Eng., Director, Engineering Services Date: November 11, 2013 Report No. ENG Subject: Highway 401 Structural Rehabilitations RECOMMENDATION: THAT Staff Report ENG regarding the Ministry of Transportation s plans for the rehabilitation and replacement of structures crossing the 401 corridor in the Town of Milton be received; EXECUTIVE SUMMARY AND THAT the Ministry of Transportation be requested to work closely with Town and Regional staff to minimize the local traffic impacts associated with the implementation of their proposed plan. On October 22, 2013, Town staff attended a meeting with MTO representatives and their consulting team regarding the Ministry s plans for the rehabilitation and/or replacement of 13 structures that cross the 401 corridor within Halton (west of Trafalgar Road to the Halton Boundary). The project is tentatively scheduled to start in 2014 and would last approximately three years. ENG lays out the high level details associated with the project for Council s information. REPORT Background The MTO has undertaken structural surveys and life cycle cost analyses of 13 structures that either cross over or under the 401 within the Region of Halton. A list of the locations is identified below. In conjunction with the structural reviews, the MTO has also considered the future plans for widening the highway to develop a multi-year plan to address structural deficiencies and maintenance. The 13 locations (west to east) are (see Appendix 1):

Rehabilitation Addressing deck and abutment conditions along with railings as required. Replacement of these structures is not required at this time to facilitate 401 reconstruction/widening plans. 2. Replacement and widening (current project) Several of the structures are scheduled to be widened or replaced to address future widening work on the 401 corridor. 3. Replacement and widening (future project - beyond 2018) Two of the structures need to be widened and adjusted, but given the implications that work would have on the core lanes of the 401, it is more appropriate to do the work at the same time as the highway is widened. Appendix II lists all of the structures and categorizes them based on the strategies listed above. Of particular interest are several of the projects that could have a major impact in our urban area. These include the following; Tremaine Road The rehabilitation of this structure will be placed on hold pending the construction of the new Tremaine Road crossing by Halton Region. Regional Road 25 The complete replacement of this structure will be a multi-phased, multi-year project, as the existing structure is not wide enough to accept the proposed
3 The Corporation of the TOWN OF MILTON Report No.ENG Page No lane cross section for the 401, and also has to be widened for the future Regional expansion plans for Regional Road 25. Steeles Ave. and James Snow Parkway Work on these two structures will be part of the same contract and is scheduled for As part of this work, lane restrictions will be required which will impact traffic patterns. Regional and Town concerns have been expressed by staff and consideration is being given to adjusting the timing of these two projects to minimize local traffic impacts. Campbell Avenue, Appleby Line, Fifth Line These locations are scheduled for full closures during the MTO construction period. Appropriate detour routes will be established. The Campbell Avenue and Appleby Line structures will not be closed at the same time, as they will form part of the detour routes for each other. In regards to the Fifth Line structure, the MTO, Regional and Town staff are attempting to coordinate the closure with the reconstruction and underground servicing on Fifth Line (Main to Derry) scheduled for Further details of the traffic strategy and construction staging are contained in Appendix III. The MTO is currently preparing to present this information at a Public Information Centre on November 19, where the general public will be able to review the plans and make comment. Relationship to the Strategic Plan Report ENG supports Destiny Milton 2 through the goal of Well managed growth, well planned spaces Direction 2, Facilitate the safe movement of people and goods, and enhanced travel to, from and within the community. 7 Appendix III Recommended Traffic Strategy and Construction Staging The recommended strategy for accommodating traffic during construction is as follows: Maintain 6 lanes of traffic on Highway 401 during peak periods at all bridge sites; nightly lane closures will be required. Full closure of Campbell Avenue East, Appleby Line and 5 th Line (Sites 3, 5 and 11) at Hwy 401 to vehicular traffic for the duration of bridge construction. Provide single lane at First Line (Site 1) and Tremaine Road (Site 6) bridge crossings, with two way traffic movements controlled by temporary signals north and south of the bridge. Maintain existing lane configuration and north south traffic moves on Regional Road 25 (Site 7) until new structure is built. Maintain two way operation with reduced number of lanes at Steeles Avenue (Site 9) and James Snow Parkway (Site 10) bridge sites. Pedestrian / cyclist access across bridges will be maintained at all times, even where a full closure to vehicular traffic is proposed. Hwy 401 Bridge Rehabilitation, October 22, 2013 Page 9
