4 RACING AGAINST TIME.. WITH A VISION The civil aviation sector in Dubai is moving ahead at a remarkable pace to cater to the needs of the future. At present our airlines and airport enjoy highest ratings amongst the industry, whilst Dubai has become a popular hub and/or a destination for the travelling public. Dubai Civil Aviation Authority (DCAA) is also keeping up with the pace to provide the necessary support to achieve the vision of the Emirate of Dubai and in doing so, it had contributed immensely in the areas, such as, international relations, aviation safety and security, air transport, aviation environment and developing young professionals etc.,. DCAA s Annual report highlights the important achievements, facts and figures relating to the aviation industry in the emirate and also give and insight to the industry in Dubai. This report, reflects such information for the years 2012 and In my view, reports, such as, this will play an important role to obtain necessary feedback and analysis, which will contribute to enhance the service levels to its customers and develop future plans. Besides the annual report, DCAA asses its performance on monthly and quarterly basis in order to evaluate its contribution and performance. This is being done with a view to accomplish its strategic objectives, which also enables DCAA enhance its contribution and performance to reach its goal. The DCAA, under the leadership of Mohammed A. Ahli, Director General has worked tirelessly towards achieving its objectives and has won many accolades at the national, regional and international level, thus keeping the flags of the Emirate of Dubai and the United Arab Emirates flying high. It gives me great pleasure to extend my profound thanks to our stakeholders including, Customers, Ministries and Federal Authorities of the United Arab Emirates, Government institutions of the Emirate of Dubai for their support that has made 2012 and 2013 successful years for the DCAA. 5 GROWTH STRATEGIES Dubai Civil Aviation Authority (DCAA) is committed to provide boundless support to the growth of the aviation industry in Dubai, while maintaining the highest standards of safety and security in the aviation industry by adhering to the Standards and Recommended Practices adopted by the International Civil Aviation Organization, and standards issued under the Federal Laws or Regulations. This reflects the vision of leadership of the United Arab Emirates and the vision of His Highness Sheikh Mohammed Bin Rashid al Maktoum, the Vice President, the Prime Minister of the UAE and Ruler of Dubai to achieve a comprehensive and sustainable development in various strategic sectors to ensure prosperity and sustainable growth. In order to ensure sustainable growth of the aviation industry in the Emirate of Dubai and support its economy, DCAA formulated the DCAA Strategy which also reflects the Dubai Aviation Sector Strategy and the Dubai Airports Strategic Plan 2020 that will support the future of the aviation industry, including the national carriers. It will also promote the aviation industry s contribution to Dubai s GDP and improve the integration amongst its key stakeholders. DCAA strategy covers five main pillars that influence the outcome of the aviation sector: Growth, Capacity, Sustainability, Customer, and Capability. Our main focus is to support Dubai s competitiveness level and enhance the growth of numbers in passenger and cargo at Dubai International Airport and Al Maktoum International Airport, as well as facilitating the expansion of the designated airlines in the Emirate of Dubai by securing aero political rights through multilateral and/or bilateral air service agreements or understandings with other countries, whilst encouraging airlines of those countries to use airports in the emirate of Dubai. We also look forward to enhancing the customer s experience with innovative solutions and technologies, and increasing the level of excellence of our aviation services. Different initiatives and policies will be focusing on improving the standards of the aviation safety, security and the environmental impact resulting from the aviation activities by issuing the Dubai Civil Aviation Policies (DCAPs). We are committed to building the required capacity of a specialized workforce in the aviation sector, whilst focusing on recruiting and developing UAE nationals to lead and handle key positions in aviation. Our success is highly sourced from the common and shared responsibilities among the leadership in the organization, as well as having an integrated organizational system that improves the quality and excellence of our key processes. 8 Chapter One / Section One INTRODUCTION Dubai Civil Aviation Authority (DCAA) presents its second annual report relating to its businesses and achievements, with the exception that this report relates to years 2012 and Through this report, we intend to make available for you, information, data and statistics related to our work and achievements in our journey towards achieving excellence and sustainability. This report also reflects our effective contribution in the Strategic Development Plan for the Emirate of Dubai. The report reflects the work of two consecutive years , from the 1st of January 2012 to the 31st of December 2013, with the focus on comparative data relating to previous years (Years of the Strategic Plan ) and trends (The current Strategic Plan ) entitled Shaping Future of Aviation. Besides a detailed overview of the vision, mission, values of the DCAA, it reflects DCAA s objectives and policies of the Dubai Civil Aviation, along with its management and organizational structure, its departments and divisions. It also includes an overview of the history of civil aviation and airports in Dubai, and looks towards the future beyond the establishment of the city of aviation, Dubai World Central, and Al Maktoum International Airport. 16 Dubai Civil Aviation Authority 17

To define the general policy for civil aviation in the Emirate of Dubai in line with federal legislation. To carry out the activities related to the management of civil aviation operations in line with federal legislation. To submit requests for modification of the airspace of the Emirate to the General Authority for approval in accordance with by-laws issued by the General Authority in this regard. To designate prohibited, restricted or dangerous air navigation zones in the Emirate and to inform the General Authority of such zones. To follow up the implementation of bilateral and multilateral agreements regulating air transport services in the Emirate. To authorise foreign air operators licensed by the General Authority to oper- ate scheduled or non-scheduled flights to the Emirate s airports. To regularly provide the General Authority with statistical information and data relating to civil aviation operations and activities in the Emirate. To represent the Emirate in the State s delegation in negotiations relating to air navigation and transport. To sign bilateral memoranda of understanding relating to air transport rights through the Emirate s airports in coordination with the General Authority. To apply environmental protection policies in line with federal and local environmental policies. To propose and supervise the implementation of consumer protection legislation in the civil aviation sector. 