6 1. An introdction to the Single Vehicle Approval scheme 1.1 What is the Single Vehicle Approval scheme? The Single Vehicle Approval (SVA) scheme is a pre-registration inspection for special prpose light goods vehicles nder ten years old which have not been type-approved to British or Eropean standards. Light goods vehicles that are not Special Prpose Vehicles are sbject to similar checks nder the Individal Vehicle Approval (IVA) scheme. The main prpose of the SVA scheme is to ensre that these vehicles have been designed and constrcted to modern safety and environmental standards before they can be sed on pblic roads. This involves a physical inspection of each individal vehicle at an inspection facility of the Vehicle and Operator Services Agency (VOSA) in Great Britain or the Driver Vehicle Agency (DVA) in Northern Ireland. 1.2 What are the benefits and why do we need SVA? SVA checks that special prpose vehicles constrcted for non-eropean economic area markets comply with British law. Even vehicles otwardly similar to Eropean-specification models, bt intended for other markets, can often be nsitable for se in Britain withot at least some modification (for frther information on importing a vehicle, please refer to k/dvla for the INF 106 leaflet titled How to import yor vehicle into Great Britain (GB) ). SVA recognises certain non-eropean technical standards as acceptable alternatives to the SVA reqirements. Since 1 Agst 2001 there have been two levels of SVA : Standard and Enhanced (see Section 2.1 on page 8). Standard SVA will be applied in cases where the nmber of affected vehicles is expected to be low and we can accept that the very demanding safety and environmental standards of type approval will not be ndermined. The Enhanced inspection (ESVA) will be applied in other cases - i.e. where the nmber of vehicles entering service warrants type approval or comparable standards for key environmental and safety items. 1.3 Which vehicles are affected by SVA? An example of a special prpose light goods vehicle nder the SVA scheme is an armored vehicle. An armored vehicle is a vehicle intended for the protection of conveyed goods and complying with armor plating anti-bllet reqirements. Note: Anti-bllet shall be interpreted as meaning; the driver and goods carrying compartment (front, rear and sides inclding doors and glazing) are capable of withstanding ballistic penetration from small arms fire e.g. materials to CEN 1029 or an eqivalent level of protection. 6

7 1.4 Will SVA affect yo? Generally, yor vehicle will need to be approved nder the SVA scheme and issed with a Minister s Approval Certificate or MAC (see Annex 4 on page 36) if it is p to 10 years old from the date of manfactre and is not covered by either an EC or National Type Approval (British or similar national approval from another Eropean economic area member state). Recognition of foreign single approvals If yor vehicle has been singly approved by another EEA member state to standards eqivalent to those of British SVA, it is eligible for a Minister s Approval Certificate on that basis. Yo mst provide evidence of the actal standards to which the vehicle was tested by or on behalf of the athorities in qestion. 1.5 When does SVA not apply? The SVA scheme does not apply to a passenger car or a light goods vehicle that is not a special prpose vehicle. The SVA scheme does not apply to trailers, heavy goods vehicles, bses or coaches. 7

8 2. How are the vehicles inspected? 2.1 What are Standard and Enhanced SVA? Standard SVA and Enhanced SVA (ESVA) refer to the different levels of inspection carried ot on a vehicle depending on the vehicle class and are only reqired for light goods special prpose vehicles being less than 10 years old, which reqire first licensing and registration in the United Kingdom. For both Standard and Enhanced SVA, all the inspections are ndertaken at selected testing stations operated by the Vehicle and Operator Services Agency (VOSA). Standard SVA Standard SVA is only applicable to special prpose goods vehicles that are armored vehicles (other special prpose vehicles reqire an Enhanced Test). Althogh the same items are inspected as in Type Approval, they are not inspected in the same way. To keep the fee to a level affordable by individals, the examiner will in the case of certain items condct an engineering assessment. This check will be in the form of either a visal inspection or a simple test on the vehicle to ensre that it complies with the reglations (e.g. an emissions test). The inspection will be limited to parts of the vehicle which can be easily seen withot the vehicle having to be dismantled. However, the presenter may be asked to open lockable compartments and remove engine covers, inspection/access panels, trims or carpeting. This is to allow access to items sbject to inspection. In addition, as vehicles are inspected individally, the tests are not destrctive or damaging to the vehicle in any way. A Minister s Approval Certificate (MAC) is issed when the examiner is satisfied that the vehicle wold meet the reqirements of the reglations, in the main being in relation to the design and constrction of the vehicle. This is as opposed to an MoT, which is concerned abot the condition of the vehicle, althogh with regards to SVA, a vehicle in poor condition may make it impossible to assess whether some constrction reqirements are met. Where an item is fond to be defective to the extent that it presents a potential danger when the vehicle is sed, this may also reslt in the refsal to isse a Minister s Approval Certificate. Enhanced SVA (ESVA) Enhanced SVA is only applicable to : Special prpose goods vehicles reqiring Enhanced SVA. These vehicles will have to meet the Standard SVA reqirements as well as additional safety, environmental and secrity aspects. These inclde brakes, noise and emissions. For these additional reqirements, the Eropean Standard (or in some cases non-eu standards considered to be comparable) for that aspect of the vehicle and appropriate to the age of the vehicle, will have to be met. 8

9 For the Enhanced SVA element of the inspection, the items cannot be tested by VOSA becase special facilities are reqired. For sch items, yo will have to provide additional docmentary evidence at the time of application to demonstrate that yor vehicle complies with the Type Approval standards reqired of mass-prodced vehicles in Erope. Yor vehicle will be checked to ensre it aligns to the docmentation provided as evidence of compliance when it is presented at the VOSA Testing Station for the remainder of the inspection. 2.2 Inspection items Most of the items inspected in the SVA scheme are those that are tested when manfactrers apply for type-approval of mass prodced vehicles. Please refer to Section 7 on page 22 for a list of items inspected for special prpose light goods vehicles for the two levels of SVA. All the items for Standard SVA are checked at the SVA test station. However, items for ESVA cannot be tested at the SVA test station and therefore yo will have to prodce docmentary evidence of compliance (see Section 3 on page 10 titled Demonstrating Compliance ). The SVA test station will then check that yor vehicle aligns to the docmentation presented. 9

