4 1. General Document Overview The purpose of this document is to identify Montgomery College ( College ) Office of Information Technology (OIT) Audio Visual Standards. The content within this document describes the minimum standards that must be met by vendors contracted by the College to complete new construction, renovation, and upgrade to audio visual installations. This document describes audio visual elements by room categories and provides detailed component specifications. The room categories are based on use and purpose of the particular space or area. Each category s specific needs are addressed independent of one another. The document contains the following sections: Common AV Room Elements describes the audio visual elements required in designated rooms to support technology utilization. Audio Visual Equipped Rooms Standards describes the standards for audio visual technology within different room categories and references the detailed specifications for each audio visual component. Audio Visual Component Specifications. Specification of each component specification is complete and may stand on its own without need for cross references or prerequisites. This standard is reviewed annually and updated accordingly to meet the most current College requirements, industry standards and technological advancements. 4

5 2. Common A/V Room Elements Montgomery College s OIT Audio Visual (A/V) specifications are comprised of two parts: (1) the common A/V elements that are built into all appropriate rooms to support A/V technology and (2) specifications for the actual audio visual equipment deployed in addition to the common A/V elements to meet the technology need. All implementations of A/V equipment are unique, requiring an analysis by IT for specific components and cost estimates. Common A/V room elements consist of Lighting Control, Image Projection, Sound Systems and Room Infrastructure. Lighting Control All rooms will have some means to control light in the room. The lighting switch should be located next to the screen control. In the case of natural light this means window and/or door treatments that can darken or block all natural light entering the room. Artificial light control is accomplished by use of a combination of on/off switches or dimmers. Lighting can be dimmed for projected image viewing while still maintaining enough light for writing notes and for safety issues. Low voltage lighting control systems can be utilized to place lighting control at the teaching station as well as at the traditional entrance wall. Image Projection All rooms will have a means of showing projected images. Projection can be either fixed (mounted) or portable and requires a suitable surface onto which the image can be projected. Projectors and screens are to be appropriately sized for each room and located to maximize viewing for all room occupants. Note: the College is utilizing high definition digital displays in most conference and meeting rooms. Sound Systems Designated rooms will have a means of sound reinforcement: defined as amplifying an audio signal input and distributing it throughout the room via speakers. Independent control is required to allow for sufficient volume for all of the room occupants without causing disruption to surrounding rooms. Room Infrastructure (cabling) All rooms will have the base infrastructure cabling built into the room to accommodate all of the necessary systems. Conduit pathways are required for cabling for some of these systems. This cabling includes, but is not limited to: Lighting Image projection Sound system Power general room and specific system requirements 5

6 Communications access to outside resources o Telephone o MC WAN o Internet o Cable TV in common areas and conference rooms 6

7 3. Audio Visual Equipped Rooms Standards The College uses the following categories of spaces and areas. Each category contains a typical set of A/V components as designated in the following section. General Purpose Classrooms General purpose classrooms are any type of multi discipline room in which instructional activities are conducted with students sitting at tables or individual desks. The classroom may accommodate anywhere from 10 to 50 students with the optimal number being 32 students per classroom. General purpose classrooms in new or renovated facilities could, depending on requirements, have the following audio visual technology: ADA Smart Instructor Workstation (SIWS) ADA SIWS with Ultra Short Throw Video Projector Laboratory Spaces These rooms can be discipline specific labs or multi discipline computer lab/classrooms. Laboratory Spaces in new or renovated facilities will have the same audio visual technology available to them as the general purpose classrooms: ADA Smart Instructor Workstation (SIWS) ADA SIWS with Ultra Short Throw Video Projector Lecture Halls Lecture halls are any type of multi discipline room in which instructional activities are conducted with students sitting at tables or individual desks. The lecture hall may accommodate anywhere from 50 to 100 students. Lecture halls in new or renovated facilities could, depending on requirements, have the following audio visual technology: ADA Smart Instructor Workstation (SIWS) 7