12 Chapter One / Section One THE AUTHORITY STRATEGY THE LAUNCH OF THE STRATEGIC PLAN The basis of the plan, its pillars and stages: Dubai Civil Aviation Authority has launched its Strategic Plan under the title of (Shaping the future of the aviation sector) after it was adopted by HH Sheikh Ahmed bin Saeed Al Maktoum, chairman of Aviation Authority and Chairman of Dubai Airports. His Highness the President of the sponsor of the plan said: we set this plan in line with the directions of the Executive Council of the Emirate of Dubai to keep up with record growth achieved by the aviation sector in Dubai, it is based on five main pillars that fulfill the aspirations aimed at building a sustainable future for this vital sector, which is targeted to form more than 30% of the GDP of the Emirate in the coming years. We have taken into consideration that the five pillars are to provide all success factors for the aviation industry to set out in Dubai, and move forward towards the defined goals, taking into considerations to provide the best standards of security, safety and passengers service. The plan addressed the five pillars, and growth rates according to the pillars - Capacity: To support the aviation sector to provide absorptive capacity, by targeting to increase the number of passenger aircraft movements to 355,000 in 2013 and to 385,000 in 2014 and up to Movement in Aircraft movements and air freight to increase from 28,250 in 2013 to 31,500 in 2014 and then to 35,000 Movement in While, maintaining the growth rates in the absorptive capacity by increasing the number of destinations from Dubai Airports by 20, 22, and 24, every year for the upcoming three and the preservation of the growth rate of the amount of 0.5% per annum for a repeat scheduled flights to and from Dubai. - Capability: The target growth rates to the level of employee satisfaction and the percentage increase in the number of staff specialists citizens 2% annually over the past three and 5% per annum for staff training. - Customers: The plan is set to achieve an increase in customer satisfaction at a rate of 2% per annum in three years. Through maintaining customer loyalty by increasing the number of new regular airlines operating in Dubai Airports to be 12 new companies in 2013, and 15 companies in 2014, up to 18 new companies in Sustainability: will adopt legislation and policies recommended in accordance with the requirements of the International Organization of Civil Aviation rules agreed by 95% annually during the years of the plan) from 2013 to 2015 (and to achieve 75% of the community satisfaction in 2013 rising to 80% in 2014 and 85% in 2015 and implementation of community-based initiatives by five initiatives in each year. The plan also includes reducing the rate of serious incidents caused by air navigation services and business operators of aviation in Dubai by 1% per annum for each of them throughout the years of the plan. It also aims to increase the projects related to the environment, security and safety by seven projects annually over the years of the plan. - Growth: The plan aims to increase labor productivity rate of annual revenue to annual spending on human capital (by 8.44 million and 8.29 million AED and AED 8.14 million, respectively, in the years 2013 and 2014 and Maintain commitment budget at 96% during the past three plan. revenue target and reach 270 million dirhams in the year 2013 and million dirhams in the year 2014 and million dirhams in the year 2015 compared to expenses of $ 42 million dirhams in the year 2013 and 45.2 dirhams in the year 2014 and 49 million dirhams in the year previous figures mean a budget surplus of: million dirhams in 2013 And million dirhams in 2014, And 278 million dirhams in 2015 The plan aims to raise the efficiency of the growth by increasing the rate of innovation in the design and development of services provided to customers) the percentage of the services of new and revised to the total number of services (by) 33% and 40% and 45% (in the three years 2013/2014/2015) 24 Dubai Civil Aviation Authority 25
13 Chapter One / Section One THE FUNCTIONS OF THE VARIOUS OFFICES, DEPARTMENTS AND SECTIONS OF THE ORGANIZATION MR. MOHAMMED A. AHLI DIRECTOR GENERAL ENG. MR. HANI F. ABU EL SOUD DIRECTOR OF OFFICE OF STRATEGIC AND ORGANIZATIONAL EXCELLENCE Dubai Civil Aviation, according to the law of its establishment, is part of the Dubai government (Currently headed by His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Supreme President of Emirates Airline and Group, and Executive Council Member in Dubai). The Director General is HE Mohammed Abdullah Ahli. According to the administrative structure there are two offices and four departments that follow the general manager and oversee 12 divisions as follows: Director General Office: The General Director Office undertakes the Administrative Affairs Department, and is also responsible for the coordination and management of the meetings, receiving the delegations, maintaining files and the organization of the Director s schedule and activities. Legal Advisor: The Legal Advisor of the Aviation Affairs provides advice in the field of local, federal and the international aviation-related laws, which the United Arab Emirates is committed to. As per its name, the Office of Strategy and Organizational Excellence works to coordinate the strategic plan of the Dubai Civil Aviation Authority, and to ensure consistency and compatibility with the strategic plan of the Emirate of Dubai in following sectors: infrastructure, environment and safety, economic development and trade, tourism and services and smart government excellence, which includes the transparency, efficiency, accountability, results focus, excellence in customer service, manpower development and the efficiency of work within the Federal framework. All of this is in accordance with the best practices and the highest international standards and specifications, particularly in the field of safety and security of all activities relating to civil aviation and human resources. The office also undertakes the responsibilities of the capacity building, strategic and operational planning for the organization. It also determines the priorities and puts the mechanisms in place in order to measure the effectiveness (Performance indicators) according to the plan pillars on the basis of quarterly and annual objectives and the connected strategy. The Office works to ensure the application of the values adopted by the Commission, in terms of quality systems and requirements for the development of the institutional performance, to achieve standards of excellent government and promote a culture of excellence, teamwork, efficiency and sustainability whilst making the transition from customer satisfaction to entertaining them through the provision of high quality services via technical smart tools that save time, effort and cost whilst promoting the concepts of creativity and innovation in the authority. 26 Dubai Civil Aviation Authority 27
14 Chapter One / Section One DEPARTMENTS AND DIVISIONS MR. KHALED AREF DEPARTMENT DIRECTOR MR. SAUD ABDUL AZIZ KINKZAR DEPARTMENT DIRECTOR STANDARDS AND REGULATIONS: AIRPORT CERTIFICATION SECTION Airport Certification Section is responsible for ensuring regulatory compliance of designs and constructions in all civil airports in the Emirate of Dubai. AVIATION REGULATIONS AND SAFETY SECTION Aviation Regulations and Safety Section is responsible for ensuring the application of the aviation safety standards in Dubai, as well as the application of the regulations of the Dubai Civil Aviation Authority. AIR TRANSPORT AND INTERNATIONAL AFFAIRS: AIR TRANSPORT SECTION Air Transport Section has the responsibility to ensure development of air transport in Dubai, and keeping up with governmental policy. It also plays a key role in effectively dealing with changing aviation environment and preparing to administer the changes with the objective of sustaining the Hub Status for Dubai. This section manages landing approvals, at both Dubai International (DXB) and Al Maktoum International (DWC); conforming to the Air Service Agreement. ENVIRONMENT AND OBSTACLE CONTROL SECTION Environment and Obstacle Control Section is responsible for the coordination of Environmental Policy of Dubai Aviation Sector and control of obstacles within the airspace of the Emirate of Dubai. INTERNATIONAL AFFAIRS SECTION The International Affairs Section plays a key role in preparing ground work for conducting negotiations for Air Services Agreements, by establishing links with other states and providing a necessary platform for the successful implementation of an international air transport system. The section also serves as a point of contact for international and national aviation authorities and looks after Dubai s aero-political rights. 28 Dubai Civil Aviation Authority 29

