3 1.0 EXECUTIVE SUMMARY 1.1 Campus Program Summary There are seven (7) projects in pre-design and programming; five (5) are in design; and six (6) in construction. A summary of the Trade-Tech construction projects are given below: Projects in Construction Phase Projected Cost (Million) 1. Mariposa Hall (Learning Assistance Center / Library Renovation) $ Campus-Wide Information Technology Upgrade $ Campus-Wide Improvements Phase 3 $ th Street Parking (East Parking Structure) Project suspended $ East Campus Substation & Recycling Center $ Kingw ood Hall (Construction Technology Building) Project suspended $ Total Projected Project Cost $ The Mariposa Hall work has been substantially completed and occupied. The upgrade of the Campus-Wide Information Technology systems is in progress. Deployment of the wireless network and emergency notification systems is complete. Storage and Disaster Recovery systems are 95% complete. A new project manager has been hired with a renewed commitment to complete the project by February The Campus-Wide Improvements Phase 3 design-build project consists of fourteen (14) subprojects. Twelve of the projects are completed. The overall progress is 95%, and the Final Completion is projected in March 2014 (closeout). The Weld Shop was substantially complete on August 26, Signage work will be completed by the end of December The LEED Gold Kingwood Hall (Construction Technology Building) is a design-build project under contract to Bernards Brothers, Inc. The Notice to Proceed was issued on November 15, Due to the design-build contractor time-impact claims the District issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined. The East Campus Substation and Recycling Center design was approved by LACCD Board of Trustees on January 30, The 95% Construction Drawings design package, including coordination with LADWP design, was submitted to DSA on June 22, 2011 and approved for construction September 24, Due to design-build contractor time-impact claim the District Page 1 of 9
4 issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined. The 24th Street Parking, a design-build project, is under contract to Bernards Brothers, Inc. Construction for this project started in September The Contractor has finished most foundation work, ground floor slab and columns. Due to the design-build contractor timeimpact claim the District issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined. Program Highlights / Key Milestones This section is intended to provide program highlights and key milestones relative to each active project. Construction Phase Mariposa Hall The Mariposa Hall work has been substantially completed and occupied. Campus-Wide Information Technology Upgrade The upgrade of the Campus-Wide Information Technology systems is in progress. Deployment of the wireless network and emergency notification systems is complete. Storage and Disaster Recovery systems are 95% complete. A new project manager has been hired with a renewed commitment to complete the project by February Campus-Wide Improvements General Phase 3 This design-build project is under contract to KPRS Construction Services and is 95% complete. Final completion is projected in March 2014 (closeout). Following is the status of subprojects: Completed Projects o Waterproofing at Building F Ramp o South LRC Parking Lot o Room A-100 Splicing o Locking WAP Devices o IDF Remediation o Cabling/Conduit installation for wireless access points o Security System upgrades o Building D Catwalk & HVAC Upgrade o East Campus Entrance Asphalt work o Building G Exhaust o Welding Shop Remodel & Motorized Door (substantially complete) Construction Projects o Campus Wide Signage Construction has started on pedestrian signage and building letters. This work will be completed at the end of December o Fiber pull to Mariposa Hall. Page 2 of 9

East Campus Substation and Recycling Center Due to Bernards time-impact claims the District issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined, pending outcome of the claim action. 24 th Street Parking Due to Bernards time-impact claims the District issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined, pending outcome of the claim action. Pre-Design / Programming Phase North Quad Site Development This project consists primarily of the development of landscaped quads created by the demolition of Buildings C, E and R. The original project has since been expanded to include a storm water implementation project funded by separate District funds. Design was underway but the campus decision made at the 8/27 WEC to delay demolition of Building C for an additional two years requires that the project now be rescoped. That process is currently underway. Storm Water Filtration As part of the North Quad landscaping and walkway improvements, storm water was to be directed to filtration & percolation devices under the landscaped surface. Funding for this project was approved by the Storm Water Committee in February However, as a result of the decision at the 8/27 meeting of the WEC to postpone demolition of Building C, further work on this project is postponed until project scope and implementation can be evaluated and re-defined if necessary. Upgrade West Campus Main Electrical Distribution System This project will provide a new electrical distribution system on the west campus. As a result of the decision at the 8/27 meeting of the WEC to postpone demolition of Building C, further work on this project is postponed until project scope and implementation is evaluated. Chill Water Loop This project will not be implemented under the current bond program due to District reprioritization of remaining energy funds. Grand Avenue Enhancement / Blue Line Station Extension Gruen Architect was selected via a publicly-advertised RFQ process. Fees and other contract details were successfully negotiated in October. Approval of Gruen contract is on the agenda for December BOT. Page 3 of 9
6 Design Phase Culinary Arts (released from Moratorium with condition) This project is for a new 45,000 GSF culinary arts facility to be located south of Mariposa Hall. The architect has completed a draft programming document on August 13, 2013, which was circulated among campus stakeholders. The Campus made a late decision to add a 5,000 SF ASO space in the new facility. The Campus is currently re-assessing project priorities. East Campus Substation and Recycle Center The East Campus Substation and Recycle Center design was approved by LACCD Board of Trustees on January 30, The 95% Construction Drawings design package, including coordination with LADWP design, was submitted to DSA on June 22, 2011 and approved for construction September 24, Due to design-build contractor time-impact claims the District issued a work suspension notice on May 24, The District is evaluating the Bernards claim. Completion schedule for construction is presently undetermined, pending outcome of the claim action. ADA Transition Plan (Barrier Removal) The 100% Construction Document package was submitted to DSA in April DSA comments were received in July; the architects are currently working on the corrections. Grand Theater Seismic Upgrade The Trade-Tech governance committee approved upgrading the facility to the DSA approved design for 2001 structural and seismic code. At a June 10 meeting with LACCD Executive Facilities Director, a consensus emerged that more input would be sought from additional parties before the project could be recommended to the BOT for approval. Currently the CPM is pricing the seismic upgrade to the 2013 code. South Campus Security Upgrade The 100% Construction Drawings are DSA approved. The project will be going out to bid in January Demolition of Buildings E, R and M A decision was made at the 8/27 meeting of the WEC to postpone demolition of Building C and to demolish Building M instead. CPM is procuring architectural services to modify the drawings accordingly. 1.2 Projects in Moratorium Fashion and Fine Arts Building (aka) Design and Media Arts The Design and Media Arts project is the only Trade Tech project remaining in moratorium; however, it could be released upon completion of programming and validation of consistency with the District criteria. Future status is currently uncertain, pending current campus re-evaluation of project priorities. Page 4 of 9
7 1.3 Look Ahead (next 90 days) The following events are scheduled or targeted to occur in the next 90 days: Final completion of the Silver LEED Mariposa Hall project. The following subproject under Campus-Wide Improvements Phase 3 is projected to complete construction: o Campus Wide Signage Construction complete end of December 2013 BOT Approval of Gruen Architects as design consultant for the Grand Avenue Enhancement and Blue Line Extension Landscaping project in December Campus decision on path forward for Culinary building. Re-packaging of the demolition project from C, E & R to E, R & M. Mariposa Hall Elevator manufacturer, Mitsubishi, have been asked for pricing to change elevator floor designations from 1, 2, 3 to G, 1, 2. Mariposa Hall mailboxes: CPM & RPM now working with the vendor selected at the 11/4 meeting of the WEC; schedule calls for Spring 2014 installation. Suffolk to resubmit the rejected Mariposa Hall Commissioning Agent s responses to TAB Report & Sequence of Operations for Commissioning submittal.
