1 Systems and Regulations Second highlights on the structure and the organizational Guide of the national anti- corruption commission Introduction Based on the objectives of the anti corruption commission contained in article (3) of the regulations issued with a resolution no.(165) of the cabinet at 25/5/1432 A.H, and what contained in articles (6), (7), and (8) from the regulations regarding the chairmanship of the commission and its administrative bodies taking into account all the elements of the national strategy to protect integrity and fighting corruption issued with the resolution no.43 of the cabinet in 1/2/1428 A.H. which have determined the general polices of protecting integrity and fighting corruption. The structure and the regulatory guide for the commission were prepared in order to show clearly the vision and message of the commission, its objectives and the value of working in it beside the organizational side of the commission and its organizational units. The guide contains detailed data about each administrative unit involved in the organizational structure of the commission. This data include the following - Organizational title of the unit - Organizational connection of the unit. - General aim of the unit. - of the person responsible for the unit. - The detailed functions and terms of reference of the unit. After conducting in-depth studies about its organizational needs, the organizational structure of the commission has prepared the administrative units required in order to perform its responsibilities and tasks as required. This After examining the organizational structures for many regulatory commissions inside and outside the kingdom, and following the best and distinct organizational practices in the field of the administrative organization taking into account the competent departments defined in article (8) from the anti corruption commission regulations. We are looking forward that this guide will contribute in deepening understanding with the aims, works and terms of reference of the administrative units in the commission. We ask Allah to be successful in all that serve our religion, king and his crown prince and our country.

Following the implementation of the national strategy for protecting integrity and fighting corruption, and monitoring, reviewing, and evaluating the results, setting work plans and the mechanisms of applying these programs. Coordination between both public and private sector to monitor anti-corruption programs and evaluating them. Collecting information, data, statistics relating to corruption, then classifying, and analyzing them, and organizing a national data base for protecting integrity and fighting corruption.

3 Forth work values We, the workers of national anti-corruption commission adhere to the following values Moral commitment We are working with the instructions of our Islamic religion in all our actions and talks in order to be a good example in fortifying our society against corruption with the religious and moral values. Justice and transparency We are working to promote the principle of transparency and justice, accountability in order to achieve facts and reveal them without fear, treatment on equal basis regardless of job title, or social status of anyone. Confidentiality and protection of the source We are keen on the confidentiality of information sources, providing the protection required for those who report corruption cases in order to encourage them to report corruption practices. Distinct performance We exert permanent efforts in order to achieve highest levels of distinct performance in all what we make from works, transactions, and behaviors with the public. Team work We always support the concept of team work in the commission in order to achieve the objectives for which it was constructed. Attention to details We are keen on not to leave anything to chance and on exerting efforts to achieve facts in order to preserve public money and properties. Evaluation We always put our performance under microscope and reevaluate it continuously in order to achieve rates of quality. Improvement We are working on improving our functional capabilities and knowledge in order to achieve proficiency in our work.

Tasks and functions the chairman undertakes the following tasks and functions 1- General supervision on achieving the objectives of the national strategy for fighting corruption and integrity protection. 2- Supervision on preparing policies and plans. 3- General supervision on achieving the objectives and functions assigned to the commission. 4- General supervision on developing the vision and message of the commission according to changes and developments in order to achieve highest levels of proficiency and effectiveness in achieving the objectives. 5- Supervision on preparing the financial and functional regulations of the commission, and referring them to the chairman to be approved. 6- Issuing the administrative regulations and regulatory structure of the commission. 7- Supervising the preparation of commission budget project. 8- Technical, administrative, and financial supervision on the works of the commission and its employees and managing its affairs. 9- General supervision on the evaluation of the annual general performance of the commission and its regulatory units, and taking measures necessary to elevate the level of performance and approving it. 10- Issuing the administrative resolutions necessary to perform the works of the commission. 11- Referring violations and abuses that represent an institutional dimension of any of the bodies listed under the functions of the commission to the chairman. 12- Representing the commission in front of the private and public bodies and others. 13- General supervision on preparing the annual reports about the performance and achievements of the commission, and if necessary- reports about certain topics referred to the king. 14- Any other tasks assigned to the commission by the king.

