1 Appendix WC The following four types of metering arrangements have been approved for particular applications. Metering Arrangement No 1- M-19 SDCV (Single Detector Check Valve) assembly with bypass meter. Or M-17 SDCV assembly with bypass meter. (Bypass meter 25, 32 or 40 mm to be sized according to the customer requirements, the number of Fire Hose Reels or whether the Fire and Domestic Services are combined.) Metering Arrangement No 2- Electro-magnetic Flow Meter. Metering Arrangement No 3- M-16 or 17 meter assembly for Domestic supply, M-17 or 19 SDCV assembly with bypass meter for fire service (Arrangement No.1). Metering Arrangement No 4- M-19 SDCV bypass assembly with bypass meter. Or M-17 SDCV bypass assembly with bypass meter. (To be installed where the fire and domestic supply are combined and an uninterrupted supply is required. Bypass meter to be 25, 32 or 40 mm.) Typical details for Metering Arrangement No.1, 2, 3 and 4 are shown in Figures 1, 2, 3 and 4 respectively. The approved metering arrangements for various fire service configurations and property title classifications shown in Figures 5 to 9 are also included in this Appendix. Detail requirements for the metering arrangements shall include: (a) (b) (c) (d) (e) Installation of the arrangements, which will be delivered to the site by QUU, shall be carried out by either QUU maintenance staff or a licensed plumbing contractor. The arrangements shall be provided with an area as shown in Typical Metering Arrangements No. 1 to 4. The areas shall have unrestricted access from the street frontage of the site at all times. Where practicable, electro-magnetic flow meters shall be located within private properties at the front of the building and close to the boundary. Where the flow meter may be designed on footway location, the road owner s written permission shall be obtained before the design can be approved by the Utility. The location of electro-magnetic flow meter shall be determined at the design stage. The spring settings on SDCVs shall be calibrated to allow maximum flow rate through the bypass meter. The type of SDCV used shall be authorised by QUU. Date of Issue April 2011 Appendix WC - Supplementary Manual WSA 03. Page 1 of 11
2 All new fire services shall be metered. Existing fire services, where significant alterations or renovations are proposed that require a Water Approval under QUU s Connections Policy shall also be metered. Fire services includes any services supplying water to sprinkler, hydrant or hose reel systems, either separately or in any combination. The metering arrangement to be used is dependent on the particular application. Fire and domestic services shall be metered separately except for townhouse style community title scheme master meters, combined hose reel and domestic services designed in accordance with AS 2441 or where otherwise approved by QUU. The property service for a sprinkler system may branch off a property service used for other purposes on the service provider side of the customer connection point, avoiding the need for a separate water main connection for the sprinkler system. In such an arrangement, the sprinkler branch shall not supply any service other than sprinkler systems, and sprinkler systems shall only be supplied from the sprinkler branch. However, for multistorey buildings greater than two stories in height, the sprinkler branch may also supply hydrant and hose reel systems in accordance with AS (but not domestic systems). Where water delivered to a fire sprinkler system in accordance with Australian Standards Automatic Fire Sprinkler Systems AS or AS is proposed to pass through a mechanical meter, a performance based solution document endorsed by a registered professional engineer of Queensland (RPEQ) is to be submitted to the relevant council's plumbing services group for approval. This document is not required for non-mechanical meters such as Magflow or other meters with full bore flow and negligible headloss.
