Sunday, June 22, 2003 Milwaukee, Wisconsin Present Mark King Tom Brophy Brian Lucas Amanda Brooker Joe Brooker Jahn Hanshaft Ken Stark Tim Marquardt Robin Buckley Carl Korz Milwaukee Tournament Special thanks to Robin Buckley, Jahn Hanshaft, Tim Marquardt and Tom Brophy for coordinating the Brewtown Shootout-the event raised money to aid in Diabetes research. The event was held at Uiehlein Park in Milwaukee on the weekend of the 21st and 22nd of June and featured high school and club games. Congratulations to Windy City Lacrosse, Kansas City Lacrosse Club and Lincoln Park for taking 1st, 2nd and 3rd respectively. Additional congratulations to Holland (Michigan), Middleton and Verona for taking 1st, 2nd and 3rd in the high school division. Review of WLF Directors, Committee and Representative Positions The committee reviewed current positions and noted the following changes: High School Coaches The high school coaches' directory was amended to add John Lombardi as the Green Bay/ Southwest Coach USWLA Representatives Ryan McLaughlin is no longer the USWLA rep for the College Coaches due to a move from the area. This leaves a vacancy that has been added to the "Coaching/Volunteering Opportunities Sheet"

Executive Committee Joe Brooker has filled the 2nd 'At Large' position Carl Korz has filled the 'Secretary' position Committee Chairs Jahn Hanschaft has moved into the Finance Chair Position formerly held by Brian Markwald. Additionally, Jahn will now be handling the Fundraising Chair Position formerly held by John Chatham. Tom Brophy has taken the Membership Committee Chair formerly held by Chris Borg Additionally, Tom Brophy will be assisting in the development of a tournament committee for all WLF Tournaments. Joe Brooker has volunteered to coordinate the effort on the high school tournament level. Wisconsin Lacrosse Federation Department Coordinators Debbie Scheid has replaced Robin Zaks as the Girl's Youth Club Coordinator. She can be contacted at fivescheid@aol.com Wisconsin Lacrosse Federation Representatives Debbie Scheid will also be replacing Robin Zaks as the Girls' High School and Youth Club Representative. Please see above for contact information. Other There were strong sentiments from the board that further definition of positions would be necessary to recruit the individuals necessary to develop Wisconsin Lacrosse. Additionally, a suggestion was made to create a section of the WLF website devoted to coaching and other volunteering opportunities. Increasing visibility of these opportunities through the website and other channels is to receive increased emphasis. WLF Meeting Attendance Expectations/ Protocol for Adding Items to Meeting Agenda The executive board is expected to attend all WLF meetings. Although executive board holds voting responsibility, all WLF members are invited to the meetings.

If a member would like to be added to the agenda to discuss an issue, the member should contact their representative who will have them added to the agenda at an upcoming meeting. Wisconsin Lacrosse Financial Report and Issues Jahn Hanshaft reported that we received our quarterly check from US Lacrosse. It was explained that US Lacrosse returns a small percentage of dues are returned to the state chapter for operations. To date, our account is close to $300. Most of the money will be used to fund the WLF website. Jahn explained that additional benefits of our dues are coverage through US Lacrosse, compliance assistance and the intangible benefits of association. Tom Brophy offered to clarify these in his role as membership representative. Jahn pointed out that fundraising would be critical to operate WLF. He offered to take over the Fundraising Chair in an effort to advance the cause until a replacement can be found. Tournament Committee and two WLF organized tournaments Tournaments were recognized as an issue that needed to be addressed as the WLF develops. Two tournaments were discussed and suggestions were made. Indian Summer Fest Robin Buckley encouraged the group to approach the Indian Summer Fest Tournament organizers to determine how we might be able to help them create a successful tournament that still falls within the scope of their vision of Indian Summer Fest. Creating this synergy might be helpful to both parties. Wisconsin State Championships-Men and Women for Youth, High School, College and Post College Madison was commended for a hosting a successful state high school championship-congratulations to Middleton High School. Additionally, there was much discussion about how to best handle future tournaments given the fairly rapid growth of the sport in the state, the desire to remain inclusive and the prohibitive distances between lacrosse teams.

Amanda Brookner made a suggested that 'sectionals' leading to a final four may solve some of the challenges. Additional suggestions to model tournaments on any existing WIAA protocol may aid in our goal to be recognized as a WIAA sport. The need to have accurate and consistent record keeping methods was also a point of discussion. Citing the many different issues that needed to be addressed regarding tournaments, Tom Brophy offered to chair the tournament committee that would oversee the development of WLF tournaments to include Mens' and Womens' Youth tournaments, High School tournaments, College and Post-College. Any interested members can reach Tom Brophy at tjbrophy@aol.com or Creation of a WLF directory All directories, with the exception of the officials directory, were updated and will be placed on the WLF website. The officials' directory will be handled by Sid Flanders. Expanding the base of lacrosse referees Special emphasis was placed on expanding the roster of referees. Suggestions were made to find a volunteer that might aid Sid Flanders in coordinating and recruiting referees while Sid continues to focus on the clinics and referee training. This position would try to develop ''cross-over" referees from basketball, soccer and hockey. Looking inward to club teams and recent high school graduates was also encouraged. Until such a position can be created, it was suggested to try a similar function on a local level. Ken Bice of MALA was cited as a member who has been successful with just such an approach. Promotion of Lacrosse in Wisconsin at all levels and genders throughout the state It was noted that Madison West and Verona had done a great job in pulling together their womens' lacrosse team and should serve as models. Officials' Report There is no officials' report at this time