This in coordination with the relevant organizational units inside and outside the commission, and referring the results and recommendations to the chairman. 4- Ensuring the national sovereignty of the countries and not interfering in their affairs regarding the regional and international agreements and treaties in the field of protecting integrity and fighting corruption. 5- Seeking an effective role for the kingdom in drafting the terms of the international treaties and agreements relating to protecting integrity and fighting corruption. 6- Studying the invitations to the commission to attend conferences, regional and international meetings, and referring the recommendations to the chairman. 7- follow-up the implementation of what provided for in the national strategy of anti-corruption and integrity protection and organizing the commission concerning enhancing Arabic, regional and international cooperation in the field of protecting integrity and the fight against corruption. 8- Reporting the names of those nominated for attending the international meetings relating to the topics of anti-corruption and integrity protection to the chairman. 9- Coordination with all bodies participating in the international meetings for a good preparation and setting the perception of the kingdom for the topics under discussion. 10- Benefiting from the experiences of other countries and governmental and non-governmental organizations in the field of protecting integrity and the fight against corruption. 11- follow-up of the international developments relating to the crimes of corruption and bribery, and the methods of identifying and restricting them. 12- Providing the international bodies relating to working on the fight against corruption and integrity protection with the achievements of the kingdom in the field of protecting integrity and the fight against corruption. 13- Coordination with the panel of experts in the cabinet to give priority to the translation of anti-corruption systems applied in the kingdom into the live foreign languages to benefit from these translations in the foreign participations and to highlight the situation and efforts of

7 kingdom in this field. 14- Supervision on preparing studies and work papers that the commission will use to contribute in the meetings of organizations, regional and international meetings relating to integrity protection and the fight against corruption through coordination with the related parties. 15- Setting the project of the annual plan and the balance estimated for the activities of the department, then referring them to the department of planning and development and implementing these activities after being approved. 16- Categorizing and keeping copies of the international, regional and bilateral agreements, documents and resolutions related to integrity protection and the fight against corruption to use them when needed. 17- Summarizing the results of international anti-corruption meetings and conferences and providing them to the concerned bodies in the kingdom. 18- Supervision on the implementation of the resolutions, and recommendations of the international meetings related to the functions of the commission and coordinating with the concerned bodies and organizational units in the commission. 19- ensuring the observation of what is published on the international level concerning the categorization of the level of corruption in the kingdom, and then studying and analyzing it with the concerned bodies and the organizational units in the commission, and referring the results and recommendations to the chairman. 20- Preparing the periodical and annual reports about the activities and achievements of the department, and the suggestions of developing its performance and then referring them to the chairman. 21- follow-up the implementation of commitments arranged between the international agreements of the kingdom and the concerned bodies. 22- Preparing the reports of the attendance of the delegations of the kingdom to the conferences and international symposiums in the field of protecting integrity and the fight against corruption. 23- Reporting the results of commission s attendance to the conferences, meetings, and symposiums outside the kingdom to the chairman. 24- Any other works, relating to the nature of department work, assigned to it by the chairman.

Supervision on implementing commitments contained in the international agreements relating to protecting integrity and fighting corruption and in which the kingdom is a party, and cooperation with the regional and international organizations and commissions working in this field. Tasks and functions 1- Studying international, regional, bilateral, new draft agreements of integrity protection and the fight against corruption, and the proposed amendments to the applicable agreements through coordination with the organizational units inside and outside the commission, and then referring the results and recommendations to the general manager. 2- Ensuring the regional sovereignty and not interfering in its affairs upon the revision and signing the regional and international agreements for protecting integrity and fighting corruption. 3- Seeking an effective role for the kingdom in drafting the terms of the international treaties and agreements relating to protecting integrity and fighting corruption. 4- Coordination with the panel of experts in the cabinet to give priority to the translation of anticorruption systems applied in the kingdom into the live foreign languages to benefit from these translations in the foreign participations and to highlight the situation and efforts of kingdom in this field. 5- Categorizing and keeping copies of the international, regional and bilateral agreements, documents and resolutions related to integrity protection and the fight against corruption to use them when needed. 6- Follow up the implementation of the resolutions and recommendations of the international meetings and conferences relating to the functions of the commission. This in coordination with the concerned bodies inside and outside the commission. 7- follow-up the implementation of commitments arranged between the international agreements of the kingdom and the concerned bodies. 8- Proposing topics in the agenda of the meetings of the international and Arabic agreements that the commission will participate in to determine the situation of the kingdom towards these subjects in the light of the policy and trends of the country. 9- Coordination with the parties concerned with preparing agreements and memorandums in the fields concerned with the protection of integrity and the fight against corruption and what like. 10- Preparing suggestions to the international agreements relevant to the work of the commission and studying results, and following then in cooperation with the relevant bodies. 11- Receiving reports provided by the representatives of the commission after participating in the outside occasions and presenting the issue that need presentation and reporting the resolutions issued to the concerned parties. 12- Preparing the periodical and annual reports about the activities and achievements of the department, and the suggestions of developing its performance and then referring them to the general manager. 13- Setting the project of the annual plan and the balance estimated for the activities of the department, then referring them to the general manager. 14- Studying the invitations to the commission to attend conferences, regional and international