MOHAMMED ABDULLAH LINJAWI DEPARTMENT DIRECTOR AVIATION SECURITY AND ACCIDENT INVESTIGATION: ACCIDENT INVESTIGATION SECTION: The Accident Investigation Section undertakes investigations and provides reports about the accidents that caused damage to aircrafts or injuries to people, all of which are investigated and reported upon with a view to ensuring corrective actions and it does not arise again. AVIATION SECURITY SECTION: The Aviation Security Section is responsible for ensuring, through a process of inspections and audits, the compliance of the security processes at each of Dubai s Airports with the international and national Standards. The Section reviews and accepts Aircraft Operator Security Programs of new and current operators that fly into Dubai s airports. The Section also reviews and accepts the Airport Security Program of both Dubai International and Al Maktoum International airports. DANGEROUS GOODS SECTION: The Dangerous Goods Section is responsible for the approval process of applications by aircraft operators to carry dangerous goods into or via Dubai airports. The section carries out regular inspections of dangerous goods, storage facilities and handling processes, in order to ensure compliance with Dangerous Goods Regulations. MR. ABDUL RAHIM MULLA DEPARTMENT DIRECTOR CORPORATE SUPPORT: FINANCE AND ADMINISTRATION AFFAIRS SECTION: Administration Affairs and Finance Section duties include office administration, purchasing, budgeting, revenue billing and cash collection, disbursement of payments, banking, management information reporting and inventory of stock and fixed Assets. It initiates and implements financial discipline through budgeting and financial control systems and procedures to achieve excellent performance and cost-effective utilization of resources. It ensures effective implementation of all applicable laws, rules, regulations, standards and policies in the financial procedures of Dubai Civil Aviation Authority. The section also does the preparation, compilation and final submission of the annual Fiscal Budget of Dubai Civil Aviation Authority. Also, the section does the finalization of the yearly accounts and prepares the Financial Statements of the Dubai Civil Aviation Authority and submits it to the Department of Finance in the Government of Dubai. HUMAN RESOURCES SECTION: Human Resources Section is a supportive team of Dubai Civil Aviation Authority. It seeks to achieve its principles, vision and mission. The section is committed to providing high quality services and support in employment, training, employee relations, benefits & compensation and safety, beyond the expectations of employees. This enables them to deliver efficient services. Manpower Planning, Recruitment, Job evaluation, Allocation of available Manpower Resources across the organization are also the responsibility of HR Section. It also retains staff whilst providing career development and potential leadership opportunities to build the future of DCAA. CORPORATE COMMUNICATION SECTION: The Corporate Communication Section plays a role in highlighting the imminent position of Dubai Civil Aviation Authority regionally & internationally. The task of this section is the communication with its strategic partners, governmental departments and customers. Moreover, this section provides public relation services to delegates and guests, enhances the national, regional and international community initiatives, organizes and manages international conferences, participates in official, national and societal forums and festivities, and communicates with all media. INFORMATION TECHNOLOGY SEC- TION: The Information Technology section has the responsibility of managing and providing hardware and software maintenance training and consultation. IT provides recommendations about future planning and development of resources as well. In addition, it initiates and implements the recommendations in all areas of IT responsibility. 30 Dubai Civil Aviation Authority 31

This is because the investment in manpower is the best investment to improve performance and sustainability of growth and future industry. In this context, DCAA maintains close relations with the local councils, committees and working groups. DCAA maintains business relationships with a large number of strategic partners internally and externally, locally and globally, within the government, private and community sectors. Therefore, DCAA is working to stimulate positive energy and enhance their ability of meeting the chal- SECURITY AND SAFETY: The aviation security standards in Dubai is considered higher than the international standards applicable at many airports around the world, where travelers feel secure at Dubai Airports without obstructing the movement or having to stand in queues, the rules of safety and security are being applied in a firm, effective, professional and flexible way. Inspectors get full year development training on inspection devices in comparison with a week or two offered by their counterparts at different airports around the world. This is according to signed memorandum of understanding by the Authority with the General Command of Dubai Police. Since the first of October 2012 until December 2013, more than 898 inspectors have received training according to a sophisticated training program. The inspector gets licensed for a full year in the case of passing the program, and it determines whether the license inspector is authorized to inspect freight or passengers. Under the status of judicial officers, enjoyed by workers in the Department of Aviation Security Authority, the inspector, in coordination with Dubai Police, takes over pilots and workers search in case of suspicion of drug or alcohol use. DCAA has proudly announced a significant reduction in the rate of accidents as well as high performance safety indicators of civil aviation in Dubai during the past ten years. This is a result of applying the best practices by all partners in the sector, and the authority s commitment to the highest standards of safety management systems. 38 Dubai Civil Aviation Authority 39