8 Conference/Meeting Rooms Conference and/or meeting rooms are any space where group meetings are conducted, centered on a common meeting table and chairs. Generally these rooms are not used for instruction of students. The meeting room may accommodate anywhere from 5 to 30 persons seated around the table. Conference/Meeting rooms in new or renovated facilities are to have the following technology: Digital Display Video Projector (mounted or portable) and Projection Screen Audio Speaker System with Amplifier Video Conferencing System Large meeting rooms may utilize a mounted video projection unit while medium and small meeting rooms will utilize an LCD Display. Audio conferencing is supported by either a standard telephone instrument or conference speaker/microphone plugged into the common element telephone infrastructure in each location. Video Conferencing will be supported by the implementation of a system codec, video camera(s), video projector or LCD Display, screens and audio following the same standards as specified. Additionally, video conferencing can be accomplished via software CODEC and USB cameras such as Skype, Go To Meeting, etc. Lounges Lounges are open rooms equipped with informal seating and tables to accommodate a variety of individuals and activities simultaneously. Lounges in new or renovated facilities are to have the following technology available: LCD Display Audio Speaker System with Amplifier Ceiling Mounted Video Projector and Projection Screen 8

9 Auditoriums Auditoriums are large assembly rooms that support events accommodating persons. These spaces share the common A/V elements while utilizing A/V technology unique in its individual design and requirements. Each auditorium category room will have specifically tailored audio visual equipment packages based on space size, room parameters and specific function. Each auditorium space will be professionally designed with specifically tailored audio visual equipment packages based on space size, shape and function. A minimum equipment list is not specified for this type of space. 9

11 Ceiling Mounted Video Projector Description of Purpose Video projectors accept video input from multiple sources and project the images onto a screen for viewing. The current technology provides the capability of combining many traditional video functions into a single device. Video Projector Specifications The College currently uses Epson brand projectors as the standard for classroom/labs and larger sized spaces. The 2016 standard is now a widescreen (16: 9 viewing ratio) projector capable of accepting true digital video sources which includes HD-Base T. Environmental recommendations: 1) Projector locations must be coordinated with screen locations to allow for maximum screen image as well as for centered alignment between devices. 2) Projectors and teaching stations are both on the same dedicated electrical circuit to prevent problems with ground loops and phase synchronization. Replacement Specifications Replacement of video projectors should be under a 5 year normal wear Montgomery College replacement cycle as determined by OIT Campus Support and Resource Management staff. The replacement cycle is also determined by funding 12

13 Power Requirements The power receptacle for the projector should be co-located just above the projector mount on the same neutral circuit as the SIWS power receptacle. Security and Network Requirements Video projectors are connected to College networks utilizing a wired connection. Network access for video projectors must conform to the current Montgomery College security standards and network standards. Implementation of new network connected video projectors will be a joint effort that includes IT Security, Campus Support, IT Network Engineering and the IT Cabling group. 13

