21 BENEFITS Answering the question of: What s in it for me? Students life happens and may interrupt bachelor s degree attainment; a credential in hand could lead to an advantage in the work force. Community Colleges increased number of degrees awarded, more accurate accounting of the role of the community college in the degree completion effort. Four-year Institution contribution to the State s efforts to increase the number of degree completions.
22 TIMELINE Eighteen months ago, University of Maryland University College and Towson University began discussions with community colleges to pilot a reverse transfer initiative. April 29, 2011: Various college completion partnerships and initiatives including reverse transfer discussed at the USM Annual Transfer Professionals Day program. September 23, 2011: USM convened a small workgroup to discuss the possible steps to take the reverse transfer agenda to the next level through the use of technology.
23 PILOT PROGRAMS: LESSONS LEARNED Two manual processes were employed for the pilot institutions where the four-year institution initiated contact with the students. Lessons learned: Many students did not send final transcript with degree posted. Labor-intensive nature of high touch manual process would not be conducive to statewide participation.

25 ROAD TAKEN Given the importance of providing incentives for participation - an automated, lights out process for the four-year institutions was developed: ARTSYS-RT Modifications to the existing ARTSYS on-line articulation system, coupled with the use of the EDI transcripts provided the means to automate much of the process for both the twoyear and four-year institutions.

27 TIMELINE November 17, 2011: MHEC convened a statewide meeting to launch the A.D.A.P.T.S. initiative supported by a grant from the Complete College America initiative. February 16, 2012: A.D.A.P.T.S. Advisory Committee meeting. February 24, 2012: ARTSYS RT demonstration at the MOCCRAO meeting. April 9, 2012: First ARTSYS RT training at Harford Community College. June July, 2012: Training completed at six additional community colleges.
28 REQUIREMENTS FOR PARTICIPATION Software is being made available to any MD institution interested and willing to make certain commitments. Two-Year Institutions: Commitment of time Obtain student permission Review course equivalencies database Input degree requirements Send Electronic Transcripts and Requests Four-Year Institutions: Accept electronic transcript requests Send Electronic Transcripts!
29 PARTICIPATION PROCESS DECISION POINTS Two-Year Institution Establishing a minimum number of credits completed at a community college Establishing a minimum number of credits completed at the transfer university (for example, should a student have completed 12 credits at the transfer university before participating in this program?) Determining the maximum number of credits that a student may transfer back to complete a degree. Some institutions cap this number (for example, at Montgomery College, the maximum number of credits that may be transferred back is 15 credits). Would community colleges extend this maximum for Maryland State four-year institutions participating in a Reverse Transfer program?
30 DECISION POINTS: TWO-YEAR Determining the number of associates degrees for which a student may apply in a single year for example, some students may qualify for both a General Studies and a major-specific degree. Determining the eligibility of courses to be transferred back. ARTSYS indicates which 100- and 200-level courses have direct equivalents at four-year institutions, so that reverse equivalency information is available; however, how will courses which have no direct equivalency be accepted in transfer back? Will both 300- and 400-level courses without direct equivalencies be transferred to the community college as general electives?
31 DECISION POINTS: TWO-YEAR Determining whether the community college has any minimum grade requirements for specific courses for graduation Defining the overall GPA required for graduation Creating a Transcript Release form one suggestion is that the community college transcript request form would include a check off giving permission to the future transfer school to release future transcripts to be sent back to the community college.
32 DECISION POINTS: TWO-YEAR Developing a method to capture Reverse Transfer numbers would this be an additional question on the Application for Graduation, for example: Are you participating in a Transfer Back program? If yes, indicate institution name:? Fees to be considered: Transcript fees, graduation fees at community colleges, if applicable

35 THE ARTSYS-RT ALTERNATIVE PROCESS WORK FLOW Partnership Agreement STEP 1: Community College obtains signature from student to allow data exchange and verification of student permission is shared with partner institutions. STEP 2: Community College verifies that student has not completed associates degree. If the student has not completed a degree, move to Step 3. STEP 3: Community College creates or updates student information in the Transcript Request spreadsheet. Alternative Partnership Agreement Steps: 1) Community college verifies that student has not completed associate s degree and transmits list to partner institutions. 2) Partner institution obtains signature from student to allow data exchange and verification of student permission is shared with community college. Partnership Activities STEP 1: Each community college is responsible for verifying, revising, and adding any and all equivalencies between themselves and their partners. STEP 2: Each community college is responsible for creating and verifying the accuracy of their degree requirements. STEP 3: At agreed upon intervals, the community college transmits their own Electronic Transcripts to the Reverse Transfer Server. STEP 4: Community College then sends the spreadsheet of all eligible students to the USM where EDI Request for Transcripts records are created and disseminated to the partner institutions. STEP 5: The partner institutions transmit electronic transcripts to the Reverse Transfer Server. Reverse Transfer Server (RTS) STEP 1: Each day that a community college and/or partner institution transcript(s) arrive at the Reverse Transfer Server (RTS), an evaluation will be run for all student-matched transcripts against all degree programs in the database. STEP 2: For each evaluation, an will be sent to all registered administrative personnel. The will provide a link to a Reverse Transfer Server site where the results from the evaluations are presented in ascending order for number of credits outstanding to complete a degree. That is, those who are at the top of the list have satisfied the requirements for the degree or have the fewest credits remaining to complete. 38 OTHER STRUCTURAL WORK IN PROGRESS Examination of State statute and Code of Maryland Regulations for possible revision to support reverse transfer Development of statewide communications with stakeholders Establishment of timeline for data collection/reporting Development of a standard statewide memorandum of understanding which establishes institutional reverse transfer partnerships and includes common elements (institutional roles and responsibilities, transcript review schedule, data reporting schedule, standard operating procedures, and cost sharing). Institutions will be able to add a section of specific conditions provided they do not interfere with the statewide requirements Maryland Higher Education Commission monitor the progress of reverse transfer processes, and collect data on student performance.
