LINC: Language Instructions for Newcomers to Canada classes ELT: Enhanced Language Training ESL classes are available all over Ontario from community agencies, schools boards, community colleges and universities. Some private institutions also offer ESL classes for a fee. Anyone can enroll in most ESL classes. LINC classes are offered, at no cost, by an array of organizations and funded by the Government of Canada. These lessons are only for Permanent Residents, Convention Refugees, or persons whose application for Permanent Resident status is being processed and who has been informed of the initial approval of the application. You must be 18 years old to be accepted.
