1 Water Security & Conflict Prevention Summit SPEAKER BIOGRAPHIES Congressman Jim Marshall, President, U.S. Institute of Peace Congressman Jim Marshall ( ) is the President and CEO of the United States Institute of Peace. He is a business lawyer and law professor, member of the United States Army Ranger Hall of Fame and former mayor of Macon, Georgia. He currently serves on the National Defense Panel and the board of the National Futures Association. Mr. Marshall served four terms in Congress where he built and maintained strong bipartisan relationships. He served on the Armed Services, Agriculture, and Financial Services Committees. He also chaired the Air Force Caucus, the Financial Markets Caucus, and the Balanced Budget Caucus, as well as West Point s Board of Visitors. After his tour in Vietnam, Jim returned to Princeton where he was a University Scholar and graduated in He then taught high school and founded a successful logging business before attending law school at Boston University. After law school, Jim moved to Macon where he clerked for two federal judges and then became a law professor at Mercer University. Ambassador Harriet Babbitt, Chair, U.S. Water Partnership Steering Committee Harriet (Hattie) Babbitt practices law in Washington, DC, where she provides counsel at the intersection of law, policy, and public interest. Ambassador Babbitt serves on a number of not-for-profit and for-profit boards. She is co-chair of the Global Water Challenge (GWC) and serves as vice-chair of the National Democratic Institute for International Affairs (NDI), of the World Resource Institute (WRI), and of Population Action International (PAI). She also serves on the boards of The Water Initiative (TWI), Everyone Counts, and the Institute for the Study of Diplomacy at Georgetown University (ISD). Babbitt is also a member of the Council on Foreign Relations. From 1997 to 2001, Babbitt served as Deputy Administrator of the U.S. Agency for International Development. As Deputy Administrator she oversaw programs in the fields of democratization, humanitarian relief, women s empowerment, climate change, economic growth, education, health, and the environment. Babbitt served at the Department of State from 1993 to 1997 as U.S. 1
2 Ambassador to the Organization of American States. While in that role she led the U.S. negotiating effort to completion of the world s first anti-corruption convention and worked to strengthen the Inter-American Human Rights Commission and Inter-American cooperation against arms trafficking. Ambassador Babbitt also served as a Senior Public Policy Scholar at the Woodrow Wilson International Center for Scholars. General Gordon R. Sullivan, President, the Association of the United States Army General Sullivan is the President and Chief Executive Officer of the Association of the United States Army. The Association promotes and advocates programs for Soldiers and their families, creates opportunities for Army-Industry and professional dialog; advocates public awareness of Army and national security issues through its educational mission and maintains an outreach program to national leadership on critical issues pertinent to Army readiness. General Sullivan was commissioned a second lieutenant of Armor and awarded a Bachelor of Arts degree in history from Norwich University in He holds a Master degree in political science from the University of New Hampshire. His professional military education includes the U.S. Army Armor School Basic and Advanced Courses, the Command and General Staff College, and the Army War College. In addition to his many awards on active duty, he is also the recipient of the West Point Association of Graduates Sylvanus Thayer Award and a member of the Sergeants Major Academy s Hall of Honor. Key Note Address: LTG Thomas Bostick, Commanding General and Chief of Engineers, U.S. Army Corps of Engineers Lieutenant General Thomas Bostick serves as the senior military officer overseeing most of the Nation s civil works infrastructure and military construction. As the USACE Commanding General, he is responsible for more than 37,000 Civilian employees and Military personnel who provide project management and construction support to 250 Army and Air Force installations in more than 100 countries around the world. LTG Bostick is also responsible for USACE's diverse missions such as hundreds of environmental protection projects; regulatory permit program to protect, restore and enhance thousands of acres of wetlands; and emergency response mission to support the Federal Emergency Management Agency in restoration and repair after a disaster, whether natural or manmade. As the Chief of Engineers, Army Staff Principal, the Chief advises the Army on engineering matters and serves as the Army's topographer and the proponent for real estate and other related engineering programs. 2
