2 The County Located in the heart of Southern California, the County of San Bernardino is the largest County in the United States. Its borders stretch from the greater Los Angeles area to the Nevada border, encompassing a total area of 20,160 square miles. The County is home to more than two million residents. San Bernardino County boasts a fast growing $96 billion economy represen ng a diverse array of business industries. Standing alone, the County s economy would rank among the top 50 na onal economies. The Inland region, which includes neighboring Riverside County, ranks among the na on s leaders in virtually every measure of growth and economic development. San Bernardino County s Workforce Development Department and the Employment Resource Centers serve as a catalyst to economic prosperity for the residents and business of San Bernardino County. The Department The Workforce Development Department is part of the County of San Bernardino s Economic Development Agency, which is tasked with suppor ng the organiza onal mission of facilita ng job crea on and bolstering business development in the County. The Agency is comprised of three departments: Economic Development, Community Development & Housing, and Workforce Development. The Workforce Development Department s mission is to develop and promote economic and employment opportuni es for businesses, employees and job seekers by understanding emerging economic trends, listening to employers, and crea ng meaningful partnerships. The department administers programs that support fast growing business sectors such as: advanced manufacturing, transporta on and warehousing; professional, scien fic and technical services; construc on; and healthcare. In recent years, the Workforce Development Director has overseen a series of new and expanded ini a ves that have formed the strategic founda on for the next genera on in San Bernardino County, including the State s Slingshot Ini a ve, business consul ng, youth programs and collabora on with low income housing managers to move residents to careers. Under the guidance of the Workforce Development Board, the department operates three of America s Job Centers of California, which are strategically located throughout the County to effec vely serve a broad range of job seekers and businesses and meet the needs of the local and regional labor market. The department strives to align its services with the County Vision of crea ng a vibrant economy with a skilled workforce. 3 The Workforce Development Board Appointed by the County Board of Supervisors and empowered by the Workforce Innova on Opportunity Act (WIOA) of 2014, San Bernardino County s na onally recognized Workforce Development Board (WDB) is a local policy making en ty tasked with suppor ng local businesses through the educa on and training of the local workforce. This 19 member board is comprised of business, community, and educa on leaders who work together to achieve two primary goals: Ensure the residents of San Bernardino County a ain the skills, training and educa on necessary to achieve their career goals. Ensure San Bernardino County employers are able to hire, develop and retain outstanding employees. The San Bernardino County WDB has recently been designated by the California State Workforce Investment Board as a High Performing WDB and has been na onally recognized by the US Department of Labor for its customer service design and by NACO for its partnership with the Transi onal Assistance Department to provide work readiness training to youths ages 14 to 26. In looking to the future, the Board con nues to set goals to serve as a broker of workforce data and provide the most up to date labor market informa on to the Inland Empire; expand its outreach to local businesses about services provided and opportuni es offered; and develop a powerful, recognizable brand that will assist in establishing strategic alliances. For addi onal informa on and to review the WDB Annual Report please visit Or The Position The Director of the Workforce Development Department is appointed by the County s Chief Execu ve Officer and acts as the advisor to the County s Workforce Development Board (WDB), administers the County s Workforce Investment Programs under the Workforce Innova on and Opportunity Act (WIOA), and directs the ac vi es and services of the department. As the WDB s Execu ve Director and liaison between the WDB and the Department, the incumbent will ensure the delivery of programs and services in accordance with WIOA mandates and WDB direc on. As a department head, the posi on is tasked with providing strategic direc on for the Department s staff, programs, and services; evalua ng the effec veness of ongoing programs, iden fying problems and providing solu ons; direc ng the planning, jus fica on, administra on and prepara on of the Department s budget; ensuring program compliance with federal, state and local laws, codes and regula ons; developing and fostering collabora ve rela onships with public and private enes to coordinate programs and services; and represen ng the service delivery area at various professional, governmental and public mee ngs or events. The County Board of Supervisors recently approved the Department s FY budget of over $24 million dollars with a staff of 113 employees. 4 The QUALIFICATIONS Educa on and Experience: A Bachelor s Degree from an accredited college or university in public or business administra on, economics, social or behavioral sciences, educa on, human resources, or other relevant field and five (5) years management or execu ve experience in workforce and employment training programs. Experience must include working with federal, state, and local elected and public officials, board of directors or commissions, and business owners, execu ves or investors; crea ng collabora ve rela onships with private businesses, public agencies and community based organiza ons; developing and overseeing programs in adherence to federal and state regula ons and ensuring their con nued compliance with changing laws and regula ons; and establishing and enforcing opera onal policies, prac ces and procedures for programs and services. The ideal candidate will possess management or execu ve experience in workforce development with responsibility for working with and advising an appointed board comprised of business, educa on and public sector leaders tasked with carrying out federal mandates under the Workforce Investment Act (WIA) or the Workforce Innova on and Opportunity Act (WIOA). Addi onally, the ideal candidate will be knowledgeable of WIOA and Department of Labor regula ons and funded programs, federal, state and local laws, codes and regula ons, and workforce development principles, prac ces, and techniques; possess the diplomacy, nego a on skills, poli cal acumen and vision to effec vely work with leadership from both the public and private sectors in developing and facilita ng innova ve solu ons to address workforce issues; be an ethical, efficient and fiscally responsible manager, able to maximize resources and lead and mo vate staff to develop and deliver the highest quality of programs, ac vi es and services to meet the needs of customers; understand the labor market and economic and business trends in order to an cipate customer needs and adjust services; and demonstrate a commitment to the growth and stability of the local economy through the development of a skilled workforce and partnership with industry.