20 Chapter One / Section Two DCAA signed a memorandum of understanding with Dubai Municipality defining the responsibilities of both parties and the procedures to be followed by each of them, as well as the ways of coordination between them in terms of granting approvals for the construction of buildings and facilities, tower cranes, antennas and activities, fireworks, balloons free aviation, the use of lasers and tracking devices and air ads aircraft and other activities which affect the safety of airspace and civil aviation in the Emirate of Dubai. Dubai Civil Aviation also signed a memorandum of understanding with the General Authority for Civil Aviation to cooperate in the investigation of aircraft accidents in the Emirate of Dubai Airports Security Department, which is a subsidiary of the Dubai Civil Aviation, includes three sections. The first section concerned with the assessment of the security measures in place at airports in the Emirate of Dubai and airstrips of heliports and aircrafts, defines standards which are not inconsistent with federal and international standards through the adoption of the security program defined for airlines to deal with situations in hijacking or damage of a plane, or in cases of the presence of explosives or disruptive passengers on the plane. The second section which is the Department of Aviation Accidents Investigation takes the responsibility to investigate aviation accidents that fall outside the scope of Annex XIII, while the authority specialized in incidents investigation that fall under Annex XIII, which is located in the Emirate of Dubai, in cooperation with the Dubai Authority under a signed memorandum of understanding between the two sides in 2012, which provides provision of support and technical consulting. The Investigation Section of the Dubai Civil Aviation Authority investigates incidents involving damage to the aircraft within a certain value only, in a way that it does not affect the safety of flight or if these incidents occurred within the emirate zone. On the other hand, the Dangerous Goods Section which is a subsidiary section of the Department of Aviation Security in the Dubai Civil Aviation, is specialized in giving the approvals for the transfer of hazardous materials on a commercial aircraft, and in checking warehouses to make sure of the commitment of airlines and shipping companies to the international standards related to hazardous materials, which is mentioned in the periodic tables of the International Organization of Civil Aviation. These tables define the allowed and the banned materials, the allowed quantities, and the details that should be included within the shipments. The importance of this section has increased along with the growing freight and logistics industry in Dubai. During the year 2013 the section issued 5403 approvals for hazardous shipments in comparison with the 8149 approval in 2012, and rejected 230 shipments in comparison with 733 rejected shipments during the full year NATIONALIZATION AND TRAINING: Nationalization forms a priority in the authority s policy; it is rated 100% at the moment in senior leadership positions, and 84 % in middle management positions. Thanks to the continuous training and qualification programs, the staff and the special incentives for the UAE citizens; the authority has been able to raise the percentage of nationalization from 42% in 2008 to 67% of the total jobs in the current year. Since its establishment, the authority participates in Careers UAE, which is a forum that brings both the exhibitors with employment seekers, training and education together. Since the staff and manpower are considered such valuable assets, training and skill development are on the top priorities of the Dubai Civil Aviation Authority. DCAA consider staff training is the pathway to increase their international competitiveness and raise the sector s contribution to the national economy. The percentage of nationalization in the authority increased from 53% in 2011 to 59 % in 2012 and 62% in 2013, while the authority raised the targeted rate of training for its employees from 50% to 55% then to 60% in the year 2014, where the employee is to get a minimum of three-day training each year. This is to bridge the skills gap, which is con- sidered the major challenge facing the aviation sector in terms of technical and functional aspects. The Dubai Civil Aviation Authority (DCAA) has also signed an agreement with the Mohammed Bin Rashid School of Government (MBRSG) to conduct leadership and development programs for its senior management teams. The agreement states that MBRSG will develop leadership skills of the second rung of the administration team of DCAA (Heads of Departments and Office Managers) to train them for frontline leadership roles in the future. For this purpose, an integrated program will be introduced to enhance leadership and managerial skills. The advanced educational program will cover subjects such as, strategic planning, risk and crisis management and organizational excellence. The training list has also included a MoU between Dubai Civil Aviation authority and Etisalat Academy on the provisions of technical training programs conducted by the Etisalat Academy, such as administrative, financial, and technical programs. 40 Dubai Civil Aviation Authority 41
21 Chapter One / Section Two SMART & ELECTRONIC SERVICES: As per its commitment to the directions of the Government of Dubai to provide e-government services and transfer these services into smart devices within a transition plan to the Smart Government and the Smart City in Dubai; Dubai Civil Aviation offers many of its services to the customers electronically. The following are details of the services provided by the authority including the permits and NOC certificates. Aircraft Operator Security Program. Airport Security Program / Helicopter Airstrip Security Program Security Program tenants aviation facilities. No Objection Certificates (Aircraft spare parts) Permits of landing and taking off allowance. It is permitted by law that the director general of the Dubai Civil Aviation to organize flights to the Emirate of Dubai. He exercises this right by allowing flights whether registered in the trips records or not, which organizes trips to and from Dubai International Airport and Al Maktoum International Airport, on the basis that all airlines meet the requirements of the International Civil Aviation Organization and directions recommended by DCAA. 42 Dubai Civil Aviation Authority 43
22 Chapter One / Section Two DANGEROUS GOODS ENTRY PER- MISSION: The International Organization for Civil Aviation laws in place regulate the carrying of the cargo which may pose a potential for passengers, aircraft and personnel at the airport according to the degree of seriousness, the transfer of such dangerous goods by air is organized under license from the Dubai Civil Aviation, the airlines are to gain the permission to do so according to the followed laws of civil Aviation. RENTAL AND LEASE PLANES PER- MITS: Dubai Civil Aviation issue NOC activity for the hire and rental of all types of civilian aircraft to move passengers or goods, whether owned or leased by the company, this is because of the role DCAA has in overseeing the safety of aircraft and passengers. TRAVEL AND TOURISM AGENCIES AND COMMERCIAL ACTIVITIES RELAT- ED TO AVIATION: Dubai Civil Aviation issues No Objection Certificates to travel and tourism agencies, and for companies that provide travelers public services via booking tickets and seats in addition to transportation services, hotel bookings and other related services. Dubai Civil Aviation also issues NOC certificates to open a new branch for travel agencies firms, or any new business activities related to aviation in case the trader wanted to open a branch in the Emirate of Dubai. In order to improve performance and simplify joint operations procedures, and to support business activities and promote economic growth; DCAA has signed a cooperation agreement with the Department of Economic Development in Dubai in order to exchange knowledge and expertise and institutional experiences, and to link the electronic system for both parties to grant aviation activities licenses. As per the agreement, the Department