Eligibility Criteria Existing The bidder should be a company incorporated in India. (Please furnish the Certificate of incorporation). It must be a telecom service provider in India at least for the last 5 years having MPLS VPN license. The bidder should be in operating-profit with depreciation value for last three financial years i.e , and (Please provide audited annual reports, Balance Sheet, Profit & Loss accounts for the same. In case last financial year i.e annual reports are not audited or financial year is not completed, bidder must submit previous three financial years audited annual reports i.e , and ). Queries/Suggestions made by vendors What is a MPLS VPN License? We have National Long Distance License. Considering the criticality for this Project for UBI. Request bank to consider the bidder with net profit of at least 300 Cr. In last 3 financial years. Bank's Clarification The revised Eligibility Criteria is The bidder should be a company incorporated in India. (Please furnish the Certificate of incorporation). However as on now we don t have TL 9000 certificate. May kindly exempt from this clause or make suitable amendment. TL 9000 & ISO 9001:2008 are the only certifications for MPLS Network Infra. 2 The bidder should not have been black listed by any of Government Authority or Public Sector Undertaking (PSUs). The bidder shall give an undertaking (on their letter head) that they have not been black listed by any of the Govt. Authority or PSUs. In case, in the past, the name of their Company was black listed by any of the Govt. Authority or PSUs, the name of the company or organization must have been removed from the black list as on date of submission of the tender, otherwise the bid will not be considered (Please submit the declaration as per Annexure A4). Additional Clause in Eligibility Criteria Date of Bid Expiry- The bidder shall keep the bid valid for 180 days from the last date of submission of bids. The bank reserves the right for extension of bid validity for another period of 90 days. Bid Expiry date The commercial offer shall be on a fixed price basis for 5 years. No price variation should be asked for relating to increases/decrease in customs duty, excise tax, other taxes and foreign currency price variation etc during offer validity period. However Bank may review the services and annual charges on yearly basis. Taxes inclusion Considering the criticality of this network for UBI. We request bank to consider those bidders for this RFP who have been not blacklisted or suspended as of now. Any bidders who have been blacklisted should not be allowed for this RFP. Request bank to delete the below points in this clause: In case, in the past, the name of their Company was black listed by any of the Govt. Authority or PSUs, the name of the company or organization must have been removed from the black list as on date of submission of the tender, otherwise the bid will not be considered (Please submit the declaration as per Annexure A4). Considering the criticality of this network for UBI, as bank will be running business critical applications. Request bank to add the service provider should have minimum of 50,000 Km of own fiber laid across PAN India & documentary proof to be submitted as part of Eligibility Criteria. Validity of the bid should be limited to 90 days from the date of last submission of bid. No extension of bid validity should be considered.for any extension fresh commercial are to be invited from the bidders. When the customer would release the order. No clarity in the point Bank may review the charges annually. However no price variation shall be done prior to the 5 year term. This is in lieu of the fact that the commercial proposal and Business case shall be prepared basis a 5 year contract.tcl will request to keep the tax component at actual so that any changes in the tax structure proposed by Govt. of India can be passed on accordingly. If there is any change in the tax rate as per government agencies, the same would be borne by the customer. Please be guided by the RFP. Please be guided by the RFP. 3 Payment Schedule: The project will be for a period of 5 years. The Bidder have to charge the link subscription charges quarterly in arrears on per-link basis based on the achievement of SLAs defined in the document. (The uptime of the link as specified under SLA clause will be assessed on monthly basis and the payment will be made at the end of each quarter). The vendor should submit the link-wise uptime achieved to enable the Bank to pay quarterly charges. Request bank to consider the below payment schedule. Recurring Charges - Quarterly in advance One time charges - 100% after installation & commissioning of link. Please be guided by the RFP One time cost, if any, will be paid after successful commissioning of the link and acceptance by the bank. Bidder should raise the invoice for one time charges on monthly basis. Not included in BID format Please be guided by RFP Bidder should raise invoices after deducting the applicable penalties i.e. SLA, extended, etc The charges per location will begin from the date of acceptance of the link. The service provider should submit the installation and commissioning certificate signed by the Bank s official certifying successful completion of installation and commissioning for the payment The charges for shifting of lines due to relocation of branch/office premises will be paid on per site basis after successful shifting and testing of the link at the end of each quarter UBI to confirm the payment timeline after submission of invoices. Request bank to provide the acceptance of the link within 7 days post handover of link to UBI. If same is not tested & accepted within 7 days then it will be treated as deemed commissionined & billing of the same will be triggered in system. LOC (Letter of Commissioning) will be on individual link wise. Please specify the shifting charges or it will be as actual. Bank will release the payment within 30 days from the date of receiving the invoices and all the supporting documents. Please be guided by RFP Clause no on page no. 13 stand deleted.

