3 Page 3 FOREWORD This report outlines the September 30, 2013 enrollments in educational programs administered by the Department of Health and Social Services, Department of Education, and Department of Services for Children, Youth and Their Families. The data are presented in two tables. Table 1 provides the cross tabulation of students enrolled in educational programs by age and institution. Table 2 provides a cross tabulation by race/ethnic category and institution. The numbers of students noted in parentheses are over age 20, and are not included in the totals. 4 Page 4 DEFINITIONS Listed below are explanations for each of the educational services provided by the Department of Health and Social Services, Department of Education and the Department of Services for Children, Youth and their Families. Department of Health and Social Services Division for the Visually Impaired The Division for the Visually Impaired Education Services Program provides statewide-related services to visually impaired children from ages 0-21 within the school districts they attend. These services are designed to teach children skills, which will allow them to succeed in their regular educational environment and the community. These services include but are not limited to specialized instruction in Braille, orientation/mobility, vision utilization, etc., the provision of specialized textbooks, materials and equipment, and counseling for students and their parents. School age students with visual disabilities are included in district unit count totals, with the Division for the Visually Impaired providing related services. The Division for the Visually Impaired also has its own Vocational Rehabilitation Unit which serves the students after the age of 14. Stockley Center Educational services for school-aged (ages 4-20 inclusive) residents of Stockley Center are provided by the Howard T. Ennis School located in the Indian River School District. The Ennis School serves the educational needs of students with moderate to severe and profound disabilities in Sussex County. Department of Education Adult & Prison Education Resources The Department of Education provides an Adult Basic Education Program for adult offenders incarcerated in four major prisons (Sussex Correctional Institution, James T. Vaughn Correctional Center, Baylor Women's Correctional Institution and Howard R. Young Correctional Institution) and two satellite facilities (Pre-Trial Annex in Prices Corner and the Morris Correctional Facility in Dover). All newly committed inmates are tested for educational placement. The academic program structure is based upon a GED level I, II, or III ranging from illiteracy to GED preparatory. Students, who complete the GED, may enroll in a high school diploma program through a local James H. Groves Adult Center where courses are offered in the prison. Delaware Correctional Center offers college level courses through Delaware Technical Community College, which leads to an Associate of Arts degree in Business or Data Processing. Each of the major prisons has a computer lab, which is used either for college courses or to provide supplemental instruction to the basic academic program. New Castle and Sussex County Vocational Technical School Districts each provide special education programs for offenders under the age of 21. Finally, the Education Department provides vocational courses in three prisons, which include carpentry, electricity, plumbing, masonry, janitorial services, food service and nurses aid training. Department of Services for Children, Youth and Their Families Delaware Day Treatment Center There are two Delaware Guidance Programs: one in Kent County and one in Sussex County. Both programs are operated by Delaware Guidance Inc., under contract to the Division of Child Mental Health Services. Age range of clients: Each program consists of day treatment and educational services for a maximum of ten children. Education is provided on-site by certified school personnel employed by the Department of Services for Children, Youth and their Families (DSCYF) in Dover and Lewes, DE. Ferris School This program is the residential, secure treatment facility for incarcerated youth in Delaware and currently serves juveniles through age eighteen. It is operated directly by the Division of Youth Rehabilitation. Education is provided on-site by certified school personnel employed by DSCYF in Wilmington, DE. New Castle County Detention Center This program provides secure detention for criminally charged youth in New Castle County pending adjudication of charges and disposition from the court of jurisdiction. It is operated directly by the Division of Child Mental Health Services. Age range of clients: under 18 years. Education is provided on-site by certified school personnel employed by DSCYF in Wilmington, DE.
5 Page 5 DEFINITIONS (continued) Department of Services for Children, Youth and Their Families (continued) Northeast Treatment Center This program is operated by Northeast Treatment Centers, LKEC (Delaware), Inc., under contract to the Division of Child Mental Health Services. Age range of clients: years. It consists of residential treatment components with an affiliated day treatment/education program. Education is provided on-site by certified school personnel employed by DSCYF in Christiana, DE. Silver Lake Treatment Center This program provides day treatment and educational services at the treatment center operated directly by the Division of Child Mental Health Services. Age range of clients: years. Education is provided on-site by certified school personnel employed by DSCYF in Middletown, DE. Stevenson House This program provides secure detention for criminally charged youth from Kent and Sussex counties pending adjudication of charges and disposition from the court of jurisdiction. It is operated directly by the Division of Youth Rehabilitation. Age range of clients: under 18 years. Education is provided on -site by certified school personnel employed by DSCYF in Milford, DE. Terry Children s Psychiatric Center This program is a psychiatric hospital providing inpatient and day hospital services. It is operated directly by the Division of Child Mental Health Services. Age range of clients: under 14 years of age. Education is provided on-site by certified school personnel employed by DSCYF in New Castle, DE. Seaford House Treatment Center This program provides day treatment and educational services at the treatment center operated directly by the Division of Child Mental Health Services. Age range of clients: years. Education is provided on-site by certified school personnel employed by DSCYF in Seaford, DE. Cleveland White School This educational program serves the residential student population from the Grace, Snowden and Mowlds Cottages located on the Wilmington Campus of the Child and Family Services Center. Students are male and female between the ages of Education is provided by the Cleveland White School building adjacent to the cottages by certified school personnel who are employed by DSCYF. Capacity: Females 14, Males 36; Length of stay 1 3 months. Peoples Place II (Milford & Townsend) Peoples Place II is a non-secure detention environment for non-adjudicated males and females ages While in placement youth are required to attend school. The certified educator employed by Department of Services for Children, Youth, and Their Families, Education Unit works closely with the youth s home school to make sure the on-site education provided while in placement is aligned with the child s home school class assignments. The DSCYF teacher also ensures compliance with special education regulations as required and assists in arranging a smooth return to a more conventional school environment upon discharge from the non-secure detention placement.
