Lebanon is the first host country for Syrian refugees with over 1.2 million refugees registered for an overall population of less than 4.5 million. Prior to this crisis, Lebanon was already hosting half a million Palestinian refugees; the pressure on the Lebanese government and local population is very high. In April 2015, the United Nations Security Council declared that the international community has to help Lebanon in its efforts to host more than 1 million refugees from neighbouring Syria1. The Security Council also expressed concern over border violations including the presence of terrorists and violent extremist groups in Lebanese territory2. Since the beginning of March 2015, the government of Lebanon, through the General Security Directorate, is enforcing entry regularization among refugees entering from Syria. The Lebanese government has also asked the UNHCR to stop the registration process hence new refugees and new born babies cannot be registered anymore and refugees that arrived after the 5th of January 2015 have been unregistered. This means it is now much harder for Syrians to enter the country, while those residing in Lebanon are also facing difficulties in renewing their residency or having access to humanitarian aid or public facilities. This situation will place an increased economic strain on the families, and in addition to the expected decrease in basic assistance due to low funding levels, an escalation in negative coping mechanisms (such as begging, child labour, child marriages, sexual services for food/accommodation, petty crime, etc.) might be witnessed. While Palestinian refugees are settled in camps, there are no official camps for Syrian refugees in Lebanon. On a case by case basis, the government may authorize the establishment of formal tented settlements (FTS). However, Syrian refugees are mainly settled in small shelter units (SSU), collective shelters (CS) or informal settlements (IS). The spillover of the Syrian crisis into Lebanon compounded pre-existing vulnerabilities among the Lebanese society. Refugee populations have in many cases settled in areas inhabited by impoverished and vulnerable Lebanese communities further stretching limited or non-existent sources of income and public services at the local level. PUI s strategy/position in the country Since 2012, PUI has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North (Akkar), Mount Lebanon and South (Saida) of Lebanon. 2 Humanitarian Assistance Program: to provide a protection-based humanitarian material assistance and services for the most vulnerable refugees and host communities affected by the Syrian crisis. Resilience Program: to develop and strengthen community-level infrastructures and support household-level economic survival and well-being with regards to specific poor and vulnerable groups. History of the mission and current programs Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 140 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 4 million people in 22 countries in Africa, Asia, Middle East, Caucasus and Europe. Present in the Middle East since 1983, PUI is currently operational in Lebanon, Syria, Jordan, Iraq (including Kurdistan), the Occupied Palestinian Territory and Yemen. While activities may vary according to contexts, each country mission has developed a holistic multi-sectorial approach that addresses the particular needs of the population. PUI has been present in Lebanon since 1996, when it launched an emergency response operation following the Lebanese-Israeli conflict and has since maintained a significant commitment to the country. As of 2001, a permanent presence was established in Lebanon with a diverse panel of activities ranging from emergency response to recovery and reconstruction. During the last fifteen years, PUI has tackled the needs emerging from conflicts (2001, 2006 and 2007), protracted humanitarian crisis (Palestinian Refugees camps) and chronic underdevelopment (in the South and the North of Lebanon). Since the outbreak of the Syrian crisis in April 2011, and in order to provide life-saving assistance to the most vulnerable conflict-affected population, PUI has developed a response to the refugee crisis. A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugee and host population vulnerabilities by facilitating individuals and communities to achieve respect for rights in safety and dignity. PUI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects to strengthen the social cohesion between communities. Tasks and responsibilities Under the technical supervision of the Deputy HoM for Programme and the line management of the Field Coordinator, the BPC is responsible at base level for cross-cutting programmatic information management, sound design of and overseeing assessment, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing projects, and is incorporated into consistently high quality grant Page 2 / 5

3 proposals and reports. S/he must ensure that policies, systems and people under his/her responsibility (AME team/im team/households Visits Team, Community Support Project Adviser) are continuously and accurately working in coordinated manner in order to ensure a coherent and comprehensive program is designed and implemented, lessons are learned and experiences shared across the various sectors and program teams. He/She will also ensure strong links between the base Quality and Programme Departments, and make sure information and monitoring is well understood and shared and the teams working in unison. Specific objectives and linked activities 1. Playing a key role in supporting the project implementation and creating links between the AME Department and the Programme Department, including following the Assessment, Monitoring & Evaluation plan per project and providing grant proposals and reports with accurate and qualitative data In collaboration with the Field Coordinator, the Project Managers and the AME Coordinator at Coordination level, preparing results frameworks, performance monitoring and evaluation plans for new projects and/or grant proposals, including the harmonization/standardization of indicators, data collection methodologies, time lines, measurement tools, analysis and reporting protocols, products and expected delivery; In collaboration with the AME Coordinator implementing monitoring and evaluation procedures; In collaboration with the AME Coordinator, overseeing and supporting indicators monitoring processes by: a. Sampling, collecting and analysing data b. Guaranteeing quality and accuracy of data c. Producing assessment and outcome/impact evaluation reports In collaboration with the Project Managers, the AME coordinator, and the Grants Officer, contributing to grant proposals and donors reports writing and reviewing as needed for all information related to Assessment, Monitoring & Evaluation in order to ensure that proposals, reports and any other project documents allow a comprehensive analysis of the main needs of the targeted populations and capture progress, effectiveness, and impact of activities; ensure that results of report reviews are constructively fed back to project teams; Identifying innovations and improvements to enhance effectiveness of the PUI s M&E framework and systems; Supporting implementation teams in routine needs assessments and baselines; Overseeing the quality and processing of data collection, data entry and data analysis by following up the day-to-day workings of the AME Manager and Information Management System. Participate in monthly Base Planning Days, updating achievements, solving issues, providing recommendations and corrective actions to possible deviations and planning for coming period In charge of updating AME relating info in the Project Monitoring Tools (PMTs) and ensuring quality intervention as well as donor compliance Support in recruitment of team members as requested by Field Coordinator Support in monthly reviews of Financial Follow Up (FFU) process when requested 2. Supporting the development and implementation of the Information Management System In collaboration with the Information Management Coordinator at Coordination level, ensuring the quality and efficiency of data management; Establishing priorities with the Information Manager according to the needs of the implementation teams and AME team; In collaboration with the Field Coordinator, the Project Managers, the AME Coordinator and the Information Management Coordinator, implementing a project monitoring system, including overall design, instrumentation, data collection/aggregation and analysis; In collaboration with the Project Managers, the AME Coordinator and the Information Management Coordinator, implementing and monitoring tracking tools to ensure that project data is current and accurate; In collaboration with the Information Management Coordinator, support of PUI s Intranet, Extranet, Applications portals and potential websites; In collaboration with the Information Management Coordinator, identifying weaknesses, gaps and opportunities for improvement of the developed Data Management Systems; In collaboration with the Information Management Coordinator, developing/implementing internal database, or adding project data to existing online knowledge management systems, in order to fully house and capture project history, successes, results and/or challenges. 3. Managing the Household Visits Team Make sure implementation of activities is following the plans set Coordinate with Donors in terms of reporting and for all technical issues linked to Data Management Support the PM in linking to Technical Coordinators in terms of technical support and recruitment needs Support the coordination of the team with other Departments in support activities (Water sampling, Page 3 / 5