10 3. Enhanced SVA - Demonstrating compliance For a given vehicle, the method by which a person confirms that it meets all the reqirements for SVA will vary according to the following: 1. The contry of origin. 2. The market that it was intended for. 3. The age of the vehicle. Depending on the vehicle category, compliance with the Enhanced standards may be demonstrated by one or more of the following methods : Directive compliance - showing that Eropean approval standards are met. Comparable standards- showing that comparable non-eropean standards are met. Comparison test - a comparison check with a known type approved vehicle. Directive test - physically having a test condcted to the appropriate Directive standard. Model report - sing previosly obtained data to approve a vehicle of the same specification. A visal inspection of the vehicle. A combination of the above scenarios. 3.1 Directive compliance Directive compliance can be demonstrated for example, by a Type Approval nmber on the manfactrer s vehicle identification plate and approval verification being obtained by VOSA from the manfactrer or docmentary evidence from the manfactrer that the vehicle, when manfactred, met the reqirements of the appropriate Eropean Directives. This, if available is the easiest method of demonstrating compliance. 3.2 Comparable standards In many cases, the technical standards that apply in other non-eropean contries (Japan, the United States and Canada for example) are the same or very similar to those reqired in EC member states. Satisfactory evidence from the vehicle manfactrer that at the time of manfactre, the vehicle met a standard in a non-eropean contry that is considered by the UK athorities to be comparable to the Eropean standards will be acceptable. (For key areas other than emissions, it is possible to demonstrate compliance by a testing laboratory condcting a comparison with a known Type Approved vehicle.) 3.3 Comparison test For key areas (other than emissions) it is possible to demonstrate compliance by arranging for one of the athorised testing laboratories to condct a comparison of the vehicle with a known Type Approved vehicle. Yo will be reqired to provide the testing laboratory with a Eropean approved vehicle for this prpose. This will check that certain components on the vehicle being tested are the same as those fitted to a Type Approved vehicle. The components checked are those that are believed cold significantly affect the reslt of a Directive test for the key area in qestion. 10

11 For noise, in place of a fll Directive dynamic test (which reqires a test on a test track and which can be affected by the prevailing weather conditions) it is possible to condct a comparison test combined with a static noise test (as prescribed in the Directive). It shold be noted that althogh this method can be a cost effective method of demonstrating compliance, it can be very difficlt finding a Type Approved vehicle that is identical to some vehicles bilt for non-eropean markets. In a sitation where an imported vehicle does not have a Eropean Approved comparable vehicle (and no docmentation of compliance is available) fll Directive tests at an athorised testing laboratory wold be necessary. (In the case of protective steering and potentially in the case of seat belt anchorages, the Directive tests are destrctive). A test can be in respect of an individal vehicle. However, if it is intended to se the reslts of these tests for other similar vehicles then it will be necessary for the testing laboratory to sbmit sfficient data to create a model report. A model report wold cover all key areas that the comparison check covered. Information obtained by the testing laboratory for the prposes of a vehicle approval will be sent directly to VOSA. If yo reqire a comparison test, please refer to for a list of athorised Testing Laboratories in the UK and abroad. 3.4 Directive test Compliance can be demonstrated by arranging for a Directive test in respect of the relevant sbject matter. This is possible for any of the key areas, althogh other methods of demonstrating compliance are likely to be more practical and/or more cost effective for areas sch as seat belt anchorages and protective steering which wold involve destrctive testing. The tests are effectively the same as is reqired in Type Approval for a vehicle of that date of manfactre. There are certain minor differences in the detail of the procedres to ensre that they are cost effective to carry ot and are possible withot the vehicle manfactrer s spport/ The tests are condcted only at athorised testing laboratories. The testing laboratory will forward information directly to VOSA Swansea. This will always consist of information on the reslt of the test and will contain certain measrements taken in the test that are reqired by VOSA. A test can be in respect of an individal vehicle. However, if yo are intending sing the reslts of this test as the basis for demonstrating compliance on other vehicles of a similar specification, then additional information will be reqired to enable VOSA to prodce a model report. The scope of information reqired depends on the key area being tested, bt will reqire some additional work by the testing laboratory/vehicle owner to find all the information reqired. 3.5 Model report A vehicle owner can create a model report for se on sbseqent vehicles. Model reports that have been created are offered for se by some owners. For more in-depth information on demonstrating compliance sing a model report and how they are prodced, as well as athorised Testing Laboratories please refer to Section 8 on page

12 3.6 How do I demonstrate compliance if my special prpose light goods vehicle has come from Japan? Where vehicles have been imported from Japan, evidence that the vehicle was type approved in that contry will be taken to confirm that the vehicle meets the reqirements in respect of those items where Japanese Approval is considered comparable (see Section 3.2 on page 10 titled Comparable standards ). In order to demonstrate compliance for a sed vehicle, an original Japanese Export Certificate (also known as a De-registration certificate ) that demonstrates the vehicle has been allocated specification and classification nmbers (or sometimes called Type designation and Variant nmbers) will serve this prpose. This is providing the vehicle has not been modified since manfactre (in respect of any of the SVA relevant items), in a way that is likely to have a detrimental effect on the original approval of the vehicle. Where the vehicle is new, a manfactrer s Certificate of Completion will be sfficient evidence of compliance with the comparable standards. This again is providing it displays the reqired specification and classification nmbers and the vehicle has not had any detrimental modifications in respect of the relevant SVA items. If yo are sing either an Export Certificate or a Certificate of Completion as proof of compliance, then yo will be reqired to sbmit a photocopy of the complete docment along with the SVA application form to VOSA Swansea (please note - it mst be a copy of the Japanese version). The original of the Japanese docment MUST be presented to the examiner on the day of the inspection. If the original docment is not presented with the vehicle at the time of inspection or it is not exactly the same as the photocopy sbmitted with yor application form, then this will be deemed as an Inspection non-compliance on the basis that compliance with one or more of the key areas has not been demonstrated (i.e. the vehicle will fail the inspection on all items reqiring evidence of Directive Compliance). If the classification and specification nmbers are missing from their relevant boxes and appear in the Japanese text in the large bottom box (the Remarks box), then we will also reqire an official translation of the docment. On receipt of this information, VOSA will be able to assess if the docment does demonstrate compliance. However, if this information is not able to be provided, then alternative proof of compliance will be reqired e.g. by having a Directive test or a Comparison test. If the classification and specification nmbers are not shown on the docment at all, the applicant shold attempt to provide the details of the Japanese Type Approval from the vehicle manfactrer or consider alternative ways of demonstrating compliance. 3.7 How do I demonstrate compliance if my special prpose light goods vehicle has come from a contry other than Japan? There are also some standards in other contries that are recognised as being sfficiently similar to those that apply in Erope, sch as safety standards that apply in the United States, Canada and Astralia. 12