14 Portable Video Projector Description of Purpose The purpose of the video projector is to be able to accept video input from multiple sources and project images onto a common surface where students can view them. The current technology provides the capability of combining many traditional video functions into a single device. The impact is to give students more access to resources within the classroom. The portable video projector is normally mounted on a movable cart. It is an alternative to the ceiling mounted video projector where room size or specific academic room uses impose limitations for permanent installations. Video Projector Specifications The College currently uses Epson brand projectors as the standard for portable classroom/lab video projectors. The 2016 standard is a widescreen (16: 9 viewing ratio) projector capable of accepting true digital video sources. Functional requirements are: 6,000 lumen lamp 2,000 hour lamp life WUXGA resolution (1920 x 1080) wireless capability HD Base T capability projector should have an audio /video/monitor output capability. initial purchase should include the manufacturer s standard warranty plus an extended warranty to cover a 3 year period. projectors should have a default programmable security logo screen with owner and location information encoded for each projector. lockable Kensington projector mounts matched to specific projectors are required to provide physical security. 15 Ultra Short Throw (UST) Interactive Video Projector Description of Purpose The purpose of the UST interactive video projector is to accept video input from multiple sources and project images onto a common surface where students can view them. The current technology provides the capability of combining many traditional video functions into a single device. The impact is to give students more access to resources within the classroom. Annotation and interaction with projected images is provided. The annotation feature is projector based and independent of the SIWS computer. The UST interactive video projector is an alternative to the ceiling mounted video projector for small and medium sized classrooms. Video Projector Specifications The College currently uses Epson brand projectors as the standard for classroom/lab UST video projectors. The 2015 standard is now a widescreen (16: 9 viewing ratio) projector capable of accepting true digital video sources. 16 ADA Smart Instructor Workstation (SIWS) Description of Purpose The purpose of the ADA Smart Instructor Workstation is to provide a classroom teaching station tool for instructors and students incorporating technology into their lectures or presentations. The ADA SIWS components include a USFF computer with internet and network access, a 20 interactive pen display, RS232 Blu-ray player, HD document camera, Digital Media switching device and input/output panel. Inputs provided include a laptop computer connection, USB connections and a microphone input. The ADA SIWS is interfaced with a ceiling mounted o r w a l l mo u n ted video projector which projects the selected image onto a permanently mounted screen. Amplified audio from the SIWS is played through ceiling mounted speakers. A wall mounted phone for support and emergency calling is provided in each SIWS classroom. SIWS Component Specifications Computer Workstation The specification for the computer workstation and its associated software image are developed by IT and are based on current standards developed for the purchase of academic computers. Computer Monitor The 20 interactive monitor enables writing over slides in digital ink, saving the notes to a memory drive, and the projection of notes onto the projection screen. Blu-Ray Video Player A Blu-Ray unit is specified as the minimum acceptable standard. Specifications include: Digital Direct Progressive Scan Output Plays Blu-Ray, DVD Video, CD, CD R/RW, WMA,JPEG(CD R),VCD, MP3 (CD R/RW) HDMI Output HD Document Camera A digital presenter is specified as the minimum acceptable document camera. This high quality presenter provides outstanding resolution and frame rates for displaying paper, transparency, or 3D objects. Specifications include: High WUXGA resolutions of up to 1920x1080 pixels Built in 1/3 inch 850,000 pixel progressive scan CCD pick up element 16

17 High performance 12X powered zoom / 3X digital zoom USB port for fast image download to PC Image rotation and image freeze Furniture The standard ADA compliant SIWS configuration utilizes two connected work spaces to provide technology lectern for the instructor and a space for the document camera. This unit incorporates a built in equipment rack which houses the electronic components. SIWS furniture is constructed of blonde wood and black iron finish with brush grommet wire management capability on both. A variety of laminates are available for special applications. An appropriate stool or chair, adjustable up to 36 inches completes the station. Environmental Recommendations Cabling requirements New construction or major renovations should plan for installation of 3 one inch conduits between the SIWS location and the ceiling mounted video projector location. The conduits should stub out within 4 inches of the projector mount and proceed down through the partition wall and floor deck to a point immediately below the teaching station where it will come up through the floor deck to end flush with the finished floor. This conduit conveying cabling between the SIWS and the video projector eliminates the need to use heavy stiff plenum rated cable. SIWS and video projectors should be placed on the same dedicated electrical circuit to prevent problems with ground loops and phase synchronization. A cabling path from the wall panel to the projector must be provided to provide feeds to the projector from alternate video and sound sources. SIWS require the following cable requirements: Four Data cables (two at the biscuit near the projector, one for the SIWS and one for the Crestron signal processor) A wall mounted phone near the SIWS ( location to be approved by IT ) A Video cable Replacement Specifications Replacement of SIWS components are under a 5 year normal wear Montgomery College replacement cycle as determined by OIT Campus Support and Resource Management staffs. The computer replacement is a 4 year cycle. The replacement cycle is also determined by funding. Security and Network Requirements SIWS are connected to College networks utilizing a wired connection. Network access for SIWS must conform to the current Montgomery College security standards and 17

18 network standards. Implementation of new network connected SIWS will be a joint effort that includes IT Security, Campus Support, IT Network Engineering and the IT Cabling group. Two network jacks (biscuit) should be located above the projector in overhead ceiling space. Sightline Requirements Smart Instructor Workstations (SIWS) require proper line of sight for effective teaching and viewing in academic environments. To ensure proper placement of equipment to have effective sightlines a study was undertaken. The illustrated results of the sightline study are contained in Appendix B. Power Requirements The power receptacle for the projector should be co-located just above the projector mount on the same neutral circuit as the SIWS power receptacle. 18

