1 1.0 SCOPE. This SOW defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) single mode (SM) fiber optic cable (FOC), copper core cabling and conduit system at Randolph AFB, TX. 2.0 SPECIFIC TASKS/REQUIREMENTS. Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, and materials provided shall be new and not refurbished. No equipment, supplies, and material, will be provided by the government. Any distances provided in this SOW are approximations and should NOT be used for ordering materials or determining duct lengths. Contractor is responsible for verifying distances. 2.1 Outside Plant Requirements. Contractor shall EFI&T; a continuous length of 12-strand single jacket/single armor single mode optical fiber cable; 2 x 4 PVC conduit system. The following List of materials (manufacture specific) shall be used by the contractor to terminate the 12-strand single mode fiber cable. Rack mount housing Corning CCH-04U 1 ea. Panel-ST-6 port Corning CCH-CP06-19T 2 ea. Buffer tube fan out kit Corning FAN-BT ea Existing Maintenance Holes. Contractor is responsible for pumping out maintenance holes/ handholes. Water from maintenance holes/handholes shall be pumped into the storm drain system unless it is not available; then it may be pumped out onto the surrounding ground, as long as there is no impact to roads, driveways, or vehicle traffic. Mud and debris shall be disposed of IAW base requirements Cable Racks and Cable Rack Supports. Cable racks shall be installed in maintenance holes as required. Telecommunications industry standard cable hooks of the appropriate length shall be provided. Cable hooks shall be secured using cable rack locking clips Labeling. Contractor shall label all equipment and cables they install in accordance with the examples given in paragraph New ducts shall be permanently labeled on the wall of each maintenance hole indicating the connecting maintenance hole at the other end of the duct (for example, To MH-200 ) Shield Bonding Connectors. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc. shall maintain cable shield (armor) continuity at splices and ground connections. Bonding connectors shall be IAW RUS Bulletin 1753F-803 (PE-323) or equivalent Grounding and Bonding. Bldgs Telecommunications room (TR) in which the optical fiber cable is to be terminated, there is either a telecommunications main grounding busbar (TMGB) or a telecommunications grounding busbar (TGB). The optical fiber cable shield (armor) shall be connected to the busbar using hardware and a grounding conductor (No. 6 AWG green insulated wire) suitable for the application. The grounding conductor shall be tagged with a nonmetallic tag as close as practicable to the point of termination in a readable position. Information on the tag shall contain the following information, If this connector or wire is loose or must be removed, please call Base Communications Office or some similar wording. Although it is not anticipated that any splicing will be required in a maintenance hole, should there be some practical reason that a splice be made, the cable shield (armor) shall be bonded and continuous throughout the cable length. In addition, the splice case shall be bonded to the maintenance hole bonding ribbon, if it exists Cable/FODP Tags. All tags shall be permanently labeled, easily visible and corrosion resistant. Install cable tags in all maintenance holes/handholes and fiber optic distribution panel (FODP) locations. When cables pass through a maintenance hole put a tag on the cable, approximately 2 feet from each duct entrance. Information on the cable tag shall identify cable by size, type, cable number and count. The same information shall appear on the Contractor s completed as-built-drawings. 1

2 For example: A144L8.3F FO 1074-MH203A, 1-12 FODPs shall be stenciled/marked with black ink or paint or adhesive backed decals in letters and numbers. If the manufacturer has not identified the sequence in which the ports on FODPs are counted, the Contractor shall provide designation labels/strips to identify the sequence in which they are counted. Each splice tray shall be marked to identify the fiber count contained in the splice tray. The marking shall identify the FODP by number (building number), cable number, and count. Note: If there are multiple FODPs in the building or room, the FODP number may need to be followed by a suffix i.e., an alpha designator or similar character. PM will advise. For example: FODP-1074 FO 1074-MH203A, Cable Terminations. Fiber optic cables shall be terminated (ST connector) at the FODP by direct connection (install connector directly onto the incoming optical fiber) using fan-out kits. Fan-out kits shall be 47 in length FOC Maintenance Loop. Maintenance loop consisting of 50 feet (minimum) of fiber optic cable at maintenance hole and in the TR. All maintenance loops installed within maintenance holes shall be supported by two cable hooks, which are to be positioned so the highest one supports the underside of the top of the coil and the bottom hook supports the underside of the bottom of the coil. Maintenance loop shall have a cable tag Conduit System. (Ref Attachment for drawing). When trenching, contractor shall follow JBSA Randolph, TX Standards (RAFB Specification Dated 06/15/99, Rev. 20/05/03, Paragraph 4.1), which mandates that conduits installed in the open trench shall be encased in concrete of minimum 3000 lbs. per square inch compressive strength irrespective of whether or not they are in the path of vehicular traffic. Do not restrict the flow of traffic. 