Burnett Education Centre Ron Mitchell Centre Wednesday, February 24, 2016 MINUTES 1. Adoption of Minutes from Wednesday, June 3, 2015 Motion - Geoff Glasspell Second - Nancy Buisson 2. That the agenda be adopted as prepared Motion: Cindy Hock Second: Lance Ford 3. RHSAA President s Report Armand Jeannot Reminder that SHSAA Resolution deadline is April 22 nd, All resolutions must be passed as a motion at the RHSAA Council table or at the RHSAA Executive meeting. RHSAA/SHSAA Merit Awards are due April 31 st, Encourage your colleagues to begin thinking of nominations. Submit nominations to Angela before April 31 st, SHSAA Merit SHSAA Service Award SHSAA Male and Female Awards SHSAA Officials Award RHSAA Award of Merit for Service RHSAA Award of Merit for Coaching 4. Points from our review and discussion about the need for All Star teams in the RHSAA. Procedure of All Star selection is attached. Each Team sport has developed a method for choosing all-star players. Saskatoon has no All Star teams for any sport. Manitoba has Provincial All Stars. Discussion: Campbell Collegiate and Riffel High School have a formal celebration at their school and they prefer to have it at the school level. Balfour Collegiate recognize their own All Stars and they feel that the All Star selection process is not fair. Miller Comprehensive High School also recognizes their own Athletes.
2 Sheldon Williams Collegiate is concerned with fairness in the selection process. Angela will formulate a motion indicating there will be no All Star selection for each team sport. The motion will be circulated at the school level for discussion. Members will vote on the motion at the April, 2016 meeting. 5. Decision Making at Sport Specific Meetings Developing a new protocol Discussion: Not all schools are represented at the RHSAA and as a result discussions and decisions are made without consensus of all schools. This can lead to disagreements. Outside coaches may not see the impact of their decisions on the school level because they do not have the benefit of working in the school environment. One of our guiding principles must be: Does it work for the school or the benefit for the students in the school? It would be beneficial if the decisions that were made at coaches meetings were shared at all schools and motions came back to the schools. High school sports would have two levels of decision making; one at the coaches meeting and one at the administrative level. Angela will prepare a general proposal for the April, 2016 meeting. 6. Commissioner s Report Angela Tillier a) Financial Report The financial report for September 2015 to January 2016 is attached. The report indicates we are in a good financial position. Deficit in curling due to a $5, honorarium to curling rinks. Curling coaches agreed to increase fees from $75.00 to $ More information on sport fee increases will be discussed at the April 2016 meeting. Motion: Darcy Olynyk Second: Geoff Glasspell b) Sport Specifics Football After the dissolution of the co-op with Sheldon Williams Collegiate Martin Collegiate has entered the league. Sheldon Collegiate and Balfour Collegiate will play in the Stewart Conference. RHSAA start date is August 24 th, 2016, two weeks prior to first games on September 8 th and 9 th. There will be no fee increase for the rental of the new stadium. A cheque from the Kiwanis RIFL gate share is in your package. All teams made money. The RIFL secured a new film provider. Basketball Playoff times - 6:15 and 8:00 (6:00 and 8:00 for single headers) Playoff timeline is on the website under the Calendar section click on Regina High School Athletic Tag. City Championship venues, dates and times: Tier 1 Sr. Girls and Boys - Luther College, March 11, :15/8:00 Tier 2 Sr. Girls and Boys Regina Christian School, March 9, :15/8:00 Tier 1 Jr. Girls and Boys - Luther College, March 10, :15/8:00 Tier 2 Jr. Girls and Boys - Campbell Collegiate March :15/8:00
3 SHSAA seeding form is due February 26, Hoopla will be held in Moose Jaw on March 17-19, Travel arrangements have been made through public school vans or van rental in the Catholic system. There are 3 qualifying teams from Regina in Boys and Girls 5A categories. Host Schools are: Peacock, Vanier, Riverview and Saskatchewan Polytechnic. Reviews of the game schedule has been very favorable. Wrestling The midseason Pool Tournament was very successful. City Championship: March 4-5, 2016, Balfour Collegiate Provincial Championship: March 11-12, 2016, Holy Cross, Saskatoon Curling City Championships were held at the Callie Curling Club, February 6 th The number of students involved continues to decline and unfortunately there were multiple forfeits in Playoffs. Regional Championships: February 26-27, 2016 Lumsden Girls, Balgonie Boys and Ft. Qu Appelle Mixed. Badminton The schedule has been circulated. Games will be held Wednesdays between March 16 and April 27, City Championship: April 30, 2016, at Campbell Collegiate and LeBoldus High School Regional Championship: May 7, 2016 in Kipling Provincial Championship: May 14, 2016 in Humboldt Track and Field City Meet: May 25-26, 1:00 pm start time. Rain Day - May 27. Regina is hosting Provincial Track and Field this year. Each school will be delegated responsibilities for event management, admission and student helpers. c) Year End Student Awards are due May 6, 2016 Application forms for scholarships are available on the website. Please forward completed forms to Angela. Aston - Male & Female Pettigrew Schwann Male and Female d) Athletic Directors Meetings have been very successful. The next meeting will be held after the winter sports are completed. e) Rural Participation Voting on participation will be April 19, 2016 at General Council Meeting. 7. SHSAA Report Lance Ford Activity Start Dates: Please note the following changes to season start dates in football, soccer and volleyball as passed by the SHSAA Executive Council. This was done assuming that the majority of school divisions will have a September 1 st start date for students for the school year. Football - August 18 th, 2016 (changed from published date of August 25 th ) Volleyball - September 1 st, 2016 (changed from published date of September 6 th ) Soccer - September 1 st, 2016 (changed from published date of September 6 th ) The new dates will be included in the calendar that is part of the activity report presented at the AGM.
