4 Skills audit focus Do skills audit or survey to establish the skills capacity of organisations and employees within budget, which will have valid results by Nov 2011 and must allow for options to cater for uniqueness of organisations In addition: Survey data should focus on mining and mineral related jobs Data should be available as soon as possible and in a format that would enable the upload or management of the data without having to buy additional systems Data should reflect work output and related learning, if required Personal information related to quals obtained should be generated The survey process should build organisation capacity to reflect and discuss workplace output

7 Different Survey Froms for Individual or Group completion, but all based on source data mapping and profiles generated for mining & mineral occupations
8 Employee information sheet that could be completed at training or recruitment centres. Once completed the forms should be returned to MQA. Service provider will scan & capture the data and mail it to the organisation that have submitted the forms
9 All by end Nov 2011, established the skills capacity of organisations and employees Source Data Submitted Profile Developed Individual or Group Survey Form Printed Forms are returned and Scanned Organisation Report for each occupation delivered, also shows wrong mapping Sector Report on aptness of profiles & learning requirements generated Use information to update WSP-ATR accuracy Address training needs identified for individuals & groups Analysis of profile content feed into qualification development

11 Mapping Specific Profiles for Survey Same code, specialised profile Job Title OFO Code Specialisation Occupation Manager Mine Manager Mine Manager Production Manager Production / Operations Manager (Mining) Mine Manager Senior Production Manager Storage and Warehousing Manager Warehouse Manager If job was mapped to mining and mineral related occupation code we will correct/align to the specialisation profile, if required If job was mapped to wrong occupation the content of the profile will not speak to the workplace outputs. The survey form should still be completed for the qualifications & other aspects covered. Feedback of wrong mapping will be reflected in the feedback
12 Organisation Buy-in Determine realistic capacity to choose implementation package: Individual (except Major Group 8) and/or Groups all mining & mineral occupations or only selection Designate resources to manage process internally Sign MOU & attend briefing Complete survey & return forms
13 Criteria for organisations to participate Submit an accurately completed application form MQA-registered organisation with a valid SDL number (or a MQAallocated T for Inter-SETA transfer in process). Must employ people within MMS core occupations i.e. occupations which fall within the scope of the MQA. Quality of the source data that was submitted, specifically the quality of the occupation mapping done. Organisations that did not supply employee information will not be able to opt for individual survey forms, but could still participate by means of the focus group process described above. Willingness to sign a Memorandum of Understanding (MoU) with the MQA that declares the organisation accepts responsibility to manage the project in the organisation
14 Who should apply? Application process MMS organisations who meet the criteria- SDF/HRD Manager/Senior Organisation Rep With support from organised labour (M & L orgs) When? Applications open: 25 August 2011 Applications close: 8 Sept 2011 Applications reviewed and approved : 15 Sept 2011 Confirmation to organisations: 16 Sept 2011 How? What for? Complete application form and send to MQA: Fax / -skillsplanning@mqa.org.za Organisations must choose correctly the option that will best suit them and for which they can complete the process within the timeframes stipulated.
15 MOU undertakings Dedicating personnel to manage the project incl. Project Manager and a dedicated Skills Audit Survey Management Project Team (this may be SDC) Buy-in from labour representatives in the organisation to support and promote the project (in the case of medium and large organisations). Use own people to conduct the discussions in order to complete the survey, depending on the survey option selected this is important as the survey should not be managed by handing forms out and returning them without a discussion between co-workers on output per post and required learning per output. Attend the compulsory MQA briefing and feedback sessions. Manage the project within agreed timelines. Quality assure survey forms before returning them Integrate the generated data with the organisation s HRD data so that it can be easily utilised and maintained going forward. On completion of the skills audit survey, to use the data for development purposes (and not punitive purposes).