200 feet of two (2) 4 conduits between MH 203A and South East corner of B1074. A 1/4 pull rope shall be placed in each duct; all ducts shall be sealed with duct plugs. A 2 x2 x12 pull box shall be installed on the southeast corner of B1074. Two (2) 4in wall cores will be required for entrance to communications room. 3 packs of 3 3-cell flexible geo-textile multiple cell nondetectable innerduct in a vacant/newly installed conduit from manhole 203A to pull box on South East corner (approx. 300 ) Composition. Ducts shall be corrosion resistant and 4-inch inside diameter (I.D.) round or metric equivalent and be made of EPC-40 Polyvinyl Chloride (PVC) (Schedule 40) IAW NEMA TC-2. Ducts shall be appropriately labeled indicating the composition material. Ducts shall have a sleeve or bell end type coupling and shall be watertight when assembled Installation. Installation of underground conduits/ducts shall be IAW RUS Bulletin 1751F-643 and RUS Bulletin 1753F-151. Ducts installed beneath roads, sidewalks, parking areas, other paved surfaces or areas to be paved, etc. shall be installed a minimum of 40" below grade. All ducts will be encased in 3000 psi concrete not just capped. Drain slope of ducts shall be accomplished IAW Bicsi Outside Plant Design Reference Manual (OSPDRM) Conduit Bends, Sealing and Mandreling. All bends between maintenance holes shall be a minimum 40-foot radius with the sum of bends in all directions not exceeding a total of 90 degrees. Ducts shall have bell ends and enter a maintenance hole perpendicular to the surface of the wall through which it is entering. All ducts entering a maintenance hole shall be sealed. Universal duct plugs or removable putty or 2

3 foam sealants may be used. Upon completion of conduit sections, a test mandrel 6.3 mm (¼ ) to 12.7 mm ½ smaller than the inside diameter of the conduit shall be pulled through each conduit to ensure proper alignment. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc Entrance Conduits into Existing Maintenance Hole. When new entrance conduits/ducts or sleeves are required, the Contractor shall bore and install the necessary holes and install the ducts or sleeves, if there are no existing knockouts. Contractor bored holes shall be fitted with duct terminators to accept 4- inch I.D. schedule 40 conduit. Penetration shall not be in such a location through the wall as to block use of existing ducts in the maintenance hole. New ducts shall be a minimum of 18 inches from either the maintenance hole floor or ceiling, if practical. Ducts and openings around ducts shall be sealed to prevent water from entering the maintenance hole Utility Separation. When communications ducts cross either power duct or buried power cable, maintain a minimum separation of 3 inches of concrete or 12 inches of well-tamped earth between the two or 12 inches of well tamped earth when parallel; for pipes (e.g., gas, water, oil) maintain 6 inches when crossing or 12 inches when parallel Conduit Spacers. Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of four (4) spacers per 20 feet and cable warning tape shall be buried one (1) foot below the surface and shall follow the duct route. The tape shall be a minimum of three inches wide and orange in color with the appropriate warning message Fiber Optic Cable Installation. Cable shall be single jacket/single armor, loose buffer tube, water blocked, single mode, outside plant (OSP) cable suitable for underground applications. The cable shall meet RUS 7 CFR criteria; shall comply with industry standards with regard to manufacturers cable marking, jacket, rip cords, waterblocking fiber color coding, jacketing materials, etc. In addition, the fibers shall comply with industry standards with regard to mode field diameter, core cladding concentricity, attenuation, and dispersion characteristics at 1310 nm and 1550 nm. Contractor shall coordinate the cable installation with the so as to minimize impact on building users. The intent is to install the cable in one continuous length, to the extent that it is practical. The Contractor shall determine whether or not there is some practical reason for an intermediate splice in the cable at some maintenance hole/handhole between the cable end points. If an underground splice is necessary, it shall be accomplished IAW commonly accepted telecommunications industry practices for fusion splicing optical fiber cable and sealed with a splice case suitable for the application. If a splice case is installed in a maintenance hole/handhole it shall be pressure tested IAW the manufacturer s instructions. If a splice case leaks, it shall be reinstalled and retested. A coil of 50 feet of maintenance loop in MH-203A and at the termination point in the TR. Rack the fiber cable using black cable ties and place identification tags at entrance and exit