4 Resolution proposals Timing of AGM for the constitutional change is determined by presidents and Trustees. They want to have a constant date to provide a positive change for each District. Having the Presidents and Leads members have a contact with the council would help alleviate the pressure on subs and time away from the classroom for the teachers. Bylaws: Define team - what is a team? Investigate the Junior Championships in Manitoba. Considerations on multiple team entries from one school, where one high school has more than one entry into a provincial soccer championship. Distance Learning (Homeschooling) Home school should be going to the closest school to their population in the numbers. Registration of Home school would then be classification into the Schools population numbers. (Students who are homeschooled should participate with their nearest school allowing for students who are homeschooled to be included with the school they are closest to.) Transgender: In consultation with resource people, create a policy and present it at the AGM. The SHSAA has established a committee. Non-faculty Coach: Two letters of references from different sources must be provided as referenced to in the handbook. Joint Sponsorships policy: Discussion of the intent of the policy. It is recommended that the Local District make the decision regarding sponsorship. After doing so the proposal for sponsorship will be sent to the SHSAA for approval. Classification: The intent of 7v7 soccer is to give schools with lower enrollment an opportunity for team competition. Typically if there are more than 14 eligible players they would be required to compete in the 2A classification. It is important that coaches respect the intent of the 7v7 classification. It is not intended to have a large team to draw upon with only fourteen players dressed. Alcohol and other drugs by students: A qualified medical practitioner is required to administer any drugs. Vaping may become an issue; however is it covered under the bylaw. Rotation of Fees Discussion regarding the rotation of fees on a regular basis. Spectator Policy: The dress code for spectator is the same as for high school students. Both students and spectators are expected to wear clothing appropriate for a high school setting. This issue has come up at HOOPLA and some volleyball regionals Activities: Sport advisory Groups may have possible resolutions for the April meeting. The sport advisory groups will be discussing multiple team entries cost and how does this impact the province. Football conferences Reviewing based upon classification of schools.
5 Soccer Reviewing the classification. Provincial Wrestling and Provincial Curling are both scheduled for the same weekend in 2017 so we will check with wrestling community about possibility of moving the championship to March 17-18, Executive will consider this at the April meeting. 4A Girls Regional Basketball only 11 schools involved in playoffs. Two regional tournaments that will be seeded provincially. Youth Officials Conference: Key note speakers for sport specific session. Saskatoon, June 10 th (evening), 11 th at U of S trigyms. Cost to be determined Coaches Symposium: August 23 rd and 24 th Walter Murray Fit presenters into schedule and finalize the schedule. Keynote Speaker - to get more interest. Sponsorship updates - Matrix Publishing. A discussion of forward planning and small group sessions at AGM is recommended. This is for the Coaches Symposium in an effort to get more coaches out to the symposium. The SHSAA renewed their sponsorship with Yonex. Jostens is going to come on board. Website follow up is an ongoing process. Photography at Provincial Championships: The SHSAA has been approached to allow a photographer at provincial championships to take pictures and sell them to the teams. Sports Canada TV is still in the process of trying to get into our championships. It has a lot to offer but there are still some logistics to be figured. Matrix Publishing would like to put out an annual publication that would give information about and showcase our SHSAA activities. This would be a joint magazine with the Manitoba version of our organization. There would be no cost. We might get some revenue out of it if they can sell enough advertising. They are trying to figure out if this is a viable initiative on their part.