13 Where a vehicle has its origins in North America or Canada, evidence of compliance to the FMVSS/CMVSS* standards can be demonstrated by evidence of the qalifying standards being displayed on the original manfactrer s plate. *Federal motor vehicle safety standards & Canadian motor vehicle safety standards Vehicles imported from Singapore may have originally been registered in that contry on the basis of meeting the Japanese approval standards. If evidence of the Japanese approval standards deemed comparable to the Eropean standards is available from the Singapore Athority, this may be acceptable. On the other hand, vehicles imported from Middle Eastern contries may not be designed to meet Eropean standards. Vehicles prodced for se in developing contries are nlikely to have been bilt to standards that we are prepared to recognise as being comparable to those in Erope. Examples of sch vehicles will probably reqire testing by an athorised testing laboratory to most of the Enhanced SVA reqirements (inclding destrctive tests) before a Minister s Approval Certificate (MAC) can be issed. Modifications will almost certainly be reqired and it is possible that some vehicle types cannot be converted economically to comply with Eropean standards. Remember thogh that left hand drive vehicles only reqire a Standard SVA examination. 13

14 4. The Single Vehicle Approval application process 4.1 How do I apply for an SVA inspection? Firstly yo will need to obtain an SVA 1 application form from (from the Home page - Forms / Vehicle test forms). If yo do not have internet access, yo can telephone or Contact Centre on and they can arrange for one to be sent to yo by post or fax. Yo will need to complete all the qestions that apply to yo on the form then send it to the address below along with any spporting docmentation and the correct payment. Payments can be made via cheqe or postal order (made ot to VOSA) or by credit or debit card. Cstomers who wish to pay by card will be contacted by telephone for the relevant card details on receipt of the SVA application form at: Approval Section Cstomer Service Centre Vehicle and Operator Services Agency Ellipse Padley Road Swansea SA1 8AN 4.2 Where will my vehicle be inspected? The application form will also ask yo to confirm what VOSA Test Station yo wold like yor vehicle to be inspected at. For a list of VOSA SVA Test Stations, please go to vosalocationsandofficesofthetrafficcommissioners.htm. Alternatively, telephone or CONTACT CENTRE on who will be able to spply yo with a list of inspection premises and any other relevant information that yo may need. 4.3 How mch will my SVA inspection cost? For information regarding the Single Vehicle Approval inspection fees, please refer to gov.k/vosa (from the Home page - Latest Fees) or What if my vehicle does not have a Vehicle Identification Nmber (VIN)? If yor vehicle does not have a manfactrer s Vehicle Identification Nmber (VIN) stamped on the chassis, yo will have to apply to yor DVLA local office for one to be assigned before the SVA inspection is condcted. DVLA local office officials may wish to inspect the vehicle to check its athenticity/originality. VOSA will also check vehicle details against information held on stolen vehicle databases. 4.5 What happens with my SVA application form when VOSA receives it? Please refer to the SVA Application Process Flowchart in Section on page

15 4.6 Will the application form ask me for technical details on my vehicle? Yes, the form will ask yo to provide certain technical details in relation to the vehicle, e.g. maximm power of the engine and maximm design weights. Sch information may be obtained by reference to the manfactrer s vehicle handbook or from the manfactrer or his agent. VOSA may check stated design weights against certain criteria to ensre that they are realistic. Any docmentary evidence of the standards to which the vehicle was originally approved will always be helpfl and mst be provided for certain Enhanced SVA items as described in the Demonstrating Compliance section of this information gide. 4.7 How will I be notified of my SVA appointment? Yor inspection appointment will be allocated to yo by yor chosen test station. The booking is not made by VOSA Swansea. Yo will receive confirmation of the date and time via an appointment letter which will be posted to yo. 4.8 What shold I do if I want to transfer my application to a different test station? Yor SVA application will, where possible, be sent to yor specified first choice of test station and they, in de corse, will isse yo with an appointment date and time for the inspection of yor vehicle. However, if before this date yo decide yo want to transfer yor application to a different test station, then it is yor responsibility to arrange this. Yo will need to telephone or Contact Centre on and reqest to be transferred throgh to yor preferred choice of testing station. If this station is able to give yo an inspection date, it is then yor responsibility to arrange for yor SVA application form to be transferred from the original test station to the new one. Please Note : Yo mst also make sre that yo cancel yor original appointment date with the test station yor application form was initially sent to or yo may risk losing yor fee. 4.9 Are there any docments that I need to spply on the day of the inspection? If yor application has been processed nder the R class (Enhanced), then on the day of the inspection yo will need to present specific docments to the VOSA Examiner which demonstrate evidence of compliance to the Enhanced SVA reqirements. This will inclde for example, an original copy of the Japanese de-registration or Export Certificate (if the vehicle has originated from Japan) or alternative docments sch as an original manfactrer s letter of compliance for the vehicle. 15

16 4.9.1 The Single Vehicle Approval application process flowchart SVA application (with payment and spporting docmentation where appropriate) is sent by the cstomer to VOSA Swansea Application & payment received by VOSA Swansea Vehicle / cstomer details and correct payment keyed onto system Vehicle details (e.g. VIN, vehicle make etc where appropriate) checked against Interpol s stolen vehicle register. Japanese vehicle details checked with Athorities in Japan Application (and spporting docmentation or compliance information where appropriate) is assessed Cstomer (or manfactrer) may be contacted by VOSA for frther information where necessary in order to process application Application is flly processed and sent onto the cstomer s chosen SVA test station Application is received at the VOSA test station Cstomer is notified by the test station of a convenient SVA inspection appointment Cstomer presents vehicle for inspection at the VOSA Station Examiner isses a Minister s Approval Certificate (MAC) when vehicle passes the SVA inspection Cstomer proceeds with registration process with the DVLA 16

