Chief Faced Funding Cut-off and Fatwa Risk On Thursday, Mr. Ban told reporters that he had been threatened with the loss of financing for humanitarian operations in the Palestinian territories, South Sudan and Syria if he did not temporarily delete the Saudi-led coalition from the list. Mr. Ban offered his explanation Thursday, saying, I also had to consider the very real prospect that millions of other children would suffer grievously if, as was suggested to me, countries would defund many U.N. programs. Sources said that there was also a threat of "clerics in Riyadh meeting to issue a fatwa against the U.N., declaring it anti-muslim, which would mean no contacts of OIC members, no relations, contributions, support, to any U.N. projects, programs." Responding to the allegations, Saudi U.N. Ambassador Abdallah Al- Mouallimi said "we don't use threats or intimidation," and Riyadh was "very committed to the United Nations." Mouallimi denied any threat of a possible fatwa. That s ridiculous, that s outrageous, he said, adding that the meeting of Saudi clerics was to approve and issue a statement condemning the blacklisting of the coalition. In a related note, the French Foreign 1

2 Minister Jean-Marc Ayrault called Friday for calm to resolve an angry row between Saudi Arabia and the United Nations over the blacklisting of the Saudi-led coalition bombing Yemen. OXFAM PROGRAMMES HAJJAH AND AL HUDAYDAH INDIVIDUALS ASSISTED: 569,723 LOCATIONS: Az Zuhrah, Al Sukhnah, Hays (Al Hudaydah), Abs, Haradh, Hayran (Hajjah) ACTIVITIES: Over the past few weeks Oxfam s teams in Hajjah and Al Hudaydah have been working on their ongoing operational scale up. They reached internally displaced people (IDPs) as well as host community members in urgent need of humanitarian assistance. Please read our detailed breakdown of the number of people reached with each activity. Unconditional Cash Transfer EFSVL team completed the UCT distribution in Abs, Aslam and Qu aidnah districts, Hajjah Governorate. Prior to the UCT distribution, community mobilization was done together with the risk assessment. Total of 4,608 HHs (3,316 male headed HHs and 1,292 female headed HHs) approximately 32,256 individuals received the first instalment to cover 80% of food basket with entitlement of 24,500 YER ($98) per HHs. Figure 1 Female HH received Oxfam ID cards in Aslam, 2nd June 2016 WASH Sustainable Water Supply Support to rural water supply schemes (WSS) continues through the supply of fuel to 23 water management committees (WMC) reaching out 202,460 direct beneficiaries (12,082 IDPs HHs and 16,840 Host HHs, i.e. 50,615 females, 52,640 males, 48,610 girls and 50,595 boys, )in Abs and Hyran districts in Hajjah and Al-Zuhra district in Hodiedah governorate. This supply allows the WMC to realize savings to the future operation and maintenance of WSS. Phasing out of fuel subsidization is under process through sensitization of communities and water committees. During the reporting period, a total of 4,099 litres of fuel were distributed to support rural WSSs. Cumulatively, 66,406 litres of fuel have been distributed so far out of 85,061 litres planned. Quick fix for two water systems (Al-Zuhrah city and Na aman) is still ongoing in addition to starting the rehabilitation of Deer Al-Sagheer WSS in A-Zuhrah district. Further to the support of urban schemes, booster pump is under procurement process and it will be delivered to Hajjah Local Water Corporation in the coming reporting period. Sanitation: The distribution of slabs and digging tools were completed in Abs, Hairan and Al-Zuhrah; while the construction of latrines by communities is still ongoing whereby 160 latrines were completed (75 latrines in Abs, 15 latrines in Hairan and 70 latrines in Al-Zuhrah) and 160 IDPs HHs were assisted comprising 280 females, 291 males and 274 girls and 286 boys. The remaining 340 latrines are under construction. Public Health Promotion Figure 2 : Latrine construction using community materials in Hairan District, 9th June community based facilitators CBF and supervisors (8 male and 8 female) received a ToT training in PHAST and CHAST approaches. It was agreed that trained CBFs will take lead on conducting training to hygiene volunteers in their 2

