The cable must meet the requirements stated in this specification. 1. FIBER CHARACTERISTICS: All fibers in the cable to be usable fibers and meet the required specifications. Each optical fiber will be surrounded by a concentric silica cladding. All fibers used on the project shall have matched clad design. Core Diameter: 8.3 µm. Cladding Diameter: ± 1.0 µm. Core-to-Cladding Offset: < 0.8 µm. Cladding Non-Circularity: < 1.0%. Coating Diameter: 245 ±10 µm. Colored Fiber Diameter: nominal 250 µm.
2 Page 2 of 6 Attenuation Uniformity: No point discontinuity greater than 0.40 db at 1310 nm or 0.30 db at 1550 nm. Attenuation at the Water Peak: The attenuation at 1383 nm must not exceed 2.1 db/km. Cutoff Wavelength: < 1260 nm. Mode-Field Diameter: 9.30 ± 0.50 m at 1310 nm, ± 1.00 m at 1550 nm. The coating is to be a dual layered, UV-cured acrylate applied by the fiber manufacturer, and is to be mechanically strippable. 2. FIBER PARAMETERS: Fiber Type: Single Mode The maximum dispersion is to be < 3.2 ps/(nm km) from 1285 nm to 1330 nm and < 18 ps/(nm km) at 1550 nm. The fiber manufacturer is to proof-test 100% of the optical fiber to a minimum load of 100 kpsi. 3. FIBER CONSTRUCTION: Optical fibers must be placed inside a loose buffer tube. Each buffer tube must contain 12 fibers. Ensure that the fibers do not adhere to the inside of the buffer tube. Distinguish each fiber and buffer tube by means of color coding according to the TIA/EIA-298 Specifications, "Optical Fiber Cable Color Coding." Use stable colors across the specified storage and operating temperature range and not subject to fading or smearing onto each other. Make sure that colors do not cause fibers to stick together. Include fillers in the cable core to lend symmetry to the cable cross-section where needed. Provide a central anti-buckling member that consists of a glass reinforced plastic rod.
3 Page 3 of 6 Buffer tubes are to be stranded around a central member using the reverse oscillation, or "S-Z", stranding process. Apply binders with sufficient tension to secure the buffer tubes to the central member without crushing the buffer tubes. The binders are to be non-hygroscopic, non-wicking and dielectric with low shrinkage. The cable is to contain at least one ripcord under the sheath for easy sheath removal. Tensile strength is to be provided by a combination of high tensile strength dielectric yarns. The high tensile strength dielectric yarns are to be helically stranded evenly around the cable core. Provide all-dielectric cables sheathed with medium density polyethylene (MDPE). The minimum nominal jacket thickness is to be 1.4 mm. Jacketing material to be applied directly over the tensile strength members. The polyethylene is to contain carbon black to provide ultraviolet light protection and is to not promote the growth of fungus. The jacket or sheath is to be free of holes, splits, and blisters. The cable jacket is to contain no metal elements and must be of a consistent thickness. Mark cable jackets with manufacturer's name, sequential foot markings, year of manufacture, and a telecommunication handset symbol, as required by Section 350G of the National Electrical Safety Code (NESC). The actual length of the cable is to be within -0/+1% of the length of the markings. The marking is to be in contrasting color to the cable jacket. The height of the marking is to be approximately 2.5 mm. The shipping, storage, and operating temperature range of the cable is to be -40 F to +158 F. The installation temperature range of the cable is to be -22 F to +158 F. When tested in accordance with FOTP-3, "Procedure to Measure Temperature Cycling Effects on Optical Fibers, Optical Cable, and Other Passive Fiber Optic Components," the average change in attenuation at extreme operational temperatures (-40 F to +158 F) is to not exceed 0.05 db/km at 1550 nm for singlemode fiber. The magnitude of the maximum attenuation change of each individual fiber is to not be greater than 0.15 db/km at 1550 nm. 4. GENERAL CABLE PERFORMANCE SPECIFICATIONS: The cable is to meet the requirements of the following industry standard tests: FOTP-82, "Fluid Penetration Test for Fluid-Blocked Fiber Optic Cable" FOTP-81, "Compound Flow (Drip) Test for Filled Fiber Optic Cable" FOTP-41, "Compressive Loading Resistance of Fiber Optic Cables" FOTP-104, "Fiber Optic Cable Cyclic Flexing Test" FOTP-25, "Repeated Impact Testing of Fiber Optic Cables and Cable Assemblies" FOTP-33, "Fiber Optic Cable Tensile Loading and Bending Test"
