2 Technical Questions RFP# Brighton Utility Location & Survey Services: 1. According to Quality Level A Tasks section F of the Scope of services it states that: Elevation of top and/or bottom of the utility tied to the project datum, to a vertical accuracy of +/ feet (15 mm) for the sewer system. The same accuracy is expected where test holes are performed on both the water and the sewer systems. All other locations are sub-meter accuracy horizontally and +/ vertically. Would you like the horizontal accuracy for the test holes to follow the same vertical +/ range? RESPONSE: The horizontal accuracy for the water and sewer system test holes may be sub-meter accuracy. 2. In the CAD Format section of the Scope of Services document it states: All symbology shall be based on the recognized national industry standard for surveying & drafting practices. Can you please provide a link or document showing the specific standards you are wanting? RESPONSE: Contractor shall use the symbology used by STOF s Contractor on the prior utility location projects as shown on the attached example from the Immokalee Reservation project. 3. In the GIS Format, the scope is asking for A Geometric Network for all datasets. Being that a geodatabase with its feature classes are needed to produce said Geometric Network, would it be acceptable to work within and submit a single geodatabase containing the geometric network and associated features, rather than shapefiles? RESPONSE: STOF can provide an XML file of the developed Utility GIS Format for the Contractor s use as a template and to populate and build the Geometric Network. 4. Are additional fields able to be added to feature classes? For example, can a notes or comments field be added to the water main feature class? a. If yes, would you like photos and videos to be hyperlinked to their respective potholes? RESPONSE: Notes and comments may be embedded in the files provided that no additional compensation is requested. Photos and videos are not required. 5. If available, can we please receive a listing of any local tribal contracting firms available for sub consultant work? RESPONSE: A list of firms is attached. 6. Is it possible to clarify where the STOF stands in the development of their GIS? Can the STOF supply an image of the utilities systems model for use in ArcMap for the consultants use in preparing a project approach for the submission? RESPONSE: The STOF GIS database structure has been completed. Please clarify your request for an image of the utilities systems model. 7. Is it the intent of the STOF for the consultant to provide assistance and suggestions about issues such as other data items to be included as utility system attributes? RESPONSE: No.

3 8. Test Holes (soft digs and hard digs) being the most expensive method of collecting utility data are normally performed after all other mapping is generated by non-digging methods. A schedule of proposed Test Hole locations and justifications is usually made after the base utility mapping and CAD files have been generated. On the Bid form several items 5, 6, 9 and 16 reference option of utilizing soft or hard digs where information on depths is required. Are we to assume that the cost of any such required soft or hard excavations is not included in the Lf (Lineal foot) cost, and that the use of the Soft or Hard Dig excavations is subject to some prior approval? RESPONSE: The cost for excavations are not included in the linear foot quantity shown on the bid form. They are covered under the Digs quantities. Formal approval from STOF is not necessary prior to excavations. Contractor will be required to review their specific excavation plan with STOF s field representative prior to each week s work.
