1 5.30 Scope of Services Proposed Including Design Compliance: The committee evaluation will include the proposer s overall scope of services proposed. The committee will assign up to 25 points based on your firm s responses within the following breakdown: (Combined 0 25 points). Up to 5 Points: Section (Design Criteria Specification Compliance Matrix) Up to 5 Points: Section (Proposed Schematic Plans) Up to 5 Points: Section (Proposed Project Schedule) Up to 10 Points: Section (Proposed Cost Betterments) Design Criteria Specification Compliance Matrix (up to 5 Points): Submit with your proposal evidence that the proposed solution meets all the Specifications as defined in Attachment K titled Initial Design Criteria Specifications and Initial Design Plans ) Use Separate Page if Necessary. ATTACHMENT K B Contractors shall agree to provide a report showing that the Controlled Burn Equipment as a system has been certified and labeled by a Nationally Recognized Testing laboratory (NRTL) for compliance with UL-508 and NFPA 86, as recommended by NFPA 1402, 2006 edition. (The NRTL must meet the requirements of OSHA 29 CFR ) C Contractors shall agree to provide a safety analysis report prepared by an independent engineering consulting firm, which addresses the design and performance of a completed fire training system that is similar in complexity to the system to be procured. 8 5.302 Proposed Schematic Plans (Up to 0 5 points): Design Drawings: Include in your proposal (Labeled 5.302) the following proposed Schematic Plans: All floor plans including: o Prop Layouts o Elevations Proposers are to utilize the Design Criteria Package drawings as developed by RS&H, Inc. and Tactical Design North (the College s Design Professional and Consultant) titled Renovation of Burn Building W-4, Fire Academy of the South dated 06/12/2014 listed in Section for the basis of generation of the proposed schematic plans Programmatic Requirements: The remaining Design Documents and Erection Shop Drawings will be completed by the awarded Design-Build Team during the Design- Build process. Close coordination with College Staff, College Construction Manager and the Design Criteria Professional will be required along with final design approval by the District Board of Trustees and College Administration. Minor Programmatic adjustments to the prop requirements should be anticipated up through the start of construction. Proposed Schematic Plans Attached Labeled as 5.302? 9 5.303 Proposed Project Schedule (Up to 5 Points): The committee will assign higher points to those firms showing (1) Clarity and comprehensiveness of project schedule and (2) the Ability to maintain project schedule (proposed vs. actual) Submit a Sample of proposed project schedule and cost estimate/breakdown (at time of contract approval) vs. actual project schedule (indicating all changes) from a project listed in Section (Summary of Relevant Experience) for actual projects completed by the Design-Build Team. Major consideration will be given to Design-Build Teams illustrating the ability to properly schedule projects and complete them on time and to maintain sound cost control systems to properly keep projects within budget. Yes No Submit a Proposed detailed Project Schedule Timeline and cost estimate/breakdown that includes major milestones (i.e. sign contract, design, mobilize, etc.) utilizing the Cost Value Proposed in Section 6.10 and the assumptions in Section 8.00 Schedule. The college reserves the right to adjust the requirements of the schedule and prefers the selected team meet that schedule. However the college is open to optional schedule proposals if it is beneficial to the college for qualitative or cost purposes. It is solely the Colleges decision to determine whether such proposed is beneficial to the college. The College reserves the right to reject any or all alternate schedule proposals submitted, solicit from finalists a best and final offer or if deemed in the College s best interest to accept said offer if within the proposed established budget or negotiate the project schedule with the awarded Design-Build Team. 10 5.304 Proposed Cost Betterments (Up to 10 Points): Design Build Teams are encouraged to explore and propose opportunities for improvements and upgrades (betterments) to the design and/or specifications of the project as identified in the Request for Proposal Documents. No cost or low cost betterments are preferred and encouraged. The evaluation committee will assign relative scores (up to 10 points) to the proposers detailed written responses; special consideration will be giving to those Betterments in which generate a no cost or low cost betterment to the total cost value of the project without compromising the quality or integrity of the project. Each Betterment needs to reference the corresponding Base Bid Item in which the betterment is addressing as listed in Section 6.10 Total Cost Proposal. The Owner reserves the right to include any or all of a Design-Build Team s proposed Betterments, upgrades and corresponding price increase/decrease to the project. The Design-Build Teams Finalists will be given an opportunity during the scheduled interview period to present the merits of their recommended upgrades and improvements.
