2 Introduction The Dubai School of Government is a research and teaching institution focusing on public policy in the Arab world. Established in 2005 under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, in cooperation with the Harvard Kennedy School at Harvard University, the School aims to promote good governance through enhancing the region s capacity for effective public policy. The School also collaborates with other regional and global institutions in delivering its research and training programs. It organizes policy forums and international conferences to facilitate the exchange of ideas and promote critical debate on public policy in the Arab world. Mission The Dubai School of Government is committed to the advancement of good governance in the Arab world by serving as a platform for the creation of applied research, the dissemination of best practice and the education of policy makers in the region. The Dubai School of Government is officially licensed by the Ministry of Higher Education and Scientific Research of the United Arab Emirates to award degrees in higher education.
3 the Master of Public Administration The Dubai School of Government MPA program empowers aspiring leaders from across the Arab world to successfully address the challenges and maximize the opportunities they face as public sector professionals. The program provides rigorous academic training with an emphasis on the real-world practical application of theory. In addition to functional and regional specializations, participants will gain a deep understanding of the development of public administration internationally and within the region. Close coordination with the Harvard Kennedy School s Faculty Advisory Committee ensures that the DSG MPA program meets the highest international standards of quality. Master of Public Administration Successful candidates for the MPA program will include mid-career professionals with a minimum of six or more years of progressively responsible experience, as well as credible candidates for leadership positions in government and public interest organizations such as the media and non-governmental organizations. Applicants should have held positions of responsibility for supervision of staff, budget preparation, and organizational control of public agencies, or executive responsibility for policy analysis and planning.
4 DSG MPA the Program the Program The MPA program requires 31 credit hours of courses to fulfill requirements for the degree. The program consists of two intensive semesters of study preceded by a six-week intensive summer or winter session in residence at the Dubai School of Government. Credit Allocations Full-time candidates should complete the requirements as follows 6-week intensive workshop program 3 workshops 6 credit hours First semester 4 core courses 12 credit hours Second semester 3 elective courses 9 credit hours Policy Analysis Exercise 4 credit hours Part-time candidates may fulfill the degree requirements as follows 6-week Intensive Workshop Program 3 workshops 6 credit hours Candidates conclude the program with a Policy Analysis Exercise (PAE) that involves working directly with an organization on a specific problem and providing a policy reform recommendation. A three-year, part-time course of study may be chosen in lieu of the standard one-year full-time program. First Semester 2 core courses 6 credit hours (MPA 601 and MPA 602) Linking theory to practice is at the core of the curriculum, and candidates will benefit from regular interactions with renowned regional and global personalities with expertise in the public sector and public policy. 5 DSG MPA 6-week Intensive Workshop Program (6 credit hours) Core Courses (12 credit hours) The six-week intensive workshop program is designed to focus on the analytical and conceptual study skills that will serve as a foundation for the coming academic year. A strong focus is placed on building the skills, both quantitative and qualitative, that are needed for the array of courses in the MPA program. The six-week intensive workshop program is required of all candidates pursuing the Master of Public Administration, and serves as a review of skills for mid-career professionals. Core curriculum courses emphasize leadership and teamwork, policy making theory and practice, analytical skills, strategic planning, systems thinking, and an interdisciplinary approach to problem solving. credit Code course hours MPA 601 Public Management and Leadership 3 The 6-week Intensive Workshop Program (6 credits) This intensive program at the start of the academic year gives students an opportunity to develop working relationships with classmates and program instructors, and to spend time getting acquainted with various academic resources found at the Dubai School of Government and throughout Dubai. 6 DSG MPA Elective COurses (9 credit hours) Students are required to take three electives from among a diverse range of courses that broadly cover areas of public management, policy and public affairs, depending on their personal interests and career aspirations, in consultation with their academic advisor. 7 DSG MPA Policy Analysis Exercise (4 credit hours) The Policy Analysis Exercise (PAE) is designed as an exercise that calls on and integrates skills that Master of Public Administration candidates have acquired through their course work. Linking Theory to Practice Linking theory to practice is at the core of the curriculum, and candidates will benefit from regular interactions with renowned regional and global personalities with expertise in the public sector and public policy. Guest Lectures Practitioners interact with students and share their experiences. Policy Debates Students exchange their perspectives in structured debates on current issues of public policy, moderated and judged by leading media and public sector personalities. 8 DSG MPA The DSG Advantage Located in Dubai, the fastest growing city in the Arab world, candidates will have an excellent opportunity to benefit from the Dubai School of Government s specialized research programs, practical workshops and seminars. Members will have opportunities for participation and exchange at the School, through online alumni communities, and at alumni gatherings held around the Arab world. Program Time Limit Students in the one-year program should finish the program requirements within a maximum of two years from the date of first enrollment. For the three-year, parttime program, students should finish the program requirements within a maximum of four years from the date of first enrollment. Any time extension is subject to approval by the DSG Academic Council. Admission Requirements For the Master of Public Administration program, the Dubai School of Government seeks candidates who are committed to the ideals of public service. Candidates should be highly motivated, outward looking, open to new ideas, and able to share insights from their own work experience. Applicants will be evaluated on academic preparation and the depth and quality of experience, as demonstrated by work history, references, and the applicant s essays. Applicants should satisfy the following admissions criteria: _ Four-year bachelor s degree or equivalent from an accredited university or college _ Minimum GPA of 3.0 (on a 4.0 scale) _ Minimum TOEFL score of 550 or equivalent (computer-based TOEFL score of 213, Internet-based TOEFL score of 79-80, or IELTS score of 6.0) _ Minimum of six years of relevant work experience The DSG Advantage Graduation Enrolled students must maintain a cumulative grade point average (CGPA) of at least 3.0 (B average) or better to remain in good academic standing. A minimum CGPA of 3.0 is required for all students to graduate. The degree is granted by the Dubai School of Government. Admission Requirements
