3 Gender Gender refers to the socially constructed roles, behaviours, activities, and attributes that a given society considers appropriate for men and women. These are context and time specific, and changeable
4 What is Gender Equality? Gender equality does not mean that women and men will become the same, but that women s and men s rights, responsibilities and opportunities will not depend on whether they are born male or female.

8 Gender Based Vulnerability to Climate Change 2/3 of the world s poor are women -many with limited mobility in rural areas Women are more dependent on local natural resources (water, food and fuel) for their livelihood Women s low access to technologies, credit and assets limits ability to mitigate and adapt to climate change Women s low-tech food production (marginal soils & rain-fed agricultural systems) highly vulnerable to climate change impacts
9 Gender Based Vulnerability to Climate Change As primary caregivers, women will have to deal with worsening disease environments caused by climate change Women face unique barriers in accessing, and thus influencing, policy and decision making processes (19 % MPs are women) Socio-cultural norms limit mobility & make women disproportionately vulnerable to natural disasters and climate change Lack of sex-disaggregated data leads to underestimation of women s roles & contribution

11 Gender Equality Add Value to Climate Effort o Broad based economic development best way to increase societies resilience to climate change. Low levels of GI improves growth! o Women s greater participation is likely to enhance the effectiveness and sustainability of climate change projects and policies o Women are natural resource managers and adapt more easily to environmental changes; their knowledge should be utilised in mitigation, disaster reduction and adaptation strategies o A study of 130 countries found that countries with higher female representation in government are more likely to pass environmental treaties o Communities fare better during natural disasters when women play a leadership role in early warning systems and reconstruction due to their ability to mobilize at the local level

Gender Criteria in Climate Change Financing 2008: Manila Declaration on Gender and CC called for market based mechanisms to be made equally accessible to men and women 2012: Assessment of Climate Investment Fund recommend fund to develop more comprehensive gender strategy 2011: Governing Instrument for GCF calls for a) gender balance in Secretariat, b) a gender sensitive approach and c) simplified approval processes

23 Entry Points for Gender Mainstreaming Climate Change Projects o Analyze the use and effects of climate change technology in your local context with a gender perspective o Address gender differences in climate change adaptation and mitigation technology capabilities o Incorporate a gender perspective in feasibility studies, technology assessments, policy and regulatory framework development and business-plan proposals o Ensure that gender expertise is involved and consulted throughout the project design, implementation and evaluation process
24 Entry Points for Gender Mainstreaming Climate Change Projects o Make women s equal access to technology, information, economic resources and education/training a priority o Capitalize on the talents and contributions of both women and men by ensuring that women and men are represented in all decision-making processes, at all levels o Develop and apply gender-sensitive criteria and indicators for progress monitoring and evaluation of results o Set targets for women s participation in activities o Ensure disaggregation of qualitative &quantitative data by sex wherever possible

27 Group Exercise Sample Project: Creating an enabling environment for renewable energy technology market Background: Country A is committed to reducing its carbon emissions by increasing the share of its electricity generated from renewable sources. To ensure that the expected increase in demand for renewable energy technologies can be met domestically, the CTCN has been requested to assist Country A in formulating a project to build the capacity of domestic energy technology providers and to create an enabling environment for increased investment in RE technologies. Objective: Provide preliminary support in creating an enabling environment for growth of RE technology market in Country A.
28 Group Exercise Brainstorm as many possible gender dimensions and respective gender responsive indicators for the following outputs. Outputs 1. RE technology trainings conducted Indicators and Targets - 2 training modules prepared by year 2-3 trainings conducted by year with minimum of 20 private companies trained by year 3 Possible Gender Dimensions Possible Gender Indicators 2. Support for business plan development provided - Minimum 10 feasibility studies conducted, and 5 viable RE business plan developed by year 3 3. Policy recommendations to relevant authorities presented - At least 2 policy/strategy papers are presented to relevant authorities to advise on scalingup RE for industrial applications by year 3