3 LTG Bostick graduated from the United States Military Academy in 1978 with a Bachelor of Science degree. He holds a Master s degree in both Civil Engineering and Mechanical Engineering from Stanford University, and is a graduate of the U.S. Army War College. Opening Panel: Water Security And Scarcity-Defining Objectives, Trends, Challenges And Opportunities. Dr. John Kelly, Professor of National Security Studies, National Defense University Dr. Kelly is a Professor of National Security Studies in the Academic Affairs directorate of ACSS. He is Associate Dean Emeritus and a retired Colonel in the US Army Reserve. As a Faculty Member at this unique security sector academic institution affiliated with the US Department of Defense Dr. Kelly has been responsible for the ideation and development of several qualitative, complex security programs. Dr. Kelly brings 38 years of experience in higher education, civil government and military science to ACSS. Previously he was a Visiting Associate Professor at the University of Windsor in Ontario, Canada. Dr. Kelly received his PhD in Political Science at Wayne State University. He also has a Juris Doctor degree from Michigan State University and is a diplomat in military law from the U.S. Army Judge Advocate General School. He completed graduate studies at Georgetown University and Wayne State University and has a B.A. from the University of Michigan. Dr. Kelly served as a Special Attorney General in Michigan from 1995 to He is a member of the bar of the Supreme Court of the United States, the Michigan Supreme Court and all subordinate Federal and State bars as well as the US Court of Military Appeals. Dr. Aaron Salzberg, Special Coordinator for Water Resources, Office of Environmental Sustainability, U.S. State Department Dr. Salzberg serves as the Special Coordinator for Water Resources at the Department of State in the Bureau of Oceans, Environment and Science Affairs. He is responsible for managing the development and implementation of U.S. policies on drinking water and sanitation, water resources management, and transboundary water and leads the U.S. Government s response to the Senator Paul Simon Water for the Poor Act of Aaron has been the lead representative or the lead water advisor for the U.S. at several major international events on water including the G8, the World Summit on Sustainable Development, the UN Commission on Sustainable Development and the World Water Forums. He also leads the Department of State s engagement on transboundary water issues in many regions throughout the world where water is, or may become a source of tension or conflict. 3
4 Dr. Salzberg has a Ph.D. in Genetic Toxicology and a Master s degree in Technology and Policy from the Massachusetts Institute of Technology. He also holds a Master s degree in Aerospace Engineering from the University of Maryland and has mediated more than forty civil disputes as a mediator with the Harvard Law School. He was recently awarded the 2010 Frank E. Loy Award for Environmental Diplomacy for moving water from the periphery to the center of U.S. government foreign policy. Major General Richard Engel, National Intelligence Council MG Richard Engel is commandant of the Industrial College of the Armed Forces, National Defense University, Fort Lesley J. McNair, Washington, D.C. During the Vietnam War, he flew 150 combat missions. He commanded the F-16 and the Low Altitude Navigation and Targeting Infrared for Night System Combined Test Forces, the 3246th Test Wing at Eglin Air Force Base, and the 412th Test Wing and Air Force Flight Test Center at Edwards Air Force Base. He is a command pilot with more than 4,000 flying hours in more than 30 different aircraft. MG Engel has received numerous distinctions including, Defense Distinguished Service Medal, Legion of Merit. Distinguished Flying Cross with two oak leaf clusters, Meritorious Service Medal with oak leaf cluster, Air Medal with nine oak leaf clusters and Air Force Commendation Medal Dr. Manish Bapna, Executive Vice President, World Resources Institute Manish Bapna is the executive vice president and managing director of the World Resources Institute, a global think tank working at the intersection of the environment and development. He served as WRI s acting president from Manish oversees WRI s five thematic programs and under his leadership, the institute has opened offices and deepened its engagement in China, India and Brazil. Previously, Manish was the executive director of the nonprofit Bank Information Center and a senior economist at the World Bank. His interests and expertise are in international development with a particular focus on natural resources and rural poverty. Manish received graduate degrees from Harvard Business School and Harvard Kennedy School and he completed his undergraduate degree at MIT. He serves on the board of directors of Oxfam America and Hampshire College. Ms. Laura Harnish, Vice President, CH2M HILL Water Business Group Laura Harnish is a Vice President with CH2MHILL. She originally joined the firm in 1987 and led a variety of environmental studies for large water infrastructure and planning projects. After almost 20 years with CH2M HILL, Ms.Harnish joined the Environmental Defense Fund in 2007 where 4