Fundraising for the WLF Jahn Hanshaft agreed to look into fundraising opportunities. Changes to the WLF Mission Statement, By Laws, Rules and Regulations, and Agreement with U.S. Lacrosse a. Mission Statement Update The Mission statement is currently "To expand the game of lacrosse in Wisconsin." It was noted that there were suggestions to amend the statement. It was determined that it would suffice in its current state but that it could be amended in the future if necessary. b. By Laws Update Deferred to next meeting c. Rules and Regulations Please send all questions and concerns to Mark d. U.S. Lacrosse Agreement No information at this time Conduct and Sportsmanship Additionally, there was heavy discussion regarding on the field misconduct and poor sportsmanship from players and coaches. Robin Buckley referenced the "Honor the Game" contract that might help clarify the culture of integrity, learning and sportsmanship that we seek to advance. Identification of Conflicts of Interest As they pertain to the fair and equitable growth of the federation and, in turn, the growth of the sport, conflicts of interest are to be avoided. A system of equal representation paired with a good system of checks and balances will help the WLF avoid these. Constant, timely communications about decisions that will affect those within WLF or local chapters will help prevent conflicts of interest by providing ample time to review them.

Additionally, increasing communication about volunteer opportunities within WLF will encourage diverse view points and help us grow beyond the unavoidable early stages of an organization in which a small amount of people are holding multiple positions. Members are encouraged to help in the system of review by sending comments to Mark King or Robin Buckley. Political barriers that exist in youth sports relating to tourneys, seeds, regions, etc. No report at this time Setting up teleconferencing for state meet Teleconferencing is currently being researched. If any member has any insights, please contact Mark King. In the mean time, Carl Korz will be pulling together user lists. Creating scholarships for potential lacrosse players Brian Lucas proposed the creation of a scholarship for a WLF member. The idea was recognized as one the organization would like to pursue, yet there were too many ideas to settle on one as the best. It was agreed that it needed to be researched further and followed by a proposal. Anyone interested in such a project should visit the 'Coaching/ Volunteering Opportunities' area of the website or call Mark King or Brian Lucas. Establishment of Chapter Commitments This was postponed until the next meeting. Improving Communication Increased information on our current website and distribution of materials to state chapters were considered immediate areas for focus. Carl Korz will be coordinating user groups to better facilitate communication. All Star Teams for Men and Women There was discussion regarding accurate state record keeping, a selection committee and current iterations of an "All-Star" team. It

was agreed that this needed to be an area of focus. Please see volunteering opportunities. Change of Meeting Dates Contingent upon board members approval the next meeting will be August 23rd at 12 noon in Fond du Lac. The location is Juke Box Charlie's Restaurant. Coaching/ Volunteering Opportunities A generic 'coaching and volunteering opportunities' tab will be added to the web site. Further defined positions will also be added. The following areas were identified as coaching or volunteering opportunities. *Marquette University High School Coach (Contact Mark King) *College Coaches USWLA Representative for the Men's Game (Contact Mark King) *Athletes USWLA Representative for the Women's Game (Contact Mark King) *Tournament Committee Chair (Contact Tom Brophy) *Referee Development-State Level (Contact Sid Flanders) *Scholarships-Research and Development (Contact Brian Lucas) *All Star Team---R + D (Contact College, High School or Youth Coordinator in your area) *Fundraising Chair (Contact Jahn Hanshaft) Feb. 11 Board Notes (Nitty Gritty, Madison, Wis.): *Several people were going to check into setting up vendors for teams. This will also be posted on the web page along with the minutes from the meetings. *June 21 and 22 is the date of the Milwaukee Shoot Out, sponsored by the Milwaukee Lacrosse Club. A high school/ youth tournament is to be held in conjunction with the men's tournament. *The Mad City Shoot out will be held April 26 and 27. This is a college and men's club tournament sponsored by the UW-Madison men's lacrosse team. All are welcomed and encouraged to come and watch. There will be a meeting during this weekend to discuss the development of a USLIA college lacrosse conference that would include the University of Wisconsin, UW-Whitewater, Northwestern, UW- Lacrosse, UW-Platteville, Marquette, Northern Illinois, Illinois State, Augsburg, and St. Mary's. Any other schools that are interested are to contact Hal Rosenberg. This conference is being put together for men's competition, but the University of Wisconsin's women's team will be represented at the meeting if any other state women's college level club teams would be interested in going. *A proposed date of Friday, Saturday, and Sunday June 13, 14, and 15 is being set for the 3rd Annual Madison Bullrush Lacrosse Jamboree sponsored by the Madison Lacrosse Club and Madison Area Lacrosse Association. This is a High School aged summer lacrosse tournament. A youth aged tournament may also be held in addition to the high school level. *The weekend of May 31st and June 1st is the proposed date for the high school state boy's lacrosse tournament. The proposed idea was to have an eight-team state tournament. Teams would qualify as follows: Superior would qualify being the only team from the northern area to represent the northern area. One team from the Milwaukee area who are looking at having possibly three teams participating (Marquette University High School, University School, and Nicollet High School) three teams coming from the Green Bay area depending on how many teams will be participating in that conference, and three from the Madison area. This is all proposed and will be finalized on an agreement from the Green Bay area coaches and Matt in Superior. *A refereeing clinic is scheduled to be held sometime in the first weeks of April. More will come of that as soon as Sid and Ken have it established

*A coaching clinic was discussed to take place around the same time. We need to find out the availability of an instructor from US Lacrosse to see when that will be.