19 Projection Screens Description of Purpose The purpose of the video screen is to provide a large surface for viewing projected video images. Projection Screen Specifications The College standard for screens is Da Lite or Draper as acceptable manufacturers. The following specifications are used for projection screens: 16:10 format dimensions Matte White viewing surface as a minimum, with a Peak gain of 0.9 to 1.0 and gain of not less than 0.8 at an angle of 50 degrees from the axis of the screen surface. Vinyl coated glass fiber fabric Mildew resistance rating of 0 or1 when tested according to ASTM G21. Flame resistance passes NFPA 701 All screens to be constructed in a seamless manner in the sizes indicated Black masking boarders to be used along each edge Screens are to be equipped with tab tensioning devices. Units have tensioning cables on both sides of the screen connected to the edges by tabs to pull the screen flat horizontally. Low voltage line control provided by a 3 positions switch installed on the wall near the teaching station or in the teaching station. Instant reversing motor of size and capacity recommended by the screen manufacturer, with permanently lubricated ball bearings, automatic thermal overload protection, preset limit switches to automatically stop screen in up and down positions. And positive stop action to prevent coasting. Motor mounted inside roller with vibration isolators to reduce noise transmission. Screen mounted with the top edge securely mounted to rigid metal roller and bottom edge formed into a pocket holding a 3/8 inch diameter metal rod with ends of rod protected by plastic caps. Motorized screens may be either surface or recessed mounted in ceilings with appropriate support hardware. Minimum motorized screen size 60 x 96. Replacement Specifications Replacement of video screens should be under a 10 year normal wear Montgomery College replacement cycle. 19

20 Digital Displays Description of Purpose LCD displays can accept video input from multiple sources and project those images onto a built in screen for viewing. The current technology provides the capability of combining several separate video functions into a single device (DVD, computer and cable input). The LCD display provides access to resources within the conference room or meeting space while reducing the cost of acquiring, maintaining and supporting separate devices. Digital Display Specifications The College currently purchases Samsung displays as a standard. The displays require multiple inputs including HDMI, RCA, component video, and coaxial cable. Outputs include audio and video out utilizing coaxial or component video connections. Other requirements include; Full remote control functionality Mounting brackets or cages matched to specific models Lockable physical security devices Initial purchase should include the manufacturer s standard warranty plus an extended warranty to cover a 3 year period. Monitor Specifications Digital displays are sized to the specific application. The current College standards are based upon requirements for a typical installation: 46 inch diagonally measured panel is the standard Ultra High Definition capability (4K) Monitors must provide for multiple audio visual inputs, including HDMI, component video, VGA, integrated sound speakers with amplified audio out jacks, computer and network connectivity. Built in digital tuner 16 x 9 ratio/format as both standard and minimum 3840 X 2160 minimum native resolution RS 232 control capability Manufacturers standard and extended warranties to cover a 3 year period Appropriate mounting and physical security devices matched to the specific monitor Full remote control functionality Replacement Specifications Replacement of displays should be under a 5 year normal wear Montgomery College replacement cycle as determined by OIT Asset Management. 20

21 Security and Network Requirements The displays are connected to College networks utilizing a wired connection. Network access for displays must conform to the current Montgomery College security standards and network standards. Implementation of new network connected digital displays will be a joint effort that includes IT Security, Campus Support, IT Network Engineering and the IT Cabling group. Other Requirements Behind the display location Wall mounting of all flat panel monitors require the following 110V 15A recessed outlet Data connectivity RG 11 video cable Close to the display location The height above the floor of the Monitor is determined on a case by case basis. A recessed double gang wall box for A/V cabling is required behind the monitor A recessed duplex power outlet is required Conceal all cabling in a recessed quad gang box with 1 ¼ inch conduit for Data and RG 11 cable outlets are required. 21