of Development is to make the electronic link available, and to provide DCAA with access to the aviation activities applications database through the licensing program it has for the purpose of overseeing the licensing activities of the airline by DCAA as per the rules in place, DCAA shall provide the required approvals and all databases and information and conditions to the Department of Economic Development. HEIGHTS OF BUILDINGS, BILLBOARDS, AIR BALLOONS, FIREWORKS AND OTHER AIRSPACE SAFETY RELATED MATTERS: This service organizes the licensing of heights related to buildings and elevated surface in the vicinity of the airport. DCAA grants the permits that define the heights of the buildings, billboards, balloons, air communications towers and other high facilities; this service provides the customer with the report of the evacuation of the highlands and a certificate of no objection to the follow-up work. This service also provides the clients through the website with access to the latest updates related to the permitted heights and the requirements of the service. The Authority has signed a memorandum of understanding with Dubai Municipality sets out the responsibilities of both parties and the procedures to be followed by each, and ways of coordination between them on the granting of the necessary permits. 44 Dubai Civil Aviation Authority 45

24 Chapter One / Section Three EXHIBITIONS AND CONFERENCES For the sake of knowledge transfer and nationalizing it, and to access the latest studies and innovations, products and global best practices in the civil aviation industry, DCAA participated, organized or sponsored the following exhibitions and conferences: GREEN AVIATION: DCAA participated in the activities of the Green Aviation conference in Dubai in February 2012, which is the only global conference specialized in the aviation and the environment friendly logistics services. The conference came up with several recommendations that contributed to spreading awareness of best practices in the application of sustainability criteria, buildings, and the green airports, and called to spread the culture of green aviation and to pay attention to the environment in the aviation sector, and to take advantage of global best practices including the production of environmentally friendly jet fuel and work on applying the best of it in the aviation sector in the Middle East, and to hold training courses by the group of green aviation for airports and companies in the Middle East on the application of environmental practices, and to allocate an award for best environmental practices for airports, airlines, ground operators and civil aviation authorities in the region. LEGISLATION AND LAWS: - Under the patronage of the Dubai Civil Aviation and other specialized organizations, the Faculty of Law at the UAE University arranged the 20th International Conference titled Civil Aviation under the National Legislation and International Agreements which lasted from 23 to 25 April 2012 in Dubai in the presence of experts and academics from 45 countries. The Conference reviewed the evolution of the air carrier s liability between the Warsaw Convention of 1929 and the Montreal Convention 1999, and the basis of the air carrier liability and its legal nature. The conference also discussed cases of civil liability of the air carrier in the light of Rome 1952, and Montreal 2009 Conventions on the damage and the overall risk and the responsibility of the air carrier for psychological damage according to the Montreal Convention of It also discussed the compensation for damage caused by weather disasters, and the extent of responsibility of the air carrier for damages caused by terrorism. The Conference also reviewed aircraft accidents and their role in the responsibility establishment - a comparative study and traveler s protection on the civil aviation airlines as the carriers responsibility. In an important speech before the conference, His Excellence Mohammed Abdullah Ahli, Director General of Dubai Civil Aviation Authority, reviewed the history of the development of civil aviation and its own legislation, where international treaties that are universally recognized on the obligations of the airlines were signed, specifically Warsaw Convention of 1929 and Rome Convention of HE mentioned that the general aviation treaty that governs the aviation activities between countries, which is called Chicago Convention, signed in 1944, is still active, except for some amendments, despite the fact that the aviation industry has witnessed a rapid development. The conference came up with a set of recommendations that cannot be mentioned here. AIRPORTS EXHIBITION: Based on the efforts of Dubai Civil Aviation Authority for the development of the aviation sector to provide more superior elements that qualify to meet the challenges of the future, and to invest in the best technology and strive to improve the services provided by the Dubai Airport, for both the travelers and the airlines, DCAA participated in the Airport Exhibition hosted by Dubai International Exhibition during the period from 22 to May 24, DCAA considers this exhibition as a platform to develop and promote its cadres and to boost their experiences about safety and security standards at airports, where security and customer satisfaction is on the top priorities and plans of DCAA. 25 Chapter One / Section Three gram of the open seminars at the exhibition, where General Director of Standards and Systems highlighted the importance of the development of knowledge and skills of the professionals of the aviation industry, in order to achieve excellence in all aspects after DCAA received several senior executives and heads of various airports, regional and local civil aviation authorities. GITEX: DCAA participates annually in the Gulf Information Technology Exhibition (GITEX), it was its 5th consecutive participation in October 2012 under the umbrella of Dubai e-government. In the latest participation, DCAA displayed service of the airlines permission to operate and land at Dubai and Al Maktoum International airports, which was the first of its kind being offered in a smart way and in unprecedented period time, it did not exceed half an hour. The service is available 24 hours, seven days a week, it offers service to 248 inbound to Dubai, and 142 international airlines. Add private jet daily to reflect the goals of excellence and serve the aspirations of the authority, its future vision and plans to support Dubai as the capital of global aviation. CAREERS UAE: DCAA participated in the Careers UAE in years 2012 and 2013 as an assurance of its commitment to attract national competencies, to employ, rehabilitate and train them. The authority booth has attracted large numbers of UAE citizens, in particular the fresh graduates looking for work. They were provided with the necessary information about the nature of the business and the available vacancies, and the training programs offered for the enrolled applicants. DUBAI AIRSHOW 2013: DCAA participated in the Dubai Airshow 2013; it undertook the arrangement and the coordination of all aspects of the participating delegates and VIP s, that s including arranging receptions, accommodations, transportation, permits and escorts. The exhibition was a great opportunity for senior officials at the authority to view the latest products, technologies and practices in the aviation industry, and to meet up with its dealers. The show ended up with the signing of the largest deals in the history of international aviation in the number of aircraft ordered, that amounted to 539 aircraft, worth up to 782 billion