2 3 How-to Guide to Finalising the Debt Management Firm Return ANNUAL RETURN FOR DEBT MANAGEMENT FIRMS This how-to guide should be read in conjunction with the Guidance Note for the Debt Management Firm Return [insert link] and the Online Reporting User Manual User Manual. How to Finalise the Debt Management Firm Return: This step-by-step guidance provides information on the process for finalising the Annual Return online submission for Debt Management Firms. To complete this section, the following steps must be followed: 1. When you have logged in to the Online Reporting System Login (/Login.aspx), please select the View/Edit Data option on the home page which is shown in Figure 1.1 below; this will bring you to a list of the Returns that your firm needs to submit. Figure 1.1 a) Where a Debt Management Firm holds a Debt Management Authorisation but no other authorisations, such firms are generally only required to submit a Debt Management Firm Return, which appears under the heading of Payment Services shown in Figure 1.2 below. For the purposes of this How to Guide, only the Debt Management Firm Return will be referenced. Figure 1.2

3 How-to Guide to Finalising the Debt Management Firm Annual Return 4 1 Click on the name of the return you wish to submit (Debt Management Firm Return) and, on the next screen, select View/Edit Returns. 2 This will bring you to a screen showing the various returns (if any) under this heading that have already been submitted and those that are scheduled to be submitted, as shown in Figure 1.3 below. (Please see the separate Quick Reference Guides for information on how to complete each of these sections). 3 Click on the date of the return that you wish to finalise now. Figure The next screen will display the four sections of the Return that need to be completed before the Return can be submitted to the Central Bank. Once these sections have been completed fully, their Status will be set to Valid, as shown in Figure 1.3 above.

4 5 How-to Guide to Finalising the Debt Management Firm Return 5 If any of the four sections requires outstanding information to be input, or if there is an issue with any of the data entered, the status will be Invalid. The relevant section must be amended or completed. Once all 4 sections have a Valid status, click on the Finalise button below the list of returns. 6 Warning Messages (see example below in figure 1.4) are made in relation to any numerical field in the form that has been left blank or had a 0 entered into it. However, this may be the correct entry from your firm. All Warning Messages should be reviewed, and any errors in the data entry should be rectified. 7 Error Messages indicate that the firm has breached one or more of its regulatory requirements. If this is the case, the data should be checked to ensure that the information entered is accurate. If the data is accurate, and the firm is in breach, the form can still be submitted, but an explanation of the reason for the breach, and what is being done to rectify it, must be provided to the Central Bank. This can be done by clicking the Explain button that appears to the right of each Error Message, and filling in the details in the pop-up box. Where an explanation has been entered and saved for an Error Message, it will turn into a Warning Message.

5 How-to Guide to Finalising the Debt Management Firm