CONGO must report compulsorily their ETA, SPEED and DRAFT to BANANA Pilot station 48 hours in advance via Coast Station Banana Radio / 9 PA Pilotage is compulsory. Ships should request Pilot 24 hours in advance by radiotelegram to his agent through exclusive the Coast Station Banana Radio. Moreover ships must contact Banana on channel 16 when 20 miles away to receive initial instructions. Vessels with a length up to 185 M can normally proceed without problems to Matadi. Vessels with greater length have already been in Matadi, however this is subject to Chief Pilots agreement. Following rules must be observed at the request of the REGIE DES VOIES MARITIMES (RVM) for boarding and unboarding of pilots) -Vessels with gangway port astern compulsory with Pilot ladder. -Vessels with midships gangway port. It is highly recommended to use if possible the combination gangway port / pilot. Each pilot asking only the gangway will do it under his own responsability, Theoretically sailing from MATADI/BOMA is only authorised as far as vessel can reach Banana latest at hrs since navigation on the Congo river is limited to daylight hours. 4 HANDLING - STEVEDORING The ONATRA (Office national des transports) -public institution, has the monopoly of the handling, stevedoring and transit rations at the ports of Matadi, Boma, Banana. At each berth the responsible 'Pier Master' remains in permanent contact with the first Mate during the whole operations, Working shifts are as follows : lst shift hrs 2nd shift overtime hrs 3rd shift overtime hrs Work must be ordered the day before vessels's arrival. However, if gangs are available, work can still be ordered the day of of vessels' arrival but latest at h. during week days. In principle no work is done on Sundays, holidays and during the night,if required same has to be ordered in writing one one working day in advance before a.m. Port Authorities will then decide according to the possibilities at that moment. According to the situation of the Port, the Authorities can also order labour 24 hours per day Sundays and holidays included. At Boma there is no third shift -however on special request, work can eventually be granted until 24,00 hrs At Matadi work during third shift will only be ordered upon special request from vessel. For all stevedoring operations the use of shore cranes / dock labourers is compulsory, It is only in particular cases such as handling of containers / heavy lifts or prolonged electricity breakdown that Port Operators can authorize the use of vessel's equipment. DUES AND TARIFFS A. BERTHING DUES AT MATADI/BOMA/BANANA Onatra Dues are calculated on the GRT and amount a. When cargo tonnage exceeds 25% in absolute figures of the GRT 0,10