22 Audio Amplifiers / Audio Speakers Description of Purpose The purpose of the audio amplifier is to take voice or other audio input, boost the signal and transmit it to audio speakers for distribution. Audio Amplifier Specifications The College currently uses TOA model mixer/amplifiers as the minimum acceptable standard. Features include but are not limited to; 100 watt minimum power with integrated mixer, power amplifier and output transformer. Five electrically balanced microphone/line input channels One transformer balanced microphone/line/telephone input channel +24V phantom power selectable on each channel Any channel priority selectable capability Plug in module capability to add expandability of services 70 watt of output Component and RCA jack inputs Capability to add wireless input Rack mountable in a 19 inch equipment rack Audio Speaker Specifications The specification uses JBL wall or ceiling mounted speakers as the standard. Speakers are to be mounted high in each room to provide a balanced sound distribution. All speakers are to be volume controlled from a common control located at the teaching station. The minimum number of speakers required will be determined by actual room size with 2 speakers being the absolute minimum and 4 speakers being the norm. Additional speakers may be required for larger rooms. Features include; 75 Hz to 20 khz frequency range ( 10 db) 140 watts continuous program power capacity 89 db sensitivity (1W/1m) 16 ohms nominal impedance 110 conical coverage (polar) Steel back can with removable locking connector Control 26CT 70V taps: 60W, 30W, 15W, 7.5W Control 26CT 100V taps: 60W, 30W, 15W. Replacement Specifications Replacement of the combined audio system should be under a 7 10 year normal wear Montgomery College replacement cycle. 22

23 Security Requirements There were no security issues identified other than for physical security. 23

24 Video Conferencing Systems Description of Purpose Video conferencing is the telecommunication of audio and video signals over a network to bring participants at different sites together for a meeting. A video conference can be a conversation between two sites (point to point) or involve several sites (multi point). Video conferencing events can be exclusively within Montgomery College or interface with a site or sites outside the College. In addition to the audio and visual transmission of meeting activities, video conferencing can be used to share documents, presentations or programs as computer displayed information. Video Conferencing Specifications The technology used in a video conference system is digital compression of audio and video streams in real time. The compression is performed by a codec at each site. The compressed digital stream is transmitted through a digital network (via IP). Equipment specifications include: System codec High quality remote controlled video camera(s). Cameras can be controlled to pan left and right, tilt up and down, and zoom. Omni directional microphones LCD display with loudspeakers and/or a video projector to view the video conference Connection to a system bridge (multi point control unit) to interface with multiple sites Connection to an event scheduling unit Future video conferencing systems may include a software component with network off-site cloud connection for simplicity of user interface and addition of features capability. Security and Network Requirements Video conferencing systems are connected to College networks utilizing a wired connection. Network access for video conferencing must conform to the current Montgomery College security standards and network standards. Implementation of new network connected video conferencing systems will be a joint effort that includes IT Security, Campus Support, IT Network Engineering and the IT Cabling group. Replacement Specifications Replacement of video conferencing system should be under a 7 10 year normal wear Montgomery College replacement cycle. 24

25 Tele-Conferencing Systems Description of Purpose The College currently uses GoToMeeting, a web-hosted service, as an online meeting, desktop sharing, and video conferencing solution. The software enables the user to meet with other computer users, customers, clients or colleagues via the Internet in real time. Tele-Conferencing Specifications Equipment specifications include: Digital webcam and headphones with microphone for desktop Mobile apps for ipad, iphone and Android devices Encryption and authentication security provided by a Secure Sockets Layer (SSL) Web site with end-to-end 128-bit Advanced Encryption Standard (AES) encryption and optional passwords Specific application sharing for showing only selected programs with attendees Multi-monitor support for a client PC Meeting recording and playback for recording and saving meetings to a user desktop for later review Total audio package provides toll based phone or conferencing via VoIP. GoToMeeting hosts up to 25 users and one organizer while GoToWebinar offers up to 100 users with multiple organizer option. Security and Network Requirements Tele-conferencing systems are connected to College networks utilizing a wired connection. Network access for video conferencing must conform to the current Montgomery College security standards and network standards. Implementation of new network connected video conferencing systems will be a joint effort that includes IT Security, Campus Support, IT Network Engineering and the IT Cabling group. Replacement Specifications Replacement of video conferencing system should be under a 7 10 year normal wear Montgomery College replacement cycle. 25
