1 ESF Pilot Programme Encouraging Youth in the Neighbourhood

2 Why this Programme? Unemployment rate U25 (by ILO standard) 2014: Germany: 7,7 % EU 28: 22,1 % (Eurostat 2015) BUT: In Germany, in students left secondary school without certificate (= 5,5 %; 10,7 % of foreigners) students left vocational school without certificate (= 19,3 %; 31,3 % of foreigners). about 1.15 million young people between 20 and 29 didn`t have a vocational qualification apprenticeship training positions couldn`t be staffed, whereas applicants weren`t privided a position (mismatch). (Statistisches Bundesamt 2015, Berufsbildungsbericht 2014) 2

9 Target Groups Socially or personally disadvantaged young people (12 26) who need special support to enter training / the labour market and do not benefit sufficiently from the existing support systems For example chronical truants school dropouts young people with complex problems keeping them from successful transitions young people who have quit job preparation or training provisions young people from immigrant communities 9

10 Main Goals tackling the challenges that these young people face while making the transition from learning to employment and encouraging them to successfully enter the labour market / training (youth social work) added value for neighbourhoods with development priority (for example by creating a community garden or organising intercultural activities) effective and efficient structures of cooperation between local youth authorities, social services providers, Jobcenters, employment agencies, schools and other relevant partners 10

12 Local Youth Authorities create tailored projects based on these methods implement the projects on their own or ask private social service providers to implement them coordinate and manage the projects and co finance them work together with social service providers, Jobcenters, employment agencies, schools and other relevant partners report output to the federal level 12

13 What is new. compared to former ESF programmes? combination of successful elements of former ESF programmes (especially methods) in one single concept only local youth authorities were able to apply for the programme because they are responsible for local service provisions; but: local authorities involve private service providers no strict concept, local youth authorities are able to create their own projects based on given elements to be able to tailor the programme to their local needs focus on neighbourhoods with development priority to concentrate money and raise impact strong focus on output and impact (fix target values in the approval letter ) 13

14 Challenges of Setting Up the Programme danger of frazzling /dilution and overloading ( Keep target groups and targets clear. Avoid exceptions, give clear funding guidelines.) different interest of federal and local level guidelines/fix parameters vs. creative leeway/freedom of design for local authorities multistakeholder structure slows processes and makes it difficult to predict time lines lots of EU requirements (especially concerning output and impact measurement) 14

15 Challenges of Implementation risk of not achieving target values, for example if participants refuse to sign the declaration of agreement that their data can be transmitted to different institutions lots of bureaucratic barriers despite efforts to minimise bureaucracy (for example long funding period, lump sums) big challenge for ESF newcomers connecting donees, exchange of ideas and best practices tailored support for 185 local authorities which are quite different distinguish between newcomers and old hands 15