4 15.2 & & The round trip delay of the network at any time should not be more than 70 msec (average) with 50% link utilization and packet drop should be less than 0.01%. In case of high latency, it will be responsibility of the Service provider to rectify the latency either by replacing the local pair or by other similar measures to contain latency within the stipulated limits The connectivity provided by the bidder has to be Layer 3 MPLS solution on dedicated ports with 1:1 committed information rate with end point as Ethernet or V.35 (preferably on Ethernet). RTD considering the branch address shared by customer shall be 110 msec PoP-to-PoP. The Latencies vary based on the location and the last mile. Maximum latencies of 150ms is technically observer between extreme Tier3 to Tier3 locations. We request UBI to modify this clause as below, The Latencies from DC/DR to the locations must be as stated, DC/DR to Tier 1 should not exceed 75 ms, DC/DR to Tier 2 should not exceed 100 ms DC/DR to Tier 3 should not be exceed 150 ms When tested with a ICMP packet size of 1024 Bytes, the packet drop Should not be more than 1 in 1000 for Wired sites and 1 in 100 for wireless sites. Request bank to consider the handoff to be Fast Ethernet, as handoff of RF & Wimax will be Fast Ethernet only. Please read this as: The round trip delay of the network from DC/DR to locations at any time should not be more than 80 ms for Metro cities, 100 ms for Urban cities and 120 ms for Semi urban and rural cities with 50% link utilization and packet drop should be less than 0.1% for wire line and less than 1% for wireless link. Wherever the Service Provider is not in a position to provide wired link, such location may be given on stable RF/Wi- Max/etc connectivity. 4.7 Bidder needs to provide 2 Mb and higher capacity link on wire line (Copper/Fiber). However they can provision the link on Wireless media initially to roll out the project on time but they need to provide the link on wire line within a year from the date of purchase order. Both statements are contradicting as 4.6 allows service provider to deliver the links on wireless where as 4.7 asks to migrate the links with bandwidth above 2Mbps to wireline thus rejecting the link to work on wireless. Hence request Bank to allow wireless as last mile for branches [up to 8Mbps]. However they can provision the link on Wireless media initially to roll out the project on time but they need to provide the link on wire line within a year from the date of purchase order. Wireless will be provided if Wireline is not feasible. TCL can provision Wireless to comply with the SLA. In certain cases where wireline is still not feasible within a year, TCL requests Bank to continue with wireless if there is no SLA issue. Bank will take a call on case to case basis Bidder needs to provide 2 Mb and higher capacity link on wire line (Copper/Fiber). However they can provision the link on Wireless media initially to roll out the project on time but they need to provide the link on wire line within a year from the date of purchase order. As per our exp we have delivered many links on UBR / RF and observed good uptime. Can we consider SLA only and not Last mile Clarified above The link will be terminated on the existing Cisco router which has 2 Ethernet ports and 2 serial ports. Bidder will provide link either on Ethernet or V.35. In case of V.35 dropout, bidder has to provide the necessary modem. For Copper last mile - V.35 interface is available. TSP will provide only Modem for V.35 handoff. Request bank to arrange for Serial cable for termination from modem to router. Bidder need to provide the modem only for V.35 dropout. Bank will provide the V.35 cable The link will be terminated on the existing Cisco router which has 2 Ethernet ports and 2 serial ports. Bidder will provide link either on Ethernet or V.35. In case of V.35 dropout, bidder has to provide the necessary modem The responsibility of extending the cable till the customer router / equipment will be responsibility of customer/ customer chosen system integrator. Bidder need to provide the link up to Router rack Bidder needs to have a co-ordination with the existing system integrator for integrating with present system for the branches to function smoothly. In case of RF, Bidder will provide the drawings of all MAST and Tower for RF connectivity before starting the erection of MAST. TCL will co-ordinate with the System integrator for Link termination and Routing Configuration on TCL backbone. The Configuration strategy has to be defined, owned and implemented by UBI on the UBI owned routers. Please provide your acceptance on this. TCL provides a standard diagram approved by Structural engineer for RF Implementation. The diagram cannot be provided for individual sites. Though the plan can be provided by Field engineer at each individual site. Please provide your acceptance on this. Bank's Network Integrator will configure the router. However bidder need to share the details required for configuring the router like AS, etc. Bidder may provide a diagram for MAST and Tower with technical documentation. However bidder is require to provide the diagram with detail dimension and weight to branch official for taking the permission from Landlord before starting the work.

6 4.13 & In case of RF, Bidder will provide the drawings of all MAST and Tower for RF connectivity before starting the erection of MAST The charge to be quoted should be inclusive of all taxes, duties and levies. In the Commercial Offer, the vendor should provide breakup of taxes charged by them. The charge should also include location network setup, which includes all the Transportation, forwarding, insurance, road permit, AMC charges etc Roof right and any associated cost with building permission for erecting the mast to be owned by customer. Bank will arrange the permission of landlord for installation of RF Pole. 4.2 and and 12 Though the charges will be fixed for 5 years, bank may review the annual charges after 3 years as per the market rate. In case a MUX is placed at any Union Bank of India location, then the same should be approximately 19 standard communication rack size and should be able to work on battery backup for at least 60 minutes. Bidder need to provide the Rack for MUX installation and battery for backup. Bank will provide required space and power supply for MUX. Battery backup is not a standard industry practice. Suggest bank should provide the same. Space & power supply has to be provided by Customer Please be guided by the RFP Bidder should log a call automatically in case of any issue without waiting for customer complain and should take the necessary action for restoration of the same. Bank is looking for managed services. Please clarify Bidder is require to monitor the links to meet the SLA. Whenever link goes down bidder need to take the necessary action to restore the link without waiting for call from Bank official.