Managing CSP adviser: Develop with the CSP Adviser all needed documents for the CSP Pilot projects Support the CSP Adviser in coordinating with Municipalities Coordinate at Mission level on the approach to Projects Make sure activities are implemented in respect of plans 5. Supporting the writing process at field level of grant proposals and project reports Under the guidance of the Field Coordinator, and in coordination with the Grants Officer, following-up proposal/reporting priorities according to the Country Grants Timeline Follow up; Conducting the proposals and reporting editing process in collaboration Initiating at field level, with the support of the Field Coordinator, and participating in grant proposal and reporting kick-off meetings according to the Country Grants Timeline Follow up; Working closely with the Field Coordinator and technical coordinators to develop high quality funding applications that are needs-based and evidence driven and include inputs from PUI technical teams and Technical coordinators and all involved external stakeholders (targeted communities, potential partners, government authorities, etc.); Collaborating with the Field Coordinator and the AME Coordinator to ensure the development of strong needs and impact analysis processes, including needs assessments, risks analysis, relevant SMART outcomes indicators and adequate sources of verification, and impact evaluation reports. 6. Ensuring the visibility of PUI s projects at field level Under the guidance of the Field Coordinator with the support of the Knowledge, Capacity Building, Communication, Partnerships Coordinator (KCBCP), undertaking activities to promote media coverage of PUI activities (i.e. organizing field visits for media and donors, closing ceremonies, special events, etc.) Requesting validation for any use of PUI s logo across the projects implementation; Assisting managers in adopting effective communication models to engage the communities we work with for the purpose of informing them about PUI s positioning, engagement and code of conduct; Supporting Field Coordinator in keeping donors, humanitarian stakeholders and local partners updated on the implementation of PUI projects, including participation in the edition of newsletters, PowerPoint presentations, fact sheets, and ad-hoc survey or study reports; Facilitating knowledge and information flows among PUI s staff at field level. 7. Ensuring the capitalization of information at field level Maintaining a resource library related to the specific Field office/geographical area with internal or external information (such as assessments reports, post intervention reports, relevant external reports). Focus on the 2 priority activities relative to the context of the mission Improve the accuracy, availability and analysis of data at field level, particularly through Household Visit teams and other assessments tools. Capitalization: Reflecting on quality of intervention through the production of qualitative reports (Post Distribution Monitoring, Post Intervention Survey, KAP) as well as through lessons learnt workshops so as to identify ways of improvement Team management Number of people to manage and their position (expatriate/local staff): The Base Programme Coordinator reports directly to the Field Coordinator (line manager), and reports indirectly to the Deputy Head of Mission for Programme H/She works in collaboration with (not exhaustive): Project Managers (Field), Information Management Coordinator, AME Coordinator, Grants Officer, technical coordinators and Deputy Head of Mission for Programme (Coordination). Direct management: AME manager, Information Manager, Household Visits Manager, CSP Adviser Indirect management: AME officers, Information Management Officers, Household visits Team Leaders Required knowledge and skills TRAINING Required Profile REQUIRED Bachelor s or Master degree in a field related to Project Management, international development and/or social sciences DESIRABLE Page 4 / 5

5 PROFESSIONAL EXPERIENCE Humanitarian International Technical Minimum of 3 years in the areas of program development, project management, donor reporting and grant compliance; Successful experience in team management. KNOWLEDGE AND SKILLS Strong Knowledge of AME methodology and cycle; LANGUAGES French English Other (to be specified) Excellent command in writing and editing documents in both English and French (desirable) Prior knowledge of the country/region an asset. Working knowledge in Arabic is a plus. SOFTWARE Strong computer skills essential, Pack Office including ability to operate Microsoft Word, Excel, database Other (to be specified) management software, statistical packages, GIS.