4 Page 4 of 6 FOTP-85, "Fiber Optic Cable Twist Test" 5. QUALITY ASSURANCE PROVISION: All cabled optical fibers >1000 meters in length is to be 100% attenuation tested. The attenuation of each fiber is to be provided with each cable reel. The cable manufacturer is to be ISO 9001 registered. The cable manufacturer is to provide installation procedures and technical support concerning the items contained in this specification. The Manufacturer is to certify that the supplied cable meets all requirements of these specifications. 6. PACKAGING: The completed cable is to be packaged for shipment on non-returnable wooden reels. Top and bottom ends of the cable are to be available for testing. Both ends of the cable are to be sealed to prevent the ingress of moisture. Each reel is to have a weatherproof reel tag attached identifying the reel and cable. A cable data sheet is to accompany each cable. The following information is to be included: Cable Number. Factory Order Number. Customer Purchase Order Number. Measured Attenuation of Each Fiber (for lengths > 1000 m (3280 ft)). Ordered Length. Actual Shipped Length. CONSTRUCTION Install all cable as per Siecor Recommended Procedure "Fiber Optic Cable Placing - Duct". Follow this general procedure regardless of the manufacturer of the cable. If the cable manufacturer recommends an operation in conflict with this procedure, submit a request for installation procedure change for approval to the Engineer. Provide 25 feet cable slack at the backbone to drop cable splice point and 25 feet at the ITS device cabinet. TESTING Submit testing documentation for Engineer's approval. After test documentation is approved, provide at least ten (10) PennDOT business days notice prior to all tests to permit the Engineer to observe each test.
5 Page 5 of 6 Upon completion of the cable installation, splicing, and termination, the Contractor is to test all fibers for continuity, optical events above 0.30 db, and total attenuation of the cable. The test procedure is as follows: A Certified Technician utilizing an Optical Time Domain Reflectometer (OTDR) and Optical Source/Power Meter is to conduct the installation test. The Technician is directed to conduct the test using the Standard Operating Procedure as defined by the manufacturer of the test equipment. The method of connectivity between the OTDR and the cable is to be a factory patch cord of a length equal to the "dead zone" of the OTDR. Optionally, the Technician is to use a factory "fiber box" of 100 meters minimum with no splices within the box. Conduct the tests at 1310 and 1550 nm for all cable. At the completion of the test, provide documentation of the test results to the Project Engineer. The test documentation is to be bound and include the following: Cable & Fiber Identification Cable ID Cable Location - begin and end point Fiber ID, including tube and fiber color Operator Name Date & Time Setup Parameters Wavelength Pulse width (OTDR) Refractory index (OTDR) Range (OTDR) Scale (OTDR) Test Results 1. OTDR Test Total Fiber Trace Splice Loss/Gain Events > 0.10 db Measured Length (Cable Marking) Total Length (OTDR) Provide traces on a diskette in PDF format also. 2. Optical Source/Power Meter Total Attenuation
6 Page 6 of 6 Attenuation (db/km) Provide these results in tabular form. The following is criteria for the acceptance of the cable: The test results are to demonstrate that the Attenuation (db/km loss) does not to exceed +3% of the factory test or 1% of the cable's published production loss. The error rate for the test equipment will be taken into account. Confirm no optical event exceeds 0.30 db. If any optical event is detected above 0.30dB, replace or repair that event point. The total db loss of the cable, less events, to not exceed the manufacturer's production specifications as follows: 0.5 db/km at both 1310 and 1550 nm. If the total loss exceeds these specifications, replace or repair that cable run at the Contractor's expense, both labor and materials. MEASUREMENT AND PAYMENT - Linear Foot Includes slack cable and termination, furnishing, installing, and testing the cabling; and for all labor, tools, equipment, and incidentals necessary to complete the work.