5 she served as West Coast Regional Director and lead the California water program and served as National Strategy Director for EDF s Land, Water and Wildlife program. Laura serves on the World Economic Forum s water security council and recently rejoined CH2M HILL as Vice President, with a focus on water resources and ecosystem management. Laura received her B.A. in environmental studies from the University of California, Santa Cruz and a Masters in Environmental Planning from the University of California, Berkeley. Dr. Jerome Delli Priscoli, Senior Advisor, Institute for Water Resources USACE; Governor of World Water Council; Editor in Chief Water Policy Dr. Delli Priscoli is a senior advisor at the U.S. Corps of Engineers' Institute for Water Resources. He was recently elected to the World Water Council Board of Governors. Over the past 30 years, he has directed the Corps research, training and field assistance programs on; Social Assessment techniques, Public Participation, and Alternative Dispute Resolution (ADR). Dr. Delli Priscoli has been a pivotal actor in most of the major world water forums and in the creation of several critical world water partnerships. He maintains routine working relationships with many of the senior water ministers worldwide. Dr. Delli Priscoli is a skilled mediator and facilitator and is recognized as a world leader in conflict management, water resources and security. He served as the Corps senior advisor on international water issues and was an original member of the U.S. delegation to the Middle East Multilateral Peace Talks. Dr. Delli Priscoli is Editor in Chief of, Water Policy, the peer reviewed journal on the international scientific index published by IWA in London, UK. Dr. Delli Priscoli is the author of over 60 articles, books and training manuals on these transboundary water management topics, including his most recent book, Managing and Transforming Water Conflicts with Dr. Aaron Wolf. Dr. Delli Priscoli received a B.A. from Tufts University in Economics and Political Science, a Ph.D. from Georgetown University in International Politics and Government along with postgraduate work in theology and philosophy. Lunch Panel: Africa-What The U.S Can And Is Willing To Do To Provide Solutions To Water Security Problems. LTG Jeffrey Talley, Chief and Commanding General, U.S. Army Reserve LTG Talley is the 32nd Chief of Army Reserve, he also assumed duties as the 7th Commanding General of United States Army Reserve Command. He is the principal staff adviser to the Secretary of the Army and the Army Chief of Staff on all Army Reserve Affairs. He develops Army Reserve budgets, training programs and policy decisions; manages the Army Reserve troop program units, individual mobilization augmentees, and the active guard/reserve program; and serves as the 5
6 appropriation director of all Army Reserve funds. He also commands all Army Reserve troop program units worldwide, with total end strength of 205,000 Soldiers and 12,600 civilians, and an operating budget of over $9 billion dollars. Prior to returning to active duty, LTG Talley was the President and CEO of Environmental Technology Solutions, known as ETS Partners, and an Adjunct Professor at The Johns Hopkins University in the Department of Geography and Environmental Engineering. Prior to the June 9 ceremonies, he will step down as CEO to concentrate on his new duties. LTG Talley s awards and decorations include the Army Distinguished Service Medal, the Legion of Merit Medal, three Bronze Star Medals, the USACE Silver De Fleury Medal, four Meritorious Service Medals, the Joint Service Commendation Medal, two Army Commendation Medals, four Army Achievement Medals, Parachutist and Air Assault Badges, Ranger Tab, Joint Staff and Office of the Secretary of Defense Identification Badges. During more than 31 years of active and reserve service, he has commanded units at every echelon, from platoon to division-level, with duty in Korea, Kuwait, Iraq, and the United States LTG Talley received a B.S. from Louisiana State University, a Ph.D. in Civil & Environmental Engineering from Carnegie Mellon University and has an Executive M.B.A. from the University of Oxford in England. He also holds multiple master s degrees in environmental engineering and science, strategic studies, liberal arts (history and philosophy), and religious studies. Talley is a registered Professional Engineer, Board Certified Environmental Engineer in Environmental Sustainability, and a Diplomate, Water Resources Engineer. Dr. Julia Bucknall, Senior Manager, the Water Anchor, the World Bank Dr. Bucknall is currently the Manager of the Bank's central unit for Water, known as the Water Anchor. She has also worked as a Lead Natural Resources Specialist for the World Bank's Middle East and North Africa region. She was the lead author of a flagship publication on water in the region, Making the Most of Scarcity. Over the past fifteen years, she has worked on water investment projects and analytical work in North Africa, Central Asia, Central Europe, Cambodia and Central America. She has studied at Cambridge University and Massachusetts Institute of Technology, where she earned a Master in Environmental Policy and Planning. Mr. Christian Holmes, Global Water Coordinator, U.S. Agency for International Development Mr. Christian Holmes was designated USAID's first Global Water Coordinator. Holmes is the senior representative within USAID responsible for advising the USAID Administrator on water matters and for coordinating the implementation of key water program and policy initiatives, including USAID s water strategy. He also serves as the primary 6