17 5. Yor vehicle and the SVA inspection 5.1 When can I drive my vehicle once it arrives in the UK? After arrival, the only circmstances in which yo can drive the vehicle before completing the registration and licensing formalities are to and from a pre-arranged SVA and/or MoT test and to and from a garage for remedial work following failre to pass the inspection. Other than in these sitations, the vehicle mst not be sed on the road ntil the licensing and registration formalities have been completed. Please Note : UK law reqires vehicles to be licensed and registered for se on the road. To avoid difficlties, importers are advised by DVLA to transport rather than drive their vehicles from the port of entry to home or first destination and to keep them off the road ntil they have been properly licensed and registered. 5.2 Are there any conditions that apply to the SVA inspection? There are several conditions that relate to the presentation of a vehicle for an SVA inspection. These are listed below: The vehicle mst be eligible to the scheme. The vehicle mst be presented for examination at the appointed time and place. At the time of the examination, the fll fee mst have been paid. The vehicle mst be able to be driven and the engine rn to the extent necessary to complete the examination. The vehicle mst be presented in a clean and safe condition for the examination to be carried ot. Loose items on the vehicle mst be removed or secred as reqired by the examiner. The doors, tailgate, boot lid, engine cover, fel cap or other sch devices shold be able to be opened. The vehicle condition dring the examination mst not present a risk of; - injry to any person or, - damage to the vehicle or any other property. The vehicle identification nmber mst be; - permanently fixed to the vehicle, - easy to read and in an accessible position, - adeqate for the prpose of identifying the vehicle. The driver, at the time of the examination mst remain with the vehicle and operate the controls or remove and refit panels as reqested. The vehicle mst be presented with the fel tank(s) fll. 17

18 5.3 Can my vehicle be inspected before the bild is complete? A vehicle can only be sbmitted for examination if it is completed to the extent that all elements of the inspection can be ndertaken. Sbjects not covered by SVA can be completed after the inspection, providing the approval is not invalidated. 5.4 What will happen when I present my vehicle to the test station? When yo arrive at the testing station, yo mst park yor vehicle in the parking area and report to the reception office. Testing stations can be dangeros places becase there are large vehicles manoevring in restricted areas and yo are asked to be very carefl when both walking and driving arond the station. It is very important that yo follow the instrctions of the testing station staff before moving yor vehicle and which areas are safe for yo to walk in. Becase of the hazards presented by other vehicles, we do not think that a testing station is a sitable environment for children and we wold ask that yo do not bring anyone less than 16 years old with yo. Yo are also reqested not to bring any animals. The se of mobile phones is restricted in some areas of the testing station so yo mst follow the advice of testing station staff as to where and when they can be sed. Under no circmstances shold mobile phones be sed when yo are driving a vehicle or when yo are assisting with the inspection. Please note that the test stations do not have canteen facilities for pblic se. The SVA inspection can be qite long, p to half a day in the case of an amater bilt vehicle; yo may therefore wish to bring some refreshments with yo. If yo have any qestions abot the inspection, please contact VOSA on or central nmber A member of or Contact Centre team will transfer yo to yor chosen test station shold yo wish. Passenger cars and light goods vehicles with diesel engines The SVA inspection incldes an exhast emissions check. For diesel engined vehicles, the inspection has been developed to ensre that, as far as possible, no damage occrs. Yor engine will be accelerated ntil the governor cts in. It will not be reqired to rn at governed speeds for any period of time. Damage shold not occr provided that the vehicle has been reasonably well maintained. The examiner will carry ot a nmber of pre-checks and may ask some qestions. The presenter may not have knowledge of the maintenance history of the vehicle and the examiner will have to rely entirely on his/her pre-checks. These only give an indication of the condition of an engine. He/she will not carry ot the emissions check if there is any reason to think that it may harm the vehicle. In this instance, the test will not be completed and a Notification of Refsal to Isse a Minister s Approval Certificate (SVA 30) will be issed (see Section 6.1 on page 20). 18

19 Use of the vehicle Please remember that ntil the vehicle has been licensed and registered by DVLA, it may only be driven to and from the above test appointment or, if the vehicle fails the examination, to and from a pre-booked appointment to have relevant work done on the vehicle to allow it to pass the examination. The presenter is responsible for ensring that the vehicle has insrance cover and that it complies with the reqirements of the Road Vehicles (Constrction and Use) Reglations and Road Vehicles Lighting Reglations when driven nder these circmstances. 5.5 What do I do after my vehicle passes the SVA inspection? Once yor vehicle has sccessflly passed the SVA inspection, yo will be issed with a Minister s Approval Certificate (MAC). With a MAC, yo will be able to go to yor DVLA local office to get yor vehicle licensed and registered (please refer to for more information). If yor vehicle fails the SVA, yo will be allowed to take yor vehicle away for repairs and modification. Yo will then have to re-apply to VOSA. The vehicle ser will remain responsible for ensring that the vehicle contines to comply with all relevant Constrction and Use Reglations and Lighting Reglation reqirements However, for vehicles which have been given a MAC nder SVA, several existing reqirements are relaxed. For instance, vehicles will not need to be fitted with Eropean typeapproved components sch as lamps, mirrors, seat belts and glazing, if they remain fitted with the same components as when inspected at SVA - these having been assessed as providing an eqivalent level of safety. 19

20 6. Post SVA inspection information and re-inspections 6.1 What if my vehicle does not meet the reqired standards and needs to be re-inspected? If yor vehicle does not meet the reqired standards, the examiner will isse yo with a Notification of Refsal to Isse a Minister s Approval Certificate (SVA 30). This notification will indicate the items of non-compliance being the reason(s) why a Minister s Approval Certificate (MAC) has not been issed. An application for re-examination can be made p to 6 calendar months following the isse date of the first Notification of Refsal in respect of the original application. In any other case, a new application and a fll fee mst be sbmitted. When modification/rectification has been completed on the vehicle, or additional evidence of compliance obtained, an application for a re-examination (verbally or in writing) shold be made. In the case of an armored vehicle, the application for re-examination mst be sbmitted to the test station that originally issed the notification and in respect of any other classes or category, it shold be sbmitted to the test station of yor choice. 6.2 Can I se the vehicle if it does not meet the reqired standards? It is an offence to se a vehicle that reqires type approval withot a Minister s Approval Certificate (MAC) confirming compliance with the type approval reqirements, except for the following prposes: 1. Sbmitting it, by previos arrangement, for an approval examination. 2. Bringing it away from sch an examination. 3. Delivering it, by previos arrangement, to a place where relevant work is to be done on it following receipt of a refsal to isse a Minister s Approval Certificate. 4. Bringing it away from a place where relevant work has been done on it. Yo may have been notified of defects in addition to those appertaining to the approval reqirements. Even in the above circmstances, yo may be committing an offence if yo se the vehicle and it does not comply with the varios reglations relating to its constrction and se. 6.3 What if I do not agree with the otcome of the SVA inspection? Can I appeal? If the vehicle does not meet the reqired standards and yo are not satisfied, yo can appeal against all or any of the gronds for refsal and have a re-examination carried ot by an independent inspector. Yo mst make yor appeal within 14 days of the original decision by completing an SVA 17 application form (this form is available from from the Home pages - Forms / Vehicle test forms) 20

