Dolores Romeo, deputy head of 'Central America and Mexico' unit, EEAS, on the EU-Central America Association Agreement: current state of affairs and prospects for the ratification process Ms Dolores Romeo said that representatives of the EU and various countries in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) had initialled the EU-Central America Association Agreement on 22 March That act had marked the end of the legal review process for the text and the beginning of the translation, signature and ratification process. According to current plans, the text could be sent to Parliament as of October or November The trade part would provisionally enter into force before the other two parts, given that the latter needed to be ratified by the national parliaments of the 27 EU Member States. Exchange of views on Panama's intention to withdraw from PARLAC and the ruling by the Central American Court of Justice on the issue In the absence of Panama's Ambassador to the EU, the chargé d affaires presented the official position of the Panamanian Government, namely that it was a sovereign and irreversible decision by the State. Panama also considered the Central American Court of Justice ruling to be non-binding, arguing that the court did not have jurisdiction over Panama given that the country had not ratified the Agreement on the Statute of the court. He emphasised that, although Panama had decided to withdraw from PARLAC, it remained strongly committed to Central American integration. Exchange of views on the current situation regarding the border dispute between Costa Rica and Nicaragua and the implementation of the order by the International Court of Justice On account of the absence of the Chair of the delegation, the Nicaraguan Ambassador, H.E. Mr Mauricio Sandino Montes, called for the debate on the visit to Costa Rica and Nicaragua to be postponed until the next meeting. He stated, however, that the joint visit by Ramsar observers and Costa Rican civilian personnel to the disputed territory was illegal as Costa Rica had not informed Nicaragua beforehand. The Costa Rican Ambassador, H.E. Mr Tomás Dueñas, said that the 8 March 2011 ICJ ruling on preventive measures had stipulated that Costa Rica could send civilian personnel to the disputed territory as long as it made sure to notify Ramsar and the Nicaraguan Government. Once Nicaragua had been informed, Costa Rica and Ramsar decided to send a joint mission. They were met by a group from the 'Sandinista youth' (juventud sandinista) who prevented the delegation from carrying out the work that had been planned. The Ambassador also said that, at Costa Rica's request, both countries had held a joint meeting on security issues, marking a step forward in the normalisation of bilateral relations between them. The next meeting was set to be held on 5 May The following spoke: Raül Romeva i Rueda (Verts/ALE, ES), Ilda Figueiredo (GUE/NGL, PT) 7. Other business Edvard Kožušník proposed opening discussions on Cuba and organising a hearing with the political groups and other stakeholders. In response, the Vice-Chair reminded participants of the agreement between the Chair of the delegation and Cuba's chargé d affaires to the EU to open discussions once a new ambassador had been appointed. 2/7 PV\ doc
