3 Highland First A Ghàidhealtachd An Toiseach The Highland Council has highlighted the proposed priorities for the Council over the 2 years ( ) in its Programme, Highland First. The Programme is based on three main themes: A Community-Led, Well-Served and a Fairer Highland, in addition to commitments to promote a thriving capital. There is a focus on partnership working and lobbying to promote the Highlands and rural needs around poverty, connectivity, housing, infrastructure, employment and services. A key commitment is to work towards building a fairer society in the Highlands, with better opportunities for our young people, better workforce planning, more apprenticeships and affordable housing. Improving connectivity is a priority, both in broadband and mobile technology and in transport links. The Council s achievements in the previous Programme Working Together for the Highlands are now considered business as usual. About The Highland Council Mu Chomhairle Na Gàidhealtachd We are one of 32 all-purpose councils in Scotland, serving 232,000 people across 26,484 sq km. Membership The Council has 80 elected members, serving on 14 four-member wards and 8 three-member wards. Members will serve on the Council until The representation is: 32 Independent 20 Scottish National Party 12 Liberal Democrat 8 Labour 5 Highland Alliance 3 Non-aligned The Administration comprises members of the Independent Group. SNP, Liberal Democrat, Labour and Highland Alliance Group members make up the Opposition.
