2 K-12 REQUIREMENTS school year: Beginning with in-coming 9 th grade, students must enroll in a math course each year they are in high school. The goal is Algebra II competency. MSDE adopts regulations that fulfill the requirement. Math related career and technology program courses will fulfill requirement. Requires a plan with higher education to improve counseling services : Assess no later than 11 th grade college readiness. Ready for college-level credit bearing course work in English/Language Arts, Literacy and Math using acceptable college placement cut scores : MSDE, LEAs and Community Colleges develop and implement transitional courses to be delivered in 12 th grade for students not college or career ready. Reassessment required after course completion. 2

3 COMMUNITY COLLEGES REQUIREMENT COLLABORATION : Work with MSDE and LEAs to develop transitional courses or other institutional opportunities for those students in 12 th grade that are not college or career ready. 3

4 GOALS Section % of Maryland s adults age 25 to 64 will hold at least an associate s degree by All degree-seeking students enrolled at a community college will earn an associate s degree before leaving the community college or transferring. 4

5 TRANSFER AGREEMENT Section Required by July 1, 2016 MHEC with higher education collaboration will develop and implement one statewide transfer agreement. At least 60 credits of Gen. Ed., elective and major courses toward an associate of arts degree or associate of science degree transfer. Any public senior higher education institution toward a bachelor s degree 5

6 REVERSE TRANSFER Section Required by July 1, 2016 (Business as usual until then) MHEC with collaboration shall develop and implement one statewide reverse transfer agreement. At least 30 credits transfer if they are toward a bachelor s degree. COMAR 15 credit hours 45 credits OK Aggregate credits from numerous institutions count. 6

7 INCENTIVES Section Implementation: Fall Semester 2013 MHEC and each public higher education institution shall develop and implement incentives for students to obtain an associate s degree before enrolling in a public senior higher education institution. 7

8 NEAR COMPLETERS MHEC and higher education colleges shall create a statewide communications campaign to identify near completers and encourage re-enrollment. Requires a centralized contact point MHEC person Near completers: GPA 2.0 on a 4.0 scale 45 credits earned MHEC will provide incentives to near completers. MHEC will provide incentives to community colleges for this program. Colleges may institute their own near completer programs. Use of all available resources is designated. MHEC responsibility By December 1, 2013, MHEC must submit a report on incentives and communication plans to the General Assembly. 8

9 DEGREE PLANS Section Implementation: Fall Semester 2013 Community college students seeking an associate s degree must have a plan to completion when they enter. Requires advisor consultation in major General advisor consultation if advisors are not assigned by major 9

10 PATHWAY SYSTEMS Section Implementation: Fall Semester 2013 Community colleges must identify pathway systems to graduation for degree seeking students. Pathway must include benchmarks for academic majors and gen. ed. program for undeclared majors Pathway must include credit-bearing math and English within the first 24 credit hours of courses for first-time degree-seeking students. Pathway must allow students in the developmental course in math, reading or English to concurrently or following semester enroll in credit bearing course for the remedial course just taken. Benchmarks must include: Credit and course criteria that equate to satisfactory progress to degree Review with advisor of benchmarks must be scheduled event Students falling behind must see advisor before registration occurs. 10

11 CREDITS FOR A DEGREE Section Implementation: Fall Semester 2015 AA = 60 credit hours with exceptions More than a 2 year associate s degree Accreditation requires more Certification requires more Boards of trustees with consultation from MHEC may approve additional exceptions. 11

12 DUALLY ENROLLED STUDENTS Section 18-14A-01 Implementation: Fall Semester 2013 Summer school unaffected in 2013 Allows for credit and non-credit courses Definition: Students enrolled in a public high school in the State while enrolled in a public institution of higher education in the State Does not include private school students Does not include homeschool students Argument of the Absurd 12

13 DUALLY ENROLLED STUDENTS CONT. A public institution of higher education may not charge tuition to a dually enrolled student. The LEA shall pay the tuition costs for dually enrolled students. Tuition scale: Determined by the number of courses Category #1: First 4 courses Community colleges charge 75% of tuition or 5 % of per pupil foundation amount.** Category #2: 5 or more courses Community colleges charge 90% of tuition or 5% of per pupil foundation amount.** Category #3: Agreements prior to July 1, 2013 If lesser than categories 1 or 2, then agreement is basis for tuition. 13

15 FEES Bill is silent on fees. Recommendation: Dialogue with LEA Determine where student pays fees. Work with the LEAs financial officers. 15

16 LEA COSTS LEAs may recoup costs from students. Category #1: First 4 courses LEAs may charge students 90% of 75% or 5% foundation. Category #2: 5 or more courses LEAs may charge student 100% of 90% or 5% foundation. Existing agreements may determine costs. LEAs cannot charge FARMS students. 16

17 AWARENESS OF DUAL ENROLLMENT PROGRAM Section 18-14A-05 LEAs must make students aware of program (must meet mutually agreed upon enrollment requirements). Section LDS Center must report to Governor by December 15 each year disaggregated data on program by school system. Numbers of students Numbers and names of courses 17

18 OTHER REQUIREMENTS Section : P-20 beginning on December 1, 2014, and every 2 years must report to Governor on the progress of implementing college and career readiness. Section ARTSYS System: MHEC with segmental advisory must report to Governor and all agencies on a course articulation system. ARTSYS must be reviewed. Review of alternative systems must occur. Costs Implementation MHEC must make recommendations for a system that maximizes degree credit transferability. Due 12/1/2013 MHEC, MSDE, USM, Morgan, St. Mary s and MACC must report on fiscal impact of dual enrollment program. Due 12/31/2017 By LEA By Community Colleges 18

July 1, 2013 Dialogue with LEA regarding billing and fees. July 1, 2013 Determine the fiscal impact of dual enrollment. December 2017 Determine a process for utilizing incentives received from MHEC for near completers campaign. Determine usage of available institutional funds for near completers campaign. 22