7 The proposed network by the bidder should support: a) All web and client server based application b) Video Conferencing c) Voice over IP (VOIP) d) End to End QOS should be possible e) IPSEC Compliant Please confirm the feature of CE to support QoS pre classification to deploy QoS for IPSec encrypted packets Bank will share the details with selected bidder CPE details Supply, installation and configuration of WAN end equipment like modems, last mile equipment etc. would be done by bidder to provide the solution. IP address used on Union Bank of India end shall remain same as per the current schema implemented in Union Bank of India at all the locations (which shall be shared to the successful bidder). In case of difference in uptime, Bank may consider the payment based on report generated by Bank s tool, if bidder is unable to justify the difference. Penalties for extended downtime RCOM requesting to rethink on penalty against SLA. The Downtimes generally will not be planned during business hours. But in case planned activities during off peak hours can extend more than hour as per the size of activity. Would request Bank to modify clause as below :There should have no unplanned downtime of more than 15 minutes during the peak business period (8 AM to 8 PM) and all the downtime must be planned during off peak and pre-informed to bank TCL has deployed automation to track SLA and generate the reports. The measurements and any payments related shall be basis the reports generated by TCL NMS systems. This is because all the processes of TCL are internally linked to these system so adherence to any other systems shall not be feasible. Bank shall deploy its own monitoring systems for cross checking. Please provide your acceptance Request bank to delete this clause, as there is already penalty for not meeting SLA up time for backhaul & for individual branches. Order will be deemed accepted from 7th day of PO date, in case vendor do not convey formal acceptance to Bank. Penalty for delay in commissioning of link -- Any delay in commissioning of the link beyond the mentioned time, Bank will charge penalty at 0.50 % of the order value for that site (site by site basis) per week or part thereof, subject to a maximum of 5%. The bank may at its discretion also waive or reduce the penalty if the reasons for delay are considered to be justified. RCOM requesting to remove the clause. Request bank to confirm whether orders for 77 locations will be placed in one PO or it will be in distributed PO's. If it is one PO then request bank to consider the delivery time lines for entire project of 20 weeks, subject to availability of rooftop permission from UBI & landlord for installation of RF Pole. For Wireline link - Request bank to provide the Bldg. Permission, Space inside DC for any installation of Rack and MUX and UPS Power for installation of last mile link. For RF last mile link - Request bank to provide the Bldg. Permission from landlord for installation of Pole on rooftop and UBI to borne any rental for permission from landlord for installation of pole on rooftop. TSP can't arrange the permission from landlord, as UBI is owning & rented the premise. Request Bank to change the delivery timeline to 20 weeks from the date of acceptance of purchase order. Request bank to consider the penalty for delay in commissioning of link beyond 20 weeks as 0.5% of ARC for undelivered link (i.e. for that particular individual site) with maximum cap up to 3% of ARC for undelivered link only. Please be guided by RFP. Down time due to bank issues will be exempted. 1. Bank may place the order for all 77 locations in one PO or in different POs. 2. Please be guided by RFP. However bank will arrange the permission of landlord for installation of RF Pole. However bidder should verify the earthing and power before the deployment of their equipments. If bidder feels that earthing is not proper, selected bidder may go for fresh earthing as per their requirement without any additional cost to the bank. Further Bank will not be responsible for damage of bidder equipments due to any reasons i.e. power fluctuations, fire, earth quake, theft, storm, etc. Bidder is required to cover their systems with adequate insurance. TCL will not configure the UBI routers. UBI will have to configure the UBI owned devices in order to get the achieved routing out of the TCL network. TCL requests UBI to confirm your acceptance. TCL network is IPv6 ready. However the address for Ipv6 if shared early will be helpful. Security is deployed on TCL devices to protect the TCL infrastructure. In case attack is coming from any of UBI location on UBI MPLS-VRF That will be limited to UBI MPLS-VRF. Protecting UBI sites will be responsibility of UBI.TCL requests UBI to provide acceptance on this. Bank's Network Integrator will configure the router. However bidder need to share the details required for configuring the router like AS, etc. Presently bank is not using IPv6. Bank will share the address for IPv6 well in advance whenever decision for implementation of IPV6 will be taken. Bidder network should be protected for the security attacks mentioned in the RFP. Bank network should not be affected due to their other customer s network and MPLS network itself. If possible, bidder may put a system to stop the spread of malicious traffic from Bank's one office to another office.

20 The service provider should ensure that major security features against attacks as mentioned below are implemented in their network: a. Protection against all kinds of attacks including DOS attacks, SYN attacks, smurf attacks etc. b. Protection against all kinds of spoofing like VPN spoofing/ip spoofing etc. DDOS attacks can be linked with Internet leased lines...mpls is private cloud.