points in manholes, and building. Install one 7 high, 19 wide 2 post rack, in the building TR. Also install cable tray above the equipment rack. The cable shield will be bonded to the Telecommunications Main Ground bus-bar (TMGB). All ducts with or without cable shall be sealed with duct seal. Cable identification data shall be stenciled on the fiber housings using ½ stencils From MH 203A to Bldg Contractor shall install a 12-strand FOC from MH-203A to Bldg 1074 TR (approximately 250 (not including mx loops)). A 12 strand fiber, single mode, loose tube, armored, dry filled, outside plant cable shall be installed in 1 of the 3 vacant inner-ducts (MaxCell). The cable shall be tagged as it enters and exits rooms, buildings, manholes and at each termination point. The fiber will be terminated in rack mounted housings in the building by the contractor. All 12 fibers shall be terminated using ST-type connectors, use Corning rack mount 2 each 3

4 housings (CCH-04U) with Corning, 6 port panels (CCH-06P-19T), and Corning fan out kits. At MH203A the 12 strand fiber shall be fusion spliced into the existing Coyote Splice enclosure labeled (A72L10F FO-04F1-72) utilizing the next available 12 pair of fiber optics. The fiber splice enclosure shall be properly resealed and pressured tested to a max of 7-9 Psi. This is required, enabling the parts and system to be compatible with the current Randolph AFB outside plant infrastructure. Fan out kits must be no shorter than 47 long, no splicing is permitted Bldg Contractor shall install one (1) 12-port FODP in equipment rack. The FODP shall be populated with 6-port (ST) connector panels Copper Core Cable Installation. Cable shall be 100 Pair Copper core cable 24AWG filled OSP PE39 standard Color Code Cable. It shall be installed in the opposite duct of the fiber optic cable. A pull rope shall also be left inside of duct and the cable shall be tagged as it enters and exits rooms, buildings, manholes and at each termination point. The copper cable shall be terminated in the building by the contractor. Place, secure and tag a 50 maintenance loop in MH-203A, and at termination point. Rack the fiber cable using black cable ties and place identification tags at entrance and exit points in manholes, and building. The cable shield will be bonded to the Telecommunications Main Ground bus-bar (TMGB). This is required, enabling the parts and system to be compatible with the current Randolph AFB outside plant infrastructure From MH 203A to Bldg Contractor shall install a 100 pair copper core cable 24 AWG filled OSP PE39 standard Color Code Cable from MH-203A to Bldg 1074 TR (approximately 250 (not including mx loops)). In MH 203A the 100 pair copper cable will be spliced into an existing splice enclosure labeled CA 03, The 100 pair copper cable will utilize the last 100 pair count of the adjoining cable (CA-03, ). The contractor shall use Tyco Amp Picabonds ( ) to splice into existing copper cable. The splice case enclosure will require a new 9 ½ endplate and shall be pressure tested to a max 7-9 psi Bldg All 100 pairs shall be terminated in a building entrance terminal using Circa 66in-66 out / with splice chamber (1890ECT1-100). The building entrance terminal will require 200 Circa Surge Protection Modules Solid State Standard series (C3B1S) Site Restoration/Debris Removal. Restoration, Turf areas, pavements and facilities that have been damaged from any operation including driving on turf, shall be restored to original condition at no additional cost to the Government. All excavations other than building foundations, must have site restoration (sod, hydromulch, pavement or other scheduled restoration), completed within 14 calendar days (excluding approved rain delay days) after excavation has been initiated. Turf Area Preparation. All areas that have been disturbed by any of the demolition, construction, maintenance, repair work, or driving vehicles or equipment, shall be thoroughly prepared for new turf by tilling the soil to a minimum depth of 152mm 6 inches. All rocks (larger than 1/2-inch diameter and not more 0.5% by volume of the area) and foreign material shall be removed. For sodding, sufficient soil shall be removed to have the new soil level with the existing sod after it has been thoroughly watered a rolled in place. For seeding, a 2-inch layer of select topsoil shall replace the existing 2 inches of tilled soil and then the seed with required fertilizer shall be scarified into the surface. For mulching, a 2-inch layer of existing tilled soil shall be removed and replaced with a layer of select topsoil before the hydromulching process. 4