3 respective villages. As a result, 71 hygiene volunteers were trained (43 in Abbs, 28 in Hiran - 37 women and 34 men) on PHAST and CHAST approaches. 150 awareness sessions were implanted in the target location in Abbs and Hiran, the main topics on : Promote use of safety of drinking water and keeping water safe from till drinking. Cleaning of water source and the impact of animal waste around the water sources. Prevention from diseases prevalence diarrhoea and scabies among the community. Total beneficiaries attended these sessions are 3,975 HHs (2,070 IDPs and 1,905 host HHs, i.e. 27,825 individuals - 5,726 women, 5,960 men, 7,908 girls and 8,231 boys). In term of solid waste cleaning A total of 149 solid waste cleaning campaigns were implemented in Abbs and Hairan districts where garbage was collected and burned it in specific dump sites identified by community facilitators. Total beneficiaries 4,143 HHs (2,061 IDPs and 2,082 host HHs) AMRAN INDIVIDUALS ASSISTED: 54,607 LOCATION: Khamir, Huth, Al-Qaflah and Bani Suraim Community engagement 81 CHV s (31 male, 50 female including 24 female from the Health Education office) received 2 days refresher training on 4th and 5th June The training covered topics identified by CHV s including protection, gender and PHAST steps and scabies campaign action plan. The training also achieved the PHP objectives of linking the health workers from the Health Education Office and Oxfam s Community Health Volunteers. Food Security A total of 2,926 households (20,482 individuals) received life-saving food assistance through food voucher activities. Post Distribution Monitoring conducted by the MEAL team revealed that 97% of beneficiaries to be satisfied with the food assistance and improved Food Consumption Score. Cash for Work A total of 933 households were reached on the 1st cycle of Cash for Work activities. Beneficiaries received 1600 YER per day for 15 days thereby enabling the target households meet their basic food needs. Moreover, the activities contribute to the WASH activities and range from public cleaning, cleaning of water paths, rehabilitation of rain water harvesting tank, digging of latrine pits to solid waste management. WASH Sustainable Water Supply This reporting period marks the completion of the renovation of Khamer Water Network (Section One) that brings tap water within the reach of 12,000 individuals. 4 Number of People After leakage test was conducted, the project was fully handed over to the local water authority (LWSC). In Bani Shwait, a water scheme work was completed with the construction of concrete tank and pumping room. However, the Engineers returned the pump supplied by the contractor because it does not meet the required technical specifications. This has led to a delay in the installation of the pump to start pumping water. The water trucking to the IDPs of Al-Qaflah is extended to the end of June. Moreover, the construction of 5 water harvesting tanks (20m3 each) in 5 school in rural area has been completed & handed over to the education office and respective school managers Sanitation The contractor for the 250 latrines is unable to find labourers willing to work during the Ramadan and to the Eid period to complete the work. This has delayed the planned start of construction. Public Health Promotion In light of increasing number of scabies cases, OXFAM Public Health Promotion team alongside the Health Education Office, responded with series of awareness raising initiatives incorporating theatre by RENOWN group where Oxfam partnered with local theatre group led by a renowned actor of the debut film I Am Nujood, Age 10 and Divorced to conduct theatre performances. The theatre is an effective mean for Oxfam s Public Health Promotion work for enabling mass awareness for the largely illiterate population and attracts crowds given the added value of the locally famous actor coupled with absence of any entertainment source for our target beneficiaries. In three performances attended by 1,357 individuals ( 168 men, 496 women, 693 children) the group focused on scabies preventions and used participatory approach in which the audience interacted with the performers. Coordination During the reporting period OXFAM worked with other partners in formulating response plan for scabies outbreak in Khamer. To this end, Oxfam attended a coordination meeting held in Sana a by Save the Children and attended by WHO and representative from the Khamer s Public Health and Population Office, Epidemiological Investigation department from and Head of Khamir Health Office. The participant agreed on the details of the required resources for a response Scabies track -Khamir June % 17% % 37% # of people in the H.H # of Infected people % of cases TAIZ INDIVIDUALS ASSISTED: 153,898 Community engagement For the second time the PHP team facilitated, refresher training for the CHVs during 4 days to review the work of the previous 3 months; the review looked at the practices and behaviour change ratios, and also to know the weaknesses and gaps to improve them and the strengths to empower them. The other relevant topic was the discussion of the activities at the next stage like work in Ramadan, and inclusion of nutrition promotion session. A total of 136 CHVs attended the workshop 125 old and 11 are new. Unconditional Cash Transfer The final list of the ECHO 1,897 beneficiaries completely finalized. Beneficiaries Oxfam ID cards and vouchers were printed and prepared. The total individual s beneficiaries are 10,935. Divided in 5,594 female and 5,341 male will receive UCT for four rounds in the 10 targeted sub districts (Al-Shamayah Al-Sharquiah, Bani Shibah 4

5 Sharq, Al-Buthaygah, Al-Kawirah Al-Shamayah Al-Gharbiah, Al-Rajaeh, Bani Mohammed Al-Qarishah, Al-Azeaz and Al Azaze). In Altaiziah district unconditional cash vouchers distribution took place from 31st of May to 2nd of June 2016 where 98% received the Vouchers in distribution point while 2% of beneficiaries didn t attend on the day of distribution. The distribution goes smoothly for the first three days of the distribution then the security situation get worse resulted to restrict the movement of the team to the field to complete the late arrival of the targeted beneficiaries. WASH Water The team continued the water trucking activities in Al-Qaherah, Al-Modhafar, Salah and AL-Taziah through 60 water points an average delivery of 180 M3/day. The average number of people reached is 55,495 individuals as water trucking beneficiaries in these water points. Sanitation Completed the construction of 100 latrine construction in Al-Hawban area for IDPS in open spaces and unfinished buildings in Al-Hawban Public Health Promotion 58 Hygiene promotion sessions were implemented by PHP team and CHVs(11 session for each sub-districts, 4 sessions for women, 4 sessions for children, and 3 sessions for men) where 1,222 individual reached (490 Male 732 female). In addition 55 Jerry cans cleaning campaign in Qaraysha Azaez and Bani Shayba were conducted by the community and CHVs with facilitation from PHP team. 730 individual reached from the communities. 811 Jerry cans were cleaned using water and soap, brushes, clay and stones in some areas Solid waste management Environmental cleaning campaigns were implemented by community, CHVs, and PHP team. They were conducted in Qarayshya, Ragaeah and Bani Shayba sub-districts, the total of participants from the community reach to 683, where 23 cleaning campaign have been conducted. ADEN & south Total beneficiaries reached: 101,000 Operation Operations in Aden are still under the preparatory phase,expected to be completed at the end of Ramadan. - The team had a several meetings with LWASCA in Aden and Al Dhale e Governorate to discuss the needs as a priority as well as provide a list of needs such as spare parts, water pumps, wells cleaning, infrastructure tools and some other needs. - Filed visit to the suggested areas by LWASCA Aden for verification and identifying the needs in Albasateen area Darsad District in Aden Govenorate. - So far 8 areas of operation have been identified out of the planned 15 rural, while only 2 urban are identified out of the 4 - Scale up staff: written test and interview invitations have been sent to most of the new posts. - Gender team participated in the technical assessment in Aden to make sure Gender is adequately mainstreamed. 5
