4 Accreditation of Vessel Inspectors Accreditation Process Application Form submitted by Applicants to IIMS. IIMS Accreditation Panel formed from identified suitably qualified and experienced cadre of marine vessel surveyors. Application Assessment Form used to align applications and reduce risk of subjectivity. Panel assesses the evidence provided by the applicant and makes judgement against accreditation criteria.

5 Accreditation criteria Agreed entry level credentials verified by IIMS. competence framework for CMID inspectors is baseline for IIMS administration. 100% check of references and credentials. Evidence supplied would be in three forms: 1. Certification 2. Qualifications 3. Experience verified by sample reports (2), CV plus covering letter by applicant, plus 2 references. 5

7 Accreditation Process Once verified, panel makes final recommendation for application to IIMS Scheme Administrator who will then inform applicant of the decision. Any applications which are assessed as not meeting required criteria will be returned to applicants with explanation of shortcomings. This will include a copy of the Accreditation Assessment Form used by the panel. Successful applicant will be informed that they have been conditionally accepted as an Accredited Vessel Inspector and details including ID number uploaded to IIMS (CMID AVI) website. Website searchable by prospective clients. AVI to be issued with a credit card style photo ID. 7

10 Transition to New Scheme Period for existing CMID inspectors to gain accreditation Appropriate grandfathering period. Eg. OVID allowed 2 year period after which time inspectors without accreditation were suspended until requirement achieved. Not a mandatory scheme but anticipate industry driven. Recommended by IMCA that only accredited inspectors are used. 10

11 Accreditation Process Accepted candidates: Unique accreditation number allocated. Identity card and certificate produced and mailed. From the point of acceptance accredited CMID inspectors are given two years to complete a one day CMID Inspector workshop, which is mandatory or they become suspended. ID card is dated and is renewable annually. Name added to IIMS database and also to website

12 Aim and Objectives Strategic Aim To gain acceptance by other stakeholders that CMID inspection is seen as industry standard and thereby reduce frequency of vessel audits / inspections endured by crews / vessel operators. Operational Aim To enable an appropriately qualified and experienced marine vessel inspector to conduct a coherent, comprehensive and effective safety and environmental protection inspection/audit of a seagoing vessel, using a standardised procedure. Objectives Adhere to the ISM Code requirements Contribute to the resilience of SEMS, thereby improving safety performance Flexible as possible for the inspector to generate a credible audit report. To use intuitive question sets which require objective additional information where necessary. To minimise inadvertent/unwarranted findings (non-conformance) by inappropriate questions or observations. To include a means of inspection feedback (closed-loop reporting). Conform to ISO and in due course ISO Guidelines for safety management systems. Reduce costs by improved efficiency and safety Increase asset availability 12

13 Inspector Training MSA to provide international CMID inspector training in accordance with IMCA s CMID training criteria AVIs CPD, MSA to provide CMID inspector training workshop with IMCA sec staff support IMCA s C&T Committee to endorse CMID inspector training course With assistance from IMCA CMID database administrator and IMCA s Technical Advisers. 13

14 One Day Workshop AVI must attend a one day training workshop within 2 years of being accredited or potentially lose their accreditation. Workshops will be held internationally and dates notified to inspectors. Training groups ideally of 10 people but may be more initially. Training programme will commence 3 months after launch of the scheme. Aspiration for training to be delivered online, if security assured.

15 Competence Assurance Currency, competency and consistency will be delivered using a continuous personal development (CPD) model. IIMS is developing revalidation process: Verify by reviewing completed CMID reports Accrual of qualifying revalidation points at relevant professional events IMCA guidance C007 Guidance on assessor training C015 Guidance on verifier training 15

16 Continuous Personal Development Revalidation every 5 years. AVI builds a CPD plan with employer if in a company or individually as a sole trader. Undertakes relevant training or attends recognised industry courses/workshops. Qualifying activities to be published on CMID Website. Other relevant activity will be acceptable on case by case basis. AVI submits revalidation application to IIMS verified submissions result in revalidation for a further 5 years. Revalidation can be completed from 4 months before to 2 months after 5 year anniversary date.