6 2.5 Testing Pre-Installation Testing. The Contractor shall test all copper and fiber optic cable prior to installation to establish a baseline and provide test results to the. The Contractor shall perform pre-testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. The Contractor shall conduct on-site testing IAW I3A installation practices. Contractor shall participate with the Government in testing the complete communications system Test shall include: Fiber continuity and length Establish the total allowable link loss attenuation threshold for the pass/fail criteria by completing the designed link attenuation formula. Bi-directional power meter testing. Bi-directional OTDR test Post- Installation Tests. Acceptance tests for both fiber optic, copper cable and CAT 6 installed shall be performed in accordance with I3A Standard, Para Additionally, all SM FOC installed shall be tested in accordance with ANSI/EIA/TIA (OFSTP-7), Para. 5.1 Method A.1. Contractor shall calculate passive Cable System Attenuation loss on the link(s) being installed. Calculated loss will total the sum of fiber cable attenuation coefficient (db/km) X Length (km), connector attenuation (db), and splice attenuation (db). This calculated loss shall accompany test readings and will be the maximum acceptable reading for the Government. Attenuation coefficients for fiber cable, connectors and splices are available from the ANSI/EIA/TIA 568 Standard. All test results must be reviewed and approved by the assigned P representative prior to completion of this project. Any identified test results not meeting industry standards must be corrected, retested, and resubmitted to the official for final review prior to payment. 3.0 GENERAL INFORMATION. 3.1 Period of Performance. The anticipated period of performance shall be 120 days after the Notice to Proceed. 3.2 Place of Performance. The place of performance is Randolph AFB, TX. 3.3 Hours of Operation. Contractor shall work during normal operating hours of 7:00 AM 4:00 PM, Monday through Friday, excluding federal holidays. Mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Contracting Officer/COR at least 10 calendar days in advance. 3.4 Warranty. Contractor shall provide a one year warranty or manufacturer s standard commercial warranty, whichever is longer. Warranty shall include a one year workmanship warranty, which starts from the date of system and/or project acceptance. The Contractor shall provide written procedures and required information for warranty services at or prior to final acceptance. 3.5 Security. Contractor shall be required to work in secure/controlled areas (Bldg 100 and Bldg 499 equipment rooms). The Contractor shall process a Site Access Letter. This letter shall identify the names, social security numbers, driver s license numbers and state of issue, and birth date of the personnel who will performing on this SOW for required background check by Randolph AFB Security Forces. During project 6

9 4.5 Test Plan (CDRL A005). Contractor shall provide a test plan as to how the system shall be tested to demonstrate to the Government that the system is fully operational and meets requirements and that the system is fully ready to be placed into service (CDRL A005). Prior to the start of testing, the contractor will notify personnel 72 hours in advance to provide a representative from the to witness testing. All fiber strands will receive acceptance tests. 4.6 Test Report (CDRL A006). The Contractor shall provide a test report of the results of the testing accomplished under the installation test plan no later than 10 days after test(s) have been completed. 5.0 INSPECTION AND ACCEPTANCE. Inspections/final acceptance will be made on each separate building/facility as completed by the Contractor with the following additional provisions: 5.1 The Contractor shall give the a minimum of 2 working day notice for all requested inspections, including pre-final and final inspections. Inspections shall be staggered such that two inspections will not occur at the same time. Incomplete work will not be accepted for final inspection. 5.2 Contractor will make sure that the work is ready for all inspections. Presence of an unreasonable number of deficiencies will result in the inspection being rescheduled. Rescheduled inspections shall be requested 48 hours in advance. After completion of all pre-final/final inspections, a list of the noted deficiencies will be provided to the contractor. 5.3 Final Acceptance. Contractor shall schedule a final project walk-through with the five (5) calendar days prior to acceptance. The contractor shall submit a DD Form 1354 for the infrastructure within 10 days of completion of project and that FINAL PAYMENT cannot be made until this is completed. (CDRL A007) 6.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES. 6.1 Storage. On-base laydown and storage areas are available. Coordinate through. 6.2 As-Built Drawings. The Government will provide to the Contractor three (3) D size copies and an electronic copy of the Communications and Information Systems Installations Records (CSIR) relative to this requirement. These drawings are for Contractor as-built (CDRL A001) and informational purposes and to assist the Contractor in locating buildings and manholes and for identifying the proposed cable route. The Contractor shall verify the accuracy of information contained in the records if the information is to be incorporated into the Contractor s design. Any deficiencies or inaccuracies in the records (relative to this requirement), or conflicts (manhole locations, conduit vacancy or occupancy) between the records (or this SOW) and actual conditions, will be documented by the Contractor and identified to the. 6.3 Security.