7 spokesman and liaison with public and private organizations, including congressional leaders, to coordinate water efforts. Since rejoining USAID in January 2010 as the senior advisor for Energy and Environment, he has also been in the field supporting USAID missions in Pakistan, Bangladesh and Ghana on water and food security matters. Mr. Holmes brings extensive experience in international economic development, humanitarian assistance and environmental protection sectors. He served as the director of the U.S. Trade and Development Agency (TDA), principal deputy assistant Secretary of State for Refugee Programs (State/RP), and acting director of the USAID Office of U.S. Foreign Disaster Assistance (OFDA). Mr. Jeff Seabright, Vice President of Environment and Water Resources, The Coca-Cola Company Mr. Seabright is Vice President for Environment and Water Resources at The Coca Cola Company. Jeff has held several positions in government and business, including as a Foreign Service Officer in the U.S. State Department and as Legislative Assistant to US Senators Timothy E. Wirth and John D. Rockefeller IV. In 1993, he joined the U.S. Agency for International Development, later serving as Director of the Office of Energy, Environment & Technology. He moved to the White House in 1999 as Executive Director of the Climate Change Task Force where he helped negotiate the Kyoto Protocol and later joined Texaco, Inc. in New York as Vice President for Policy Planning. He earned a Master's degree in International Relations from the London School of Economics, and began his professional career with Booz Allen & Hamilton. He serves on the Environmental Trade and Technology Advisory Committee to the U.S. Secretary of Commerce, Conservation International International Leadership Council, World Environment Center, the Georgia Conservancy, the Nature Conservancy (Georgia), the Pace Academy in Atlanta, and the Sustainable Atlanta Advisory Council. Dr. Jun Bando, Special Advisor to the Commander, U.S. Africa Command (AFRICOM) Dr. Bando Served as the Department of State s primary coordinator for counter-piracy efforts in the Horn of Africa. Dr. Bando developed initiatives to strengthen regional maritime security and supported the development of a U.S. counter-piracy strategy for the Horn of Africa. Dr. Bando shared expertise to support the negotiation of international maritime cooperation arrangements. As the Africa Bureau s lead action officer on issues associated with the establishment of U.S. Africa Command, she worked closely with foreign and domestic stakeholders to address policy and political issues associated with the establishment of Africa Command. 7
8 As the Director of the Commander s Action Group at AFRICOM, Dr. Bando Leads a crossfunctional team that informs and advances the Combatant Commander s strategic intent by supporting senior leader communications, initiatives, and engagement, and by conducting independent and innovative analyses to facilitate decision-making. Dr. Bando received her B.S. at San Jose State University and her PhD from the University of California, Davis. Major General Chris Leins, Deputy Director for Political-Military Affairs for Africa in the Joint Staff J5 As the Deputy Director for Political-Military Affairs for Africa, MG Leins is responsible for proposing strategies, plans, and policy recommendations through the J5 to the CJCS to support his provisions of the best military advice for Africa and AFRICOM across the full spectrum of national security concerns to the President and other national leaders. He ensures those recommendations are informed by a larger strategic context coordinated with interagency and allied partners, accounts for the views and requirements of the Commander, USAFRICOM, and assesses risk in executing the National Military Strategy. Execute all responsibilities through joint military and civilian personnel assigned to the Africa Directorate in a collaborative, transparent and networked environment. Major General Leins has served as the Deputy Director for Politico-Military Affairs (Africa), Office of the Joint Chiefs of Staff (J5) since February Prior to his current assignment, he served as the Deputy Commander, Combined Joint Task Force, Horn of Africa in Djibouti. From July 2007 through January 2009 he was the Commander, 2d Battle Command Training Brigade, 75th Battle Command Training Division, Fort Dix, New Jersey. Major General Leins received his B.S. from the U.S. Military Academy at West Point, his Masters in Government from Johns Hopkins University and his Masters in Strategic Studies from the U.S. Army War College. Prince Ermias Sahle Selassie, President of the Crown Council of Ethiopia Prince Ermias Sahle-Selassie is the grandson of Emperor Haile Selassie. Prince Ermias currently serves as the President of the Crown Council of Ethiopia. In 2011 he launched the Prince Ermias Sahle-Selassie Water Initiative for Africa (WIA). Other members in WIA include, the International Strategic Studies Association, the International Society for the Imperial Ethiopian Orders, the Crown Council, and Strategic Asset Protection Systems. This initiative seeks to develop new, low-cost and environmentally friendly technologies for drinking water. WIA has worked with engineering partners to design and develop Argonaut systems that provide an array of services including water purification, water desalination and solar-powered electricity generation. Prince Sahle-Selassie is a 8
9 Senior Fellow at the International Strategic Studies Association and received an award for his work with Ethiopian refugees. He has testified in front of the U.S. Senate Foreign Relations Committee on the prospects of peace in the Horn of Africa in Prince Sahle-Selassie received a B.A. from the University of California, Santa Barbara and a Master s degree from the Tufts Fletcher School of Law and Diplomacy. ### 9