21 - from the Home page - Forms / Vehicle test forms) and sbmit this to the test station where the inspection was carried ot or alternatively to VOSA Swansea. The fee for the appeal will be the same as that paid for the original test. If the appeal is pheld, either wholly or in part, yo may have yor fee, or part of yor fee refnded. It is important that no modification/ rectification work is carried ot on the vehicle before the appeal inspection as this may affect the otcome of the appeal. 6.4 Will I have to pay another fee for a re-inspection? A re-inspection can be reqested p to 6 months after the initial inspection, sbject to a partial fee, however some items, which can be re-inspected relatively easily, are sbject to a free reinspection. These are listed on the notes to the Notification of Refsal to Isse a Minister s Approval Certificate (SVA 30) docment bt are also listed below. 6.5 What are the free re-inspection items and when do they apply? Where an SVA 30 is issed, a frther examination (a re-inspection) will be carried ot withot frther payment if; the vehicle is sbmitted for the examination at the place where it was previosly examined, and; the vehicle is sbmitted for examination before the end of the fifth day on which VOSA is accepting vehicles for inspection following the day of the original examination, and; failre is de to one or more of the following items :- GOODS VEHICLES Item 15.2 General; Item 1b only (relating to fel filler tbe reqirements) Item 22 Manfactrer s plate Any item in respect of which sfficient docmentary evidence is prodced before the examination to satisfy the examiner as to compliance with the reglations. 21

Model Reports and the SVA Scheme A Model Report is sed when an applicant wishes to prove compliance on a sbseqent vehicle on the basis of a Directive or Comparison test or series of tests originally condcted on a master vehicle (or vehicles). The prpose of the Model Report is to enable a VOSA examiner to check that the specification of sbseqent vehicles is the same in all relevant respects to the one originally tested at the athorised testing laboratory. It will inclde component descriptions, code nmbers and other identifying featres, spplemented by photographs or drawings. Some companies have prodced Model Reports and offer them for se to members of the pblic and other companies for a fee. If the vehicle is listed, a Model Report is available for one or more of the sbjects reqiring compliance. This report cold be sed as one of the methods of demonstrating compliance. The report owner shold be contacted for frther information. It is important to ensre that yor vehicle is of the same specification as that in the report. If the vehicle presented for inspection matches the specification in the Model Report, it will pass, if not it will fail and frther modifications or alternative evidence of compliance will be necessary. VOSA will be responsible for compiling Model Reports, althogh they will be owned by the applicant. Most Model Reports will consist of test reports and vehicle specification details from the testing laboratory. For some vehicles e.g. where comparison on protective steering is reqired, the testing laboratory will provide evidence to spport the similarity of a non-type approved vehicle with one that has fll Type Approval. Model Reports have considerable commercial vale. The confidentiality of Model Reports will be protected to ensre that only those staff who need to know their contents are able to see them. However, applicants can if they wish, allow the se of Model Reports by others. VOSA will only se sch reports where there is a written agreement between both parties, a copy of which will need to be ed directly to VOSA Swansea ([email protected]). Applicants sing this process may be sbject to a Compliance Check. A list of SVA Model Reports is available on (from the Home page - Pblications / Model Reports). 8.1 Compliance check If the vehicle is sbmitted for assessment against an existing Model Report, it may be chosen for a Compliance check. This is carried ot on a sample of vehicles to ensre that vehicles sbmitted on the basis that they are bilt to the same specification as an original vehicle described in a Model Report (the original vehicle having been inspected and fond to comply with the relevant Enhanced SVA reqirements) actally comply with the Enhanced SVA reqirements and are bilt to the specification described in the Model Report. The compliance check is part of the approval process and vehicles sbmitted on the basis of an existing Model Report are therefore sbmitted on the nderstanding that they may be chosen for this check. 23

24 If the vehicle is selected for a compliance check, yo will be notified when yo present the vehicle for inspection. Yo will be reqired to leave the vehicle at the VOSA test site, from where it will be transported to an athorised testing laboratory, which will carry ot a fll check of the vehicle against the nominated Model Report. 8.2 Model Report creation The athorised testing laboratory will carry ot either, tests to the relevant EU Directive or a detailed comparison of the sbject vehicle against a Type Approved version. The information contained in a Model Report is derived from information spplied by the Testing Laboratory as a reslt of these tests or comparisons. A pro-forma detailing the specifications and information reqired is completed by the testing laboratory which, together with the individal test reslts, or in the case of a comparison test, the specification data, then becomes the test report. These vehicle specifications cover a pre-defined list of components that cold have an effect on the reslt of the specific test. Each pro-forma will cover a different key area, althogh many individal items will be common. There may also be the reqirement for some dismantling of the vehicle to identify certain components or featres (e.g. ECU). Certainly in the case of comparison testing, dismantling will be necessary as for example, data for brake comparisons will have to inclde wheel cylinder or piston dimensions. It is important to stress that only one person or body paying for the laboratory work can claim Intellectal Property Rights (IPR) to the reslts of the tests and the sbseqent Model Report. Althogh many importers se the services of agents to commission testing laboratory testing for noise, emissions etc., those agents wold not be entitled to have ownership of those rights nless specifically athorised by the owner of the vehicle/prchaser of the test. Conversely, if the agent bears the cost of the testing laboratory work, then the agent is the owner of the data. VOSA cannot accept test report docmentation that did not clearly distingish who the owner of the data was. The test report and, as appropriate, the test reslts, are sent to the VOSA Cstomer Service Centre (CSC) in Swansea by the testing laboratory, in a specified electronic format. CSC consolidate all the information provided to prodce a Model Report for the vehicle. It is not necessary for all of the Testing Laboratory Test Reports that form the basis of the Model Report to have been carried ot by the same Testing Laboratory, althogh it is important wherever possible for the same vehicle to be sed throghot to ensre that the detailed information fed back to CSC contains no variations. The Version 1 of the Model Report is then sent to the VOSA SVA Testing station (reqested by the cstomer at time of application) for the test to be condcted. The details of this Version 1 Model Report are verified by the examiner. Discrepancies are fed back to CSC where any amendments necessary to the Model Report are made and Version 2 can be prodced. This indicates that the report is now live and can be sed for sbseqent vehicles. Joint owners of data prodced by a testing laboratory will each have a report created in their own name, with their own niqe reference nmber. 24