Preparing the annual and strategic plans of the commission and pursuing their implementation, and preparing the annual reports about the implementation of anti-corruption and integrity protection national strategy, and preparing the studies required to improve the procedures of the work in the commission. Tasks and functions 1- Designing the procedures and models relating to preparing the projects of the annual plan for the organizational units in the commission. 2- Collecting the projects of the annual plans of the organizational units in the commission and preparing the project of the annual comprehensive plan for the commission, then referring it to the chairman and following its implementation after being approved. 3- Providing assistance and consultancies for the organizational units in the commission during making the projects of their annual plans. 4- Pursuing the implementation of the certified operational plans and programs and preparing periodical reports about that, then referring them to the chairman. 5- Suggesting the necessary amendments on the plans of the commission in the light of the phase assessment of the results of application. 6- Developing the guides and standards of total quantity in the financial, administrative, technical fields in the commission and pursuing their implementation after being approved. 7- Conducting the studies necessary to develop the structures and organizational Guides, procedures and models of work in the commission in coordination with the relevant organizational units and referring the suggestions to the chairman. 8- Preparing reports in coordination with the different organizational units in the commission, according to the directions of the chairman, in preparation for submitting them to the king according to the following a- report about the achievements of the commission during the last year, the difficulties the commission faced and its suggestions. b- A calendar for the status of integrity and corruption in the kingdom through one year. c- preparing reports about certain issues if needed- 9- Preparing the annual report of the commission in cooperation with the organizational units in the commission, and then submitting it to the chairman to consider approving it, and coordinating with the department of public relations to copy and distribute this report to the relevant bodies. 10- Saving the documents of the department according to the system of saving approved in the commission. 11- Preparing the periodical and annual reports about the activities and achievements of the department, and the suggestions of developing its performance and then referring them to the chairman. 12- Any other works, relating to the nature of department work, assigned to it by the general manager.

Ensuring the application of the plans, systems, regulations, procedures, and standards approved in the commission effectively and efficiently. Tasks and functions 1- Preparing the project of internal audit regulations and applying them after they were approved by the chairman, and suggesting their development according to the results of the audit. 2- Preparing the annual internal audit plan for all the administrative, financial, technical activities of the commission and applying them after they were approved. 3- Setting the project of the annual plan of the activities and works of the department, submitting them to the chairman and applying them after they were approved. 4- Evaluating the works of commissions department and making sure that they perform as required, and that the objectives contained in the anti-corruption and integrity protection strategy were accomplished, organizing the commission and submitting its reports to the chairman. 5- making sure that the organizational units in the commission have accomplished the annual objectives and plans approved by the chairman. 6- Revising samples from the report and the financial transactions in the commission to make sure that they are complete and devoid of faults. 7- Ensuring the effectiveness and efficiency of using the financial, physical and human resources, and the security of information systems in the commission. 8- Studying and analyzing the annual and periodical technical, financial, and administrative reports issued from the departments of the commission to make sure of is accuracy and correctness. 9- Reviewing its liabilities periodically. 10- Reviewing the level of organizational units compliance with the application of certified technical, financial and administrative procedures, and submitting the suggestions in requiredfor development. 11- Preparing the results of the internal audit in the commission, and the notes discovered, and then discussing them with the relevant department in the commission and signing an agreement with them on the proper procedures for the treatment of defaults. 12- making sure of correcting errors and notes discovered in the different organizational units in the commission. 13- Providing the chairman with periodical reports about the errors and notes discovered, and how the officials response to these errors. 14- Saving the documents of the department according to the system of saving approved in the commission. 15- Preparing the annual and periodical reports about the activities and achievements of the department, and the suggestions to develop its performance then submitting them to the chairman. 16- Preparing the annual audit report, and presenting it to the chairman Any other works, relating to the nature of department work, assigned to it by the general manager.

Tasks and functions 1- Studying the topics referred to the department from the chairman, collecting information about them, analyzing them, and preparing the advisory reports and memorandums and submitting them to the chairman. 2- Drafting of draft resolutions, instructions, and generalizations that will be issued by the chairman. 3- Giving opinions and consultancies in the matters referred to the department from the chairman. 4- Preparing the legal memorandums and briefs required by the commission. 5- Representing the commission in front of the judicial authorities, and pleading in front of the judicial authorities on its behalf according to the directions. 6- Reviewing the agreements that it will sign with the others to make sure that they are correct from the formal side. 7- participating in the investigations conducted by the commission with its employees, in case the breach their occupational and behavioral obligations, or in case they violate the system and regulations of the commission, and providing consultancies concerning the judicial reflections of the of the issues raised. 8- Reviewing what is being issued from resolutions and systems or new orders, and studying their reflections on the functions of the commission and submitting reports to the chairman. 9- Collecting, categorizing and saving systems, regulations, and instructions, resolutions to the works of the commission according to the certified system of saving to return to them when needed. 10- setting the annual assessments of the needs of the department from financial, and human resources And submitting them to the chairman. 11- Preparing the periodical and annual reports about the activities and achievements of the department, suggestions to improve its performance and submitting them to the chairman. 12- Conducting a periodical audit for the anti-corruption systems and regulations in order to know their effectiveness and working on their development. 13- Suggesting the systems and policies required to prevent corruption. 14- Any other works, relating to the nature of department work, assigned to it by the general manager.

