The situation of young people entering the labour market differs a lot within the European Union: While Germany and some other countries are increasingly affected by the lack of skilled workers against the background of the demographic development, other EU member states are faced with the challenges of increasing youth unemployment. Which strategies do you use to meet the challenges of professional and social integration of young people in your country? Which approaches of the presented Working alliances young people and employment" or the Hamburg youth can you use to improve the opportunities for development and employment on the labour market of young people in your country? 2. Professional and social integration of young people is an important common task in all EU member states. Which of your country's social partners are involved in this task? Which should be included to a greater extent? What could joint solutions of politics, labour administration, social partners and economy look like? 3. 3 Initial situation and objective INITIAL SITUATION Three social benefit institutions are responsible for taking care of young people at the interfaces of books II, III, VIII and IX of the German Social Welfare Code (SGB):, basic benefit institution and youth welfare service organisation Challenges: Different legal logics Little knowledge and coordination of interactive processes and measures Double assistance or assistance gaps Conceptional organisation requirement: Reviewing authorities criticise lack of coordination between the institutions involved and unequal treatment of young people OBJECTIVES Proactive co-creation of network structures Contribution to creating transparency at the transition from school to employment and indirectly to decreasing youth unemployment through coordinated actions holistic and interconnected care local combination of core institutions, if necessary BUT: no "new programme"/constructive organisation of the applicable legal framework Working alliance young people and employment Page 5 Fields of action of local cooperation within the alliance "Working alliance young people and employment" Transparency Exchange of information Harmonised processes and measures One-stop government Tools and facilities for supra-institutional information on requirements; measures and offers as basis for joint planning of assistance Identification of the relevant information at all institutions and agreement on suprainstitutional data collection and transfer in accordance with data protection legislation Joint coordination of the integration and assistance process offers; development of tools for the improved cooperation at the strategic and concrete case level Merger of various information and service offers of public administration under one roof or on a joint platform Cooperation agreement Federal Employment Agency, basic benefit institution, municipality, youth welfare service organisation Working alliance young people and employment Page 6 3
