19 The purpose of the integrated management plan! The purpose of this management plan is to provide a framework for the sustainable use of natural resources and goods derived from the Barents Sea Lofoten area and at the same time maintain the structure, functioning, productivity and diversity of the area s ecosystems. The management plan is thus a tool for both facilitating value creation and maintaining the high environmental value of the area. Meld. St. 10 ( ) Report to the Storting
20 Critique of the plan! What is highlighted here are two important aspects of sustainable development:! Environmental value! Economical wealth/profit! What was requested more research on was the social aspect! Key question: How does the plan affect the local inhabitants of this region?!
21 One answer: " The program - Future in the north! Perspectives on the future for northern Norway! Three ministries participated:! Ministry of Trade, Industry and Fisheries! Ministry of Local Government and Modernisation! Ministry of Climate and Environment"! My job for the last two years!
22 A gathering of knowledge about! What will the future of Northern Norway look like in 2030?! What are the potential of industries like fisheries, fish farming, tourism, renewable energy and mineral extraction?! What are the challenges ahead? How can we reach the potentials?! How can we facilitate to achieve sustainable wealth?!
23 What is sustainable wealth?! How we defined wealth in the project:! Economical wealth (GDP) Profit Welfare! Environmental wealth Planet Sustaining natural order! Social wealth People Quality of life!! The three p s. " People - Profit - Planet!
24 Social wealth! Important perspective of sustainability that has trailed behind the environmental and economical perspectives! Difficult to measure! In our project we defined it thus:! Social wealth is about developing attractive local communities, with varied employment markets, both regarding different sectors and different competences.! But it is and can be much more because it is also! dependent on local culture and identity on cultural values!!
25 Seismic surveys: " an example on the importance of social/ cultural values in Lofoten! In 2008 fishermen were closed off from fishing! In 2009 they were closed off and compensated this created a lot of turmoil and negative reactions. Why?! When you compensate or buy out someone, you also say that co-existence is impossible.! If co-existence is impossible, the tradition, security, identity and future hopes for those compensated are endangered.!
26 Involvement with stakeholders! How do you see your future?! What shall we look into?! What is important for you?"! Methods! Big stakeholder-conference in Lofoten which was open to all! Written proposals from regional stakeholders - everybody could send in! Regionalpolitical contact group! Workshops and interviews in the region along the way!
27 Involvement results! The social aspects of wealth creation was highlighted! The value of traditional industries for small coastal communities! Need for more people. How to attract them?! Possibilities of job creation! How to get more out of the large resources through education, innovation and research?!
28 We ordered research on! What constitutes attractive local communities? How can northern Norway attract more people?! What is the situation regarding competence, research and innovation in the region?! What are the needs regarding transport infrastructure?! What is the value of cultural heritage?! What is the value of ecosystem services?!
29 To sum up! I do not have the answers for conflict solving, but I can point in an important direction that we first forgot in Norway!!the social perspective the people on land"! Our project:! Involved the stakeholders in the big question that encapsulates all our hopes and dreams: How will our future look like?! Showing the potential the possibilities! Finding methods for weighing different alternatives! Identifying social wealth indicators that are important for stakeholders! Showing the consequences of different options:! Economically, environmentally and socially!