25 8.3 Model Report / test report creation process - Code of Practice Responsibilities of the applicant Please Note: The nmbers in brackets indicate references to boxes on the Model Report/ test report creation process - Code of Practice flowchart on page 28. A. Identify if a Model Report is reqired (1). B. Identify the specific test reports reqired (1). This will depend on the age of the vehicle. The forward sections of all the inspection manals provide this information. However, if in dobt, contact VOSA. C. Identify which testing laboratory can carry ot the tests reqired (1). Not all testing laboratory can condct tests on all the sbjects covered. D. Arrange the test(s) with a testing laboratory (1). This is a commercial arrangement between the applicant and the chosen testing laboratory. E. Provide a sitable vehicle to the testing laboratory (2). This incldes providing a Type Approved version of the vehicle if comparison testing is to be carried ot. F. Sbmit an SVA application to VOSA for the vehicle and copy it to the testing laboratory when sbmitting the vehicle (1). This will allow the Model Report to be created and be sent to the chosen test station withot nnecessary delay. G. Provide sfficient information to assist the testing laboratory to complete the test report pro-forma (2). Details of the data owner or owners mst be spplied to VOSA via the testing laboratory docmentation to ensre confidentiality. VOSA will not accept test reports if these details are omitted. The testing laboratory may provide a copy of the test proforma and reqire the applicant to obtain information that they cannot obtain from the vehicle. Where the vehicle is modified, ensre that clear instrctions on the modifications are detailed to the testing laboratory at the time of the test (2). H. Use the same vehicle for the different testing laboratory tests and also the initial SVA examination to the new Model Report (1 & 8). This will ensre there are no discrepancies between the specification of vehicles sed for the individal tests and between the testing laboratory data and the vehicle presented for verification of the Model Report at the test station, ths ensring a smooth transition to an active Model Report. I. Allow the vehicle to be retained by the testing laboratory dring the data verification process (4). This will ensre the vehicle is available shold frther information be reqired by VOSA. 25

26 J. Not to change the vehicle specification in respect of the SVA relevant items following the testing laboratory test (8). This will redce the risk of failre to comply with the Model Report specification de to discrepancies between the vehicle presented to the station and the Model Report specification. K. Comply with any compliance testing reqired by VOSA. Vehicles not provided for compliance testing cold invalidate the Model Report, if the data owner is involved in a decision not to provide the sbject vehicle. Responsibilities of the testing laboratory A. Establish whether test reqired is a one-off or reqires flly docmenting to create a Model Report (3). A one-off is a vehicle where the test being condcted is in respect of the presented vehicle only and which is not to be docmented to form a Model Report. B. If a Model Report is reqired, confirm the vehicle is a sitable example. As the effectiveness of the Model Report system relies on being able to accrately identify the precedent and sbseqent vehicles, a vehicle that does not display the reqired model, engine or transmission codes reqested will not be considered a sitable vehicle to docment for the prposes of a Model Report. C. Complete test report pro-forma ensring all data reqested is provided and is accrate (3). Ensre the test report contains ownership details of data. The ons of providing data not otherwise available to the testing laboratory in its examination of the vehicle is placed with the applicant. The testing laboratory however, mst ensre all reqested data is provided and is accrate, which may reqire the applicant to provide docmentary evidence. Reports will not be accepted if data is missing. Identification nmbers or marks mst be provided where reqested in respect of the following (Emissions/Noise reports only) : Electronic Control Unit (ECU) Throttle body Fel injectors Trbocharger Oxygen sensor Where any of these components (other than the ECU) have no identifying marks or nmbers, it is nlikely that VOSA will be able to prodce a Model Report nless it can be verified by the manfactrer that no identification nmbers (not necessarily part nmbers) were displayed on the particlar component. Where a component has no identification featres, evidence from the manfactrer to that effect mst be sbmitted with the test report pro-forma. 26

27 To avoid confsion, all nmbers located on relevant parts will be listed. Brake comparison test reports mst inclde wheel cylinder sizes and/or calliper piston sizes. D. Sbmit test report pro-forma to VOSA within 5 working days of completion of the vehicle test in respect of 90% of tests condcted (4). Also send a copy of the SVA inspection application form if provided by the applicant. Provide a copy of the test report pro-forma to the applicant if reqested. E. Retain tested vehicle on site for 5 working days after notification of receipt of report by VOSA, nless advised earlier that the report data is satisfactory (4). This will ensre that if data has been omitted or reqires verification, the vehicle is available for frther examination. If the testing laboratory has been notified of a problem, it wold be advisable for them to retain the vehicle ntil VOSA can confirm that the data spplied is satisfactory. Vehicles can however, be permitted to go to another testing laboratory for pre-arranged testing work within this period. The important element is that the vehicle is available at a laboratory for any verification reqired. The vehicle wold be reqired to remain at the last test site for the 5 days. F. Provide contact names and nmbers for Enhanced SVA enqiries. Responsibilities of VOSA A. Advise testing laboratory of receipt of test report. Advise applicant via of receipt (5). This will be by fax or pon receipt in the VOSA Technical Section. B. Check test report for completeness and advise the testing laboratory accordingly by fax, or telephone within 5 working days of receipt from the testing laboratory. Advise applicant via (5). Where data is incomplete or appears incorrect, the testing laboratory will be notified. C. To create 90% of the Model Reports within 10 working days of receipt of a satisfactory test report (7). D. To send a copy of the Model Report (Version 1) to the report owner (7). A hard copy of the Model Report is to be posted to the report owner. Version 1 is the Model Report sed to assess the first vehicle and from which the active version (Version 2) is created. If the report owner is not the SVA applicant, a letter of athorisation will be reqired from the report owner. E. To release an active version of the Model report to the owner pon receipt of satisfactory feedback from the test station on Version 1 (11). 27

