Paul Cripps, P.Eng., Director, Engineering Services Date: November 12, 2012 Report No. ENG Subject: Reserved Bus Lane Drew Centre RECOMMENDATION: THAT a by-law be enacted to amend By-law , as amended to implement a reserved bus lane on Drew Centre from a point 90m south of Main Street East to a point 280m south- easterly thereof for southbound/eastbound traffic; AND THAT a by-law be enacted to amend By-law , as amended to implement a dedicated right turn lane on Drew Centre between Main Street East and a point 75m southerly thereof for southbound traffic; AND THAT a by-law be enacted to amend By-law , as amended to implement a dedicated left turn lane on Drew Centre from a point 105m west of Thompson Road South to a point 40m westerly thereof (see Appendix I); AND THAT PART IV Traffic Movement - Section 11- Restrictive Lanes of the Uniform Traffic Control By-law be amended to add: Section 11 Restrictive Lanes Lane Designation 4. Where authorized signs have been erected no person shall operate a vehicle on the highways or portions of highways listed in Column 1 of Schedule 35 to this By-law, having been divided into clearly marked lanes between the limits set out in Column 2, each of the lanes indicated in Column 3 is designated for traffic moving only in the direction(s) indicated in Column 4, during the times or days indicated in Column 5, and such designation shall be

2 Report No.ENG Page No. 2 indicated by the sign listed in Column 6 of the said schedule. Reserved Bus Lane 5. Where authorized signs have been erected no person shall operate a vehicle other than a Transit Vehicle (Milton Transit, GO Transit) on the highways or portions of highways set out in Column 1 of Schedule 36 to this By-law, having been divided into clearly marked lanes between the limits set out in Column 2, each of the lanes indicated in Column 3 is designated for traffic moving only in the direction(s) indicated in Column 4, during the times or days indicated in Column 5, and such designation shall be indicated by the sign listed in Column 6 of the said schedule. AND THAT Schedule 35 Lane Designation and Schedule 36 Reserved Bus Lanes be created with the attached headings: Column 1 Highway, Column 2 Location, Column 3 Lane, Column 4 Direction, Column 5 Times(s) or Day(s), Column 6 Sign Number; AND THAT Schedule 35 and Schedule 36 of the Uniform Traffic Control By-law be amended accordingly (see Appendix II); AND FURTHER THAT the appropriate by-laws be presented to Council for approval. EXECUTIVE SUMMARY As a result of Drew Centre (between Main Street East and Thompson Road South) being repaved by the developer and the proximity of the Milton GO Station/Milton Transit hub, it is recommended that a reserved bus lane be installed along the west curb lane of Drew Centre. This reserved bus lane will increase the overall level of service of Milton Transit as transit vehicles will no longer be delayed by vehicles illegally stopped in the curb lane within the posted No Stopping Anytime area.

3 Report No.ENG Page No. 3 REPORT Discussion At this time, the developer is completing road works on Drew Centre in preparation for maintenance. Presently, the asphalt on this road is in poor condition and the presence of pavement markings is almost non-existent. With Drew Centre being the major access for both Milton Transit and Go Transit, the opportunity is available to implement a reserved bus lane. The traffic volumes on Drew Centre are fairly low except in the morning and afternoon peak Go Train times. The implementation of a reserved bus lane will not lower the level of service on Drew Centre. Presently, stopping is prohibited on both sides of Drew Centre between Main Street East and Thompson Road South except for a portion on the west side between a point 240m south of Main Street east to a point 155m south easterly thereof where stopping is prohibited although buses are excepted. Along this particular section of Drew Centre Routes 1, 3, 4 and 5 of Milton Transit board and alight. Although Drew Centre is signed No Stopping Anytime it is extremely difficult for Parking Enforcement to enforce as the motorists are there for a very short time and by the time a Parking Infraction Notice is issued the vehicles leave, although these stopped vehicles do impede Milton Transit services. As a result of the above issues and the expected expansion to Milton Transit in the coming years, the Engineering Services Department recommends the implementation of a reserved bus lane on Drew Centre for southbound/eastbound traffic. Relationship to the Strategic Plan This report supports Destiny Milton 2 through the following goal: Well managed growth, well planned spaces Direction 2 Facilitate the safe movement of people and goods, and enhance travel to, from and within the community Financial Impact The developer will be installing all pavement markings along Drew Centre as well as the reserved bus lane symbols. The cost for the installation of the required reserved bus