AED, compared to 232 billion AED during the exhibition of 2011; a growth rate of 237 %, according to deals announced during the exhibition. The United Arab Emirates has strengthened its position through this exhibition in the aerospace sector and the global aviation. DUBAI GOVERNMENT ACHIEVEMENTS EXHIBITION : DCAA participates in the Dubai Government s Achievements Exhibition annually at Dubai World Trade Center with aiming to establish a culture of excellence and sustainable growth. These participations are stem from its eagerness to show the world its achievements in the field of civil aviation, and its quest for the spread of the concepts of excellence at all its activities and works. DCAA presented during its latest participations in the exhibition its achievements, including the development strategy of the aviation sector in Dubai , and the design and activation of the Quality Management System and acquiring the ISO 9001:2008 Certificate. It also presented the initiatives to encourage and reward employees and build an excellence of governing such as the Afkar Initiative, The Distinguished Employee, Mawahebi, and international conferences such as the Moot Court Competition for Leiden University, and Sarin Foundation in the Dubai airspace law. The authority also presented its technical initiatives such as: Instrument Landing System - (Cat 3 P) at Dubai International Airport and Dubai World Central, and the deployment of the surfaces of the determinants of disturbance procedures of areas of aviation at Dubai International Airport, and the runway expansion project. 50 Dubai Civil Aviation Authority 51
26 Chapter One / Section Three EMPLOYEES AND PARTNERS SPECIAL EVENTS As an assurance to its social responsibility towards employees, partners and society; over the last two years DCAA has organized the following events: MOTHERS HONORING: Mothers workers, mothers and wives of the workers, they all share an interests of the Dubai Civil Aviation Authority, to implement His Highness Sheikh Mohammed bin Rashid Al Maktoum initiative to honor the mothers in his accession day each year, and as a proof of the authority s commitment to its responsibilities towards the community. A distribution of symbolic gifts and certificates takes place on the day (4/1) of each year as an appreciation, especially to the working mothers. HR OPEN DAY: Annual meetings organized by the HR department for all employees of the authority, where all staff inquiries are received, and their related general and individual suggestions are discussed. SAFETY AND SECURITY MARATHON CAMPAIGN: It is to raise the awareness about safe driving at the land of the airport, it is organized by DCAA for its employees and the strategic partners based at the airport, with the cooperation of Airports Corp, Emirates Airlines, Dnata, Police and the Emirates Flight Catering. An annual survey takes place during the marathon to measure the participants satisfaction; certificates of appreciation are also distributed. INTERNATIONAL CIVIL AVIATION DAY: International Civil Aviation Day is commemorated on the 7th of December each year since This is an annual event celebrated nationally and globally through raising awareness amongst the society on the importance of civil aviation. The DCAA employees visited the Al Mahatta Museum in Sharjah, and also published articles in the newspapers. PARTNERS HONORING CEREMONY: A special annual ceremony is hosted by the DCAA for its strategic partners, where they get brought together with the DCAA staff and officials to express meanings of thankfulness and gratitude for their contributions and leadership in the development of the civil aviation industry in Dubai, thanks and appreciation letters are handed over to them for all their works and contributions. MEDICAL TESTS CAMPAIGNS: It is a campaign organized by the DCAA in 2013 in collaboration with the city s hospital, it included free routine checkups for employees and business partners at the airport, it has achieved a satisfaction rate of 80%. The authority has organized a campaign in the past, under the title of: (Your health is the key to you happiness) in collaboration with the Canadian Specialist Hospital, it included medical examinations for employees and business partners at the airport. DCAA also organized a contest in September 2012 entitled (Star Health) in collaboration with the medical center at Dubai Airport with the aim of encouraging employees to maintain their weight through the month of fasting. HAQ AL-LAILAH ACTIVITIES: An annual celebration organized by DCAA to revive the heritage and traditions of the UAE, during which gifts to the children of employees are distributed. RAMADAN IFTAR GATHERING: DCAA holds a fast break banquet in Ramadan each year for its employees, where the banquet form an occasion for the staff at all levels to meet and consolidate their social relations, which would contribute to strengthening of the spirit of the family, and the concepts of teamwork. 27 Chapter One / Section Three DIFFERENT WORKING HOURS AT THE GOOD MONTH CAMPAIGN: It is an annual Ramadanic campaign includes the distribution of educational printed publications and s to all employees of the authority and its partners at the airport. The purpose of the campaign is to strengthen the heritage and commitment to the customs and traditions, to raise awareness for foreign arrivals of the traditions of the holy month and gain customer satisfaction. THE FORMATION OF THE SHWAHEEN TEAM: Based on the directives and support of His Highness Sheikh Hamdan Bin Mohamed Bin Rashid Al Maktoum, Crown Prince of Dubai, to enhance national identity and develop society, as well as the initiative launched by His Highness regarding the introduction of projects to support and promote national identity and values; Al Shawaheen Team was formed comprising of four strategic partners: Dubai Civil Aviation Authority, General Directorate of Residency and Foreigners Affairs Dubai, Passenger Services Department at Dubai Customs, and General Department of Airport Security at Dubai Police. This team is the first of its kind across the governmental directorates. It is formed of an elite from various administrative functional levels, specialized in organizing societal and charitable events and activities that contribute to spreading UAE culture and societal services reflecting the UAE s identity. WHITE POINTS SYSTEM SCHEME: In order to achieve total air and road safety through coordination and cooperation between the various government agencies, and to ensure a common framework for this fruitful cooperation. DCAA contributed as the first government body by sponsoring the white points initiative organized by the General Command of Dubai Police - General Directorate of Traffic for the second consecutive year (In November 2013), for the entire year. Dubai Civil Aviation Authority came as a gold sponsor for this initiative. The aim of this fruitful collaboration is to provide all means to control security and safety at Dubai airports. CELEBRATION OF WINNING THE BID FOR EXPO 2020: Dubai Civil Aviation Authority received the UAE delegation to the Expo, chaired by His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation and Chairman of Emirates Group, Chairman of the Supreme National Committee for Expo 2020 coming from Paris, after attending the voting process, which was the leading candidate to win Expo2020. The delegation was received at the land of Dubai International Airport by the Director General of Dubai Civil Aviation, HE Mohammed Abdullah Al- Ahli, and the senior staff of the authority who greeted the delegation with flowers, congratulating this victory that has been achieved by the United Arab Emirates, and the victory of Dubai to host the Expo, HE then cut the special cake that was prepared for the occasion, and carried the Expo logo in the presence of members of the delegation. NATIONAL DAY CELEBRATION: With the aim of strengthening the relations between staff and the strategic partners, members of the General Directorate of Residency and Foreigners Affairs, Dubai Customs, and the Department of Airport Security at Dubai Police, DCAA holds - on the second of December every year- a national heritage entertainment celebration, during which the focus is on the national identity and achievements of the nation under his governance. 54 Dubai Civil Aviation Authority 55