On sccessfl completion of the testing laboratory tests, the testing laboratory to ensre that all relevant information is spplied and accrate as reqested in the pro forma(s). 4. Testing laboratory to sbmit test reports to CSC within 5 working days of completion. Vehicle to be held at the testing laboratory for 5 working days after VOSA receives the reports, nless advised earlier to release it (if there are problems, vehicle may need to be held for a longer period). 7. Completed test reports sed to create fll Version 1 Model Report. All test reports amalgamated to form one Model Report nless the owner reqests otherwise (90% actioned within 10 days of receipt of test reports). Application mst have been received by now for the same vehicle, which was sent to the testing laboratory. Copy of Model Report sent to report owner(s) and to testing station. 8. Original vehicle tested at the testing laboratory sent to the VOSA test station to be inspected against new Model Report (Version 1). Nothing to be changed on vehicle after test at the testing laboratory. 9. Pass or fail. Report feedback sheet sent to CSC to confirm compliance or make sggested changes as appropriate. 10. CSC to confirm details conform to Version 1? 12. Copy of active Version 2 sent to owner(s). Model Report can now be sed on all sbseqent vehicles. 11. Model Report pdated to Version 2 and logged on the Model Report register in CSC. YES NO Go back to box 3 28

29 8.4 Model Report management Creating a new report A Model Report, either fnded by an individal or nder joint ownership will be created on the sbmission of one set of test data. The test report data will be careflly scrtinised and a report created only when VOSA are satisfied with the extent and qality of the data spplied. In the case of a jointly fnded test report, details mst be provided of those reqiring reports nder individal ownership. The data will be sed to create a Version 1 report to be sent to the nominated testing station. Copies of the Version 1 report will be sent to all prospective owners. On receipt of the feedback sheet from the VOSA examiner, a Version 2 (live) report will be created for each of the prospective owners. Each owner will have his own niqe identification code. A Model Report can only have one owner (no joint owners). Updating a report Individal reports will only be pdated on the basis of information from the report owner. Each time a report is pdated, a new version nmber will be issed (report and owner nmber remains the same). Use of a report A report will be athorised for se against an application on the basis of one of the following: The application being sbmitted to VOSA is direct from the report owner. A chassis specific * from the report owner to VOSA. A chassis specific letter granting permission for se (one copy sent to VOSA, one to the applicant - a letter may cover more than one chassis nmber). Please Note: VOSA cannot be held responsible for the athentication of athorisation letters sbmitted. To maximise secrity of athorisation, it is advisable to sbmit athorisations by *, or preferably for the application to be sbmitted by the Model Report owner. *All athorisations shold be addressed to [email protected] Exisiting reports Those nder joint ownership will be split to create an individal report for each owner. Each individal report created will be given a niqe nmber. Updating of any new report created will be the responsibility of the owner. 32 Annex 2 - Some vehicle and class definitions Class definitions Amater bilt -- Class A (1) A vehicle is an amater bilt vehicle if -- (a) (b) the vehicle was constrcted or assembled for the personal se of a relevant individal; and the constrction or assembly or a sbstantial part of the constrction or assembly was carried ot by -- (i) the individal referred to in paragraph (a) (ii) one or more relevant individals acting on his behalf and nder his direction, or (iii) the individal referred to in paragraph (a) and one or more relevant individals acting on his behalf and nder his direction. (2) For the prposes of this paragraph, a reference to a relevant individal, in relation to a motor vehicle, is a reference to an individal who did not, at any time dring the period when the constrction or assembly of the vehicle was being carried ot, carry on a bsiness in the corse of which motor vehicles are normally constrcted or assembled. Personal import -- Class P (1) A vehicle is a personally imported vehicle if -- (a) (b) (c) (d) (e) it has been imported by a person entering the United Kingdom, or in the case of a serving member of the Armed Forces, shall be imported into the United Kingdom in the next 12 months; the person had, at the time that the vehicle was imported, or in the case of a serving member of the Armed Forces, at the time that the application for a Minister s approval certificate was made, been normally resident in a contry other than the United Kingdom for a continos period of at least 12 months; the person intends to become normally resident in the United Kingdom; the vehicle has been in the possession of that person and sed by him in the contry where he has been normally resident for a period of at least 6 months before its importation; and the vehicle is intended for his personal or hosehold se in the United Kingdom. (2) For the prposes of this paragraph a person shall be treated as being normally resident in the contry where he sally lives -- (a) (b) (c) for a period of, or periods together amonting to, at least 185 days in a period of 12 months; becase of his occpational ties; and becase of his personal ties. 32

33 (3) In the case of a person with no occpational ties, sb-paragraph (2) shall apply with the omission of paragraph (b), provided that his personal ties show close links with that contry. (4) Where a person has his occpational ties in one contry and his personal ties in another contry, he will be treated, for the prposes of this paragraph, as being normally resident in that latter contry provided that either - (a) (b) his stay in the former contry is in order to carry ot a task of definite dration, or he retrns reglarly to the contry where he has his personal ties. (5) Notwithstanding paragraph (4), a United Kingdom citizen whose personal ties are in the United Kingdom bt whose occpational ties are in a contry other than the United Kingdom shall be treated for the prposes of this paragraph as normally resident in the contry of his occpational ties, provided that he has lived there for a period of, or periods together amonting to, at least 185 days in a period of 12 months. (6) In this paragraph -- serving member of the Armed Forces means a person who is employed by Her Majesty s air forces, Her Majesty s military forces or Her Majesty s naval forces; provided that a serving member of any of the reserve forces shall not be inclded within this definition. Rebilt vehicles - Class S (1) A vehicle is a rebilt vehicle if it -- (a) (b) (c) is a vehicle to which the Secretary of State is reqired by reglation 7 to assign a vehicle identification nmber; does not fall within either of the A (Amater Bilt) or C (Vehicles manfactred sing parts of a registered vehicle) classes; and has been rebilt sing a replacement chassis, or an integral chassis body, which is of the same design and constrction as that of the original vehicle and which -- (i) was spplied for the prpose withot having been previosly sed, or (ii) previosly formed part of a registered vehicle. Very low volme prodction vehicles - Class L (1) A vehicle is a vehicle manfactred in very low volme if the condition specified in either paragraph (2) or paragraph (3) is complied with. (2) The condition specified in this paragraph is that the total nmber of vehicles of the family of types to which the vehicle in qestion belongs which are manfactred in the world for any period of 12 months falling within the period of 36 months immediately preceding the month in which the vehicle was manfactred does not exceed 200. (3) The condition specified in this paragraph is that the nmber of vehicles of the type variant to which the vehicle in qestion belongs which are manfactred in the world for any period of 12 months falling within the period of 36 months immediately preceding the month in which the vehicle was manfactred does not exceed

34 (4) For the prposes of sb-paragraph (3), a type variant consists exclsively of vehicles which do not differ in at least the following essential respects - (a) (b) (c) (d) (e) (f) the manfactrer; essential aspects of constrction and design, that is to say in: (i) obvios and fndamental differences in the chassis, floor pan or other parts of the vehicle s strctre, or (ii) the power plant (whether internal combstion, electric or hybrid); body style (by way of example, saloon, hatchback, cope, cabriolet or estate); the following frther characteristics of the power plant: (i) its working principle (whether positive ignition or compression ignition, and whether for stroke or two stroke), (ii) the nmber and arrangement of its cylinders, (iii) differences in maximm power of more than 30% (the highest is more than 1.3 times the lowest), or (iv) engine capacity differences of more than 20% (the highest is more than 1.2 times the lowest), nmber, position or interconnection of the powered axles; or nmber or position of the steered axles. Vehicles manfactred sing parts of a registered vehicle - Class C (1) A vehicle is a vehicle manfactred sing parts of a registered vehicle if - (a) (b) (c) it is constrcted or assembled by a person carrying on a bsiness in the corse of which motor vehicles are normally constrcted or assembled; it is eqipped with an engine which has previosly been sed as the engine of another vehicle which had been registered nder the Vehicle Excise and Registration Act 1994 or any earlier Act relating to the registration of mechanically propelled vehicles; and it is eqipped with one or more of the following components taken from the same vehicle as the engine - (i) chassis, (ii) body, (iii) sspension, (iv) an axle, (v) transmission; or (vi) steering assembly. 34

35 Annex 3 -- Special prpose vehicles and their definition A Special Prpose vehicle means a vehicle intended to perform a fnction which reqires special body arrangements and/or eqipment. The reglations give dispensations to certain categories of vehicle considered to be Special Prpose vehicles. The following vehicle is considered to be Special Prpose : Armored vehicle (Category N) A vehicle intended for the protection of conveyed goods and complying with armor plating anti-bllet reqirements. Note: Anti-bllet shall be interpreted as meaning; the driver and goods carrying compartment (front, rear and sides inclding doors and glazing) are capable of withstanding ballistic penetration from small arms fire e.g. materials to CEN 1029 or an eqivalent level of protection. 35

37 Annex 4 -- Example of a Minister s Approval Certificate (MAC) In order to sccessflly register a vehicle in the UK, the Driver Vehicle Licensing Agency (DVLA) needs to be sre that the vehicle in qestion is sitable for se on UK roads. Evidence of compliance can sally be provided in one of the following ways : Vehicles which are designed and bilt for the Eropean Union and are being imported from another Eropean member state can have a certificate issed by the Vehicle Certification Agency (VCA) nder the Mtal Recognition scheme. Vehicles which have been approved to the National reqirements of another EC Member state e.g. not bilt for the EU or not approved nder Eropean Commnity Whole Vehicle Type Approval (ECWVTA) and having an Individal Approval in that state, may be able to obtain a Mtal Recognition certificate, sbject to assessment of the standards applied in that member state against the GB reqirements. Cars and light trcks nder 10 years old and which are being imported from otside the Eropean Union e.g. Japan, USA etc, will sally need to have passed an Individal Vehicle Approval inspection with VOSA. The Mtal Recognition process (which is also sometimes known as the Commission Notice procedre) reqires that the person seeking to register the vehicle makes a nmber of declarations abot the sitability of the vehicle for se on UK roads and provides evidence of any alterations made to the vehicle. Alterations may be necessary to ensre compliance with the UK Constrction and Use legislation and the Road Vehicles Lighting Reglations. Following receipt of all necessary paperwork and the appropriate administration fee, VCA will isse a certificate that can be presented to the Driver Vehicle Licensing Athority (DVLA) in spport of the reqest for UK registration. To find ot if yor vehicle qalifies for a Mtal Recognition certificate as well as a list of the reqirements, procedres and necessary forms involved, please refer to the following website: Vehicles for which there is docmentary evidence that they have been registered in another EU Member State are likely to be permitted registration in the UK. However, vehicles first registered in the Repblic of Ireland, Greece or the newer Member States sch as Malta, Cyprs and Eastern Eropean contries, might not be accepted, depending on their date of first registration in the Member State. 37

A Eropean Commnity docment that specifies the technical and/or administrative reqirements applicable to a particlar sbject nder Eropean law e.g. in the case of vehicle type approval - brakes, tyres etc. Means the procedre whereby an athority of an EU Member State certifies that a type of vehicle, system, component or separate technical nit satisfies relevant technical reqirements and administrative provisions listed in the Recast Framework Directive 2007/46/EC. An international organisation comprising of a large nmber of Eropean nations or Member States in the Eropean Union. Primarily formed to redce trade barriers and to promote peace and secrity as well as economic, social and cltral development within Western Erope. The brain of an electrically controlled system. The ECU will control varios parameters (in the case of an engine, sally ignition timing and felling reqirements) based on ser and sensor inpts. A docment issed by the Japanese athorities indicating the vehicle to have been de-registered for export and providing particlars of the vehicle s previos registration. Means the person or body who is responsible to the approval athority for all aspects of the type-approval or athorisation process and for ensring conformity of prodction. It is not essential that the person or body be directly involved in all stages of the constrction of the vehicle, system, component or separate technical nit which is the sbject of the approval process. 40

Means a vehicle intended to perform a fnction which reqires special body arrangements and/or eqipment, sch as an armored vehicle. Reference nmbers by which a vehicle is listed following Approval nder the Japanese Type Approval scheme. Means an assembly of devices combined to perform one or more specific fnctions in a vehicle and which is sbject to the reqirements of any of the reglatory acts. Means an organisation or body designated by the approval athority of a Member State as a Testing Laboratory to carry ot tests, or as a conformity assessment body to carry ot the initial assessment and other tests or inspections, on behalf of the approval athority, it being possible for the approval athority itself to carry ot those fnctions. Means vehicles of a particlar category, which do not differ in certain essential respects, set ot in Annex II of the Directive. Means the procedre whereby a Member State certifies that a type of vehicle, system, component or separate technical nit satisfies the relevant administrative provisions and technical reqirements. See Specification and Classification nmbers. Refers to the different forms of vehicle affected by the ECWVTA Directive. These are passenger vehicles (M), goods vehicles (N) and trailers (O) and their sb-divisions (M1 vehicles are cars, M2 and M3 vehicles are bses and coaches etc - see Vehicle Category Chart Annex 1 on page 31). 41