Enhancing internal relations between the employees of the commission and building strong external relations with agencies relating to the work of the commission. Tasks and functions 1- Revising what is being published about the commission in means of media, and studying it in coordination with the organizational units relating to the commission and submitting regular reports about it to the chairman. 2- Working to provide the services required to held meetings and the official occasions of the commission in coordination with the organizational units relating to the commission. 3- Coordinating between the works of reception and farewell of the guests of the commission and accompanying them during their visits to the commission. 4- Providing hostility services from transport, housing and so on to the guests of the commission according to the directions in coordination with the concerned organizational units in the commission. 5- preparing a record of senior visitors and those who have work relationship with the commission, preparing greeting cards and invitations to attend occasions held by the commission according to the directions of the chairman. 6- Conducting the necessary coordination to facilitate obtaining visas to enter the kingdom according to directions. 7- setting the annual assessments of the needs of the department from financial, and human resources And submitting them to the chairman. 8- Organizing the social activities for the employees of the commission and contributing in implementation of identification programs. 9- Press release issued on behalf of the Board; include news of the body, and the implementation of its mission, and its goals on awareness and education on the protection of integrity and the fight against corruption, in coordination with the relevant organizational units in the body. 10. Production of brochures and pamphlets issued by the Commission, and coordination with the printing presses to print out and finalized; according to the directions. 11. Prepare and update the Telephone Directory of the body, and the phone book to those who deal with it, according to the directions. 12. Preparation of annual and periodic reports on the activities and achievements of the management, performance development proposals, and submits them to the chairman. 13. Documentation of the events, and stages of development, and official celebrations of the media. 14. The preparation of responses to the letters of congratulation occasions. 15. Preparation of letters of congratulation occasions promotion and other events. 16. Preparation of media kit for what is published daily in the newspapers, the media, the Internet, and the implementation of the directives of the chairman about it 17- Any other works, relating to the nature of department work, assigned to it by the general manager.

Tasks and functions 1- Receiving incoming phone calls to the Chairman, and to provide the required information to the caller, or transferring the call to him; according to the quality of communication and the identity of the caller. 2. Receiving received or sent mails manually or electronically, and displaying it, and the implementation of directives on it. 3. Preparation of a schedule, meetings and interviews of the chairman in consultation with him, and the completion of procedures and according to its directions. 4. Make arrangements to receive guests and the Board of the Chairman, in coordination with the Department of Public Relations. 5. Providing what the chairman requires from the studies, reports, documents, information, and contact with officials in the organizational units involved in the body for processing. 6. Preparation of invitations to meetings of the Chairman, and make the necessary arrangements for holding. 7. Work arrangements and bookings and travel visas especially issued for the use of the Chairman, in coordination with the relevant authorities, and relevant organizational units of the Commission. 8. Reporting the generalizations and decisions issued by the Chairman to the parties concerned, in accordance with the directives. 9. Preparation of letters requested by the Chairman, and presenting them to the chairman to sign, and sending it to the concerned bodies. 10. Oversee the provision of transcription services, imaging, and correspondence of Chairman. 11. Providing the Office of the Chairman with stationery materials, hardware, and services required, in coordination with the competent authorities in the body. 12. Save documents for the Office of the Chairman, according to the approved saving system in the body. 13. Preparation of periodic and annual reports on the activities and achievements of the office, and proposals for the development of performance, and submitting them to the Chairman. 14- Organizing the display of the incoming transactions and letters prepared for signing them. 15- Any other works, relating to the nature of department work, assigned to it by the general manager.

Supervise the preparation of annual budget estimated for the organizational units of the vicechairman, and then forwarded to the Assistant of the Chairman for Support Services to be included in the overall annual budget estimated for the commission, and follow-up the implementation after being approved. 4. General supervision of all aspects of monitoring the implementation of systems convicting corruption. 5. General supervision of all aspects of the follow-up of cases of violations and abuses. 6. General supervision of all aspects of the rewards for reporting corruption cases. 7. General supervision to ensure the commitment of the bodies falling within the jurisdiction of the systems, the regulations and approved procedures for contracts. 8. General supervision of the organization to receiving reports relating to corruption, and the realization of the commission terms of reference contained in the list of reports about it. 9. General supervision of the follow-up of the issues arising from complaints referred by the Authority of the investigative bodies and regulatory authorities. 10. General supervision of the preparation of controls and mechanisms for requesting protection of persons who report cases of corruption. 11.