28 Chapter One / Section Three PARTNERSHIPS AND AGREEMENTS MEMORANDUM OF UNDERSTANDING WITH DUBAI AIRPORTS: Dubai Civil Aviation and Dubai Airports signed a MoU concerning the heights and aircraft warning lights in high buildings within the borders of Dubai Airport. This MoU was set to determine the responsibilities between each of the Dubai Civil Aviation and Dubai Airports with regards to high buildings, and the use of aircraft warning lights within the borders of Dubai Airport, in compliance with the directives of the General Authority for Civil Aviation in this regards, and to boost security and safety measures for the civil aviation sector. COOPERATION WITH TRAVEL AGENTS: A cooperation agreement combines DCAA with a range of travel and tourism companies in Dubai; the purpose of the agreement is to support the civil aviation industry and to boost the contribution of tourism to the economy. The agreement is about the cooperation between the parties to provide support and development to the workforce and leadership skills to new graduates who wish to enroll in the tourism and travel sector, and work to integrate the national workforce in the travel industry. It also sets standards THE EXCHANGE OF KNOWLEDGE AND EXPERTISE WITH EMIRATES POST : As per Dubai s vision to become the capital of the global aviation, promote the growth of the emirate s economy and to establish a culture of excellence and community service, Dubai Civil Aviation Authority organized a meeting for the officials of the Department of Air Transport and International Services with officials of the international relations at the Emirates Post to discuss best practice standards and air transport agreements with other countries. The meeting was aimed at exchanging knowledge and experiences, and taking advantage of the best experiences in transport and air freight matters. and implements policies related to aviation industry in order to guarantee best practices by the owners of commercial licenses (agents and travel agents) and to provide training and hiring of consultants to develop the skills of customer service in line with the best international standards, and to provide advice to license applicants of new businesses, being the body that approves NOC s to travel agents to exercise its activities as travel agents in the Emirate of Dubai, in cooperation with the Department of Tourism and Commerce Marketing. 75 YEARS OF OPEN SKIES: A special ceremony was organized by the Dubai Civil Aviation to celebrate the special occasion of the 75th anniversary of the signing of this agreement entitled (Seventy-five years of open skies in Dubai). 31 AIRCRAFT MOVEMENTS Aircraft movements at Dubai International Airport continued its qualitative rapid growth from thousand trips in 2011 to thousand trips in 2012 to thousand trips in 2013, an increase of 5.6% and 8.4 %, respectively. 39 Chapter Two / Section Two PAGES FROM HISTORY From the first landing of an aircraft at the Dubai Creek in 1937 to the establishment of the Dubai airport in 1959, to the creation order of the Department of Civil Aviation 1971 to the law No. (19) for the year of 2010 with regards to the Dubai Civil Aviation Authority. THE FIRST FLIGHT: LASTED FOR 6 DAYS: From a trip that took six days to arrive from London to Dubai via one airline company, to 20 companies operating flights between the two cities, among them there are eight daily flights by a giant aircraft belong to a leading company that is almost becoming the first in the world of the Aviation Services, known as The Emirates. Also, it has moved from an airstrip above the stream water to not only the most active and vibrant airports in the world, but even an aviation dedicated city. This is the dream making that the civil aviation industry have mastered in Dubai and transformed it to visible facts looking toward the future. THE BEGINNING: On the second of October 1932, the first British plane left the United Kingdom on its way to the UAE to land six days later, specifically on the seventh of October in the Emirate of Sharjah. After the trip that lasted for six full days. In October of 1937, that s more than a 75 year ago, the British Empire Airlines began its first flights to Dubai, where a C-Class aircraft took off from Southampton to Karachi, via Marseilles, Rome, Brindisi, Athens, Alexandria, Tabaria, Al-Habanaiyah, Basra, Bahrain, all the way to Dubai then to Pakistan. In 1966 the British Overseas Airways Corporation - which was founded by the merger of Imperial Airways and British Airways Ltd began its flights from London Heathrow to Dubai. The attempts to open civil aviation lines to Dubai by creating an airport or to by allowing British civil aircraft to land on watery airstrip in Dubai Creek in 1930, but were unsuccessful until July 1937 when His Highness Sheikh Saeed bin Maktoum Al Maktoum Ruler of Dubai, signed a oneyear agreement that allows of Imperial British Airways lines using part of 1800 square yards of Dubai Creek / region opposite to the golf course and the Dubai City Centre currently / as a watery airstrip. Prior to this agreement and in late 1936, the first seaplane landed on the creek water in a reconnaissance test flight, and in October 1937, the first aircraft type (Short S 23) reached in an official trip with 28 passengers and 5 air-stewards on board, and landed on the creek waters coming from Southampton in Britain across Karachi. As of this date there were two seaplanes crossing through Dubai creek airstrip. In July 1938 the agreement was renewed for five years and the number of trips was increased to three from Dubai to Karachi and then to Singapore and Australia via the British Imperial Airways and Qantas of Australia, then to eight flights a week until 1947 where British Airways suspended the use of seaplanes, except in cases of emergency. Since the beginning of the fifties of the last century until its end, the travelers wishing to travel by air to and from Dubai kept using Sharjah airport or Bahrain. After His Highness Sheikh Rashid bin Saeed Al Maktoum took over ruling of Dubai in October 1958, he took the decision to establish an airport in Dubai bears its name as an urgent development necessity in light of the regional and international changes and ambitions of promoting the role of Dubai and developing it, he dedicated a special budget same as he did in the project of deepening and development of the Dubai Creek and seaports. The work began in creating the airport project on fast pace and under the direct supervision of Sheikh Rashid in September 1959, and with the dawn of the 15 May 1959; the readiness of the airport was tested by five testing flights by one of the Middle East Airlines of Lebanon, type de Havelandov. After consultations with the leaders and the specialists, it was decided that a new airport is to be built near the airport building (That was running in that time) due to the undevelopable ability of the latter, which was built in urgency back in 1960 to meet the purposes of that era. Indeed, the new airport was created (The current Dubai International Airport) within 24 months and was opened in May 1971 with runway of 12,500 feet length that can receive the huge Boeing 747 at the time. 41 Chapter Two / Section Two On March 18, 1971 and prior to the official opening of the Dubai Airport on May 15 of the same year, Late Sheikh Rashid bin Saeed Al Maktoum, the Ruler of Dubai at that time, issued an order to establish the Department of Civil Aviation in Dubai to undertake the responsibility of managing the aviation sector in the emirate, the execution of related laws and strengthening the role of aviation in the economic development, he appointed Sheikh Mana bin Khalifa Al Maktoum as a chairman. In this decision, the department replaced the Dubai airport commission that was established by the Government of Dubai in 1966 in order to oversee the affairs of the airport and to coordinate with entities that contribute in operating it. Dubai applied the open skies policy without the monopoly of the market since 1960, and thus secured a bridge to transform the emirate into a favorable global center carrier. It also paved the steps to create a new airport and the Department of Civil Aviation in 1971, with adhering to a policy of open skies route to become a prominent city on the Silk Road new air. In January 1981, His Highness Sheikh Ahmed bin Saeed Al Maktoum was appointed a chairman of the Department of Civil Aviation in Dubai. In 1985, His Highness Sheikh Mohammed DEPARTMENT OF CIVIL AVIATION AND DUBAI AIRPORT DATES AND FIGURES bin Rashid Al Maktoum handed over the civil aviation sector in Dubai to Sheikh Ahmed bin Saeed Al Maktoum, including the supervision of the administration through the Department of Civil Aviation, and to contribute to the preparations for the establishment of the first national airline (Emirates). In the early seventies in 1971, the number of airport staff and the department was 100 employees. In 1973, the number of employees increased to 300 employees, and then to 600 employees in In 1979 the post of General Director of the department was introduced and appointed to Mohedin Bin Hendi until the year In 1979 the first lady joined Dubai airport workforce to become the first female employee. In 2010, the number of department employees increased to 3400 employees, including 442 women. (19) OF 2010 CONCERNING THE DUBAI CIVIL AVIATION AUTHORITY 1 We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai, After perusal of Federal Law No. (20) of 1991 Issuing the Civil Aviation Law and its amendments, Federal Law No. (4) of 1996 Concerning the General Civil Aviation Authority and its amendments, Law No. (8) of 2006 Establishing Dubai Aviation City Corporation and its amendments, and Law No. (21) of 2007 Establishing Dubai Civil Aviation Authority, do hereby issue the following Law: Article (1) The following words and expressions wherever mentioned in this Law shall have the meaning indicated opposite each of them unless the context implies otherwise: State: The United Arab Emirates. Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Government: The Government of Dubai. Authority: Dubai Civil Aviation Authority. General Authority: General Civil Aviation Authority. Director General: Director General of the Authority. Article (2) The provisions of this Law shall apply to Dubai Civil Aviation Authority established by virtue of the above mentioned Law No. (21) of 2007 which has legal personality and the necessary legal capacity to achieve its objectives. Article (3) The Authority shall have the following functions and powers: 1. To define the general policy of civil aviation in the Emirate in line with federal legislation; 2. To carry out the activities related to the management of civil aviation operations in line with federal legislation; 3. To submit requests for modification of the airspace of the Emirate to the General Authority for approval in accordance with bylaws issued by the General Authority in this regard; 4. To designate prohibited, restricted or dangerous air navigation zones in the Emirate and to inform the General Authority of such zones; 5. To follow up the implementation of bilateral and multilateral agreements regulating air transport services in the Emirate; 6. To authorise foreign air operators licensed by the General Authority to operate scheduled or non-scheduled flights to the Emirate s airports; 7. To regularly provide the General Authority with statistical information and data relating to civil aviation operations and activities in the Emirate; 8. To represent the Emirate in the State s delegation in negotiations relating to air navigation and transport; 9. To sign bilateral memorandum of understanding relating to air transport rights through the Emirate s airports in coordination with the General Authority; 10. To apply environmental protection policies in line with federal and local environmental policies; 11. To propose and supervise the implementation of consumer protection legislation in the civil aviation sector; 12. Any other functions related to the regulation of civil aviation affairs in the Emirate Government of Dubai Legal Affairs Department 1- Every effort has been made to produce an accurate and complete English version of this legislation. However, for the purpose of its interpretation and application, reference must be made to the original Arabic text. In case of conflict the Arabic text shall prevail. Article (4) The Authority shall have a Director General appointed by a decree of the Ruler. The Director General shall undertake the following duties: 1. To manage the Authority, and to define and supervise the implementation of its general policy; 2. To issue the administrative, financial and technical by-laws and decisions necessary for regulating the work of the Authority; 3. To prepare the Authority s annual report and submit the same to the Chairman of the Executive Council; 4. To prepare the Authority s draft annual budget; 5. To appoint auditors and determine their remuneration; 6. To represent the Authority before third parties and enter into contracts on behalf of the Authority; 7. To supervise the executive body of the Authority; 8. Any other duties necessary for the management of the Authority. Article (5) 1. The employees of the Authority nominated by a decision of the Director General shall be authorised as judicial officers in identifying violations of the legislation which is implemented under the Authority s supervision to regulate civil aviation and air navigation. 2. The Authority shall issue permits to the General Authority inspectors authorised as judicial officers to allow them unrestricted access at any time to airports and civil aviation facilities in the Emirate. These inspectors will identify violations of the legislation which is implemented under the General Authority s supervision. Article (6) The financial resources of the Authority shall comprise: 1. The financial appropriations of the Authority in the general budget of the Government; 2. Fees and charges for services rendered by the Authority. Article (7) In regulating its accounts and records, the Authority shall adopt the principles and standards of commercial accountancy. The financial year of the Authority shall commence on 1 January and shall end on 31 December of each year. Article (8) The above mentioned Law No. (21) of 2007 and any provision in any other legislation shall be repealed to the extent that they contradict this Law. Article (9) This Law shall come into force on the day on which it is issued and shall be published in the Official Gazette.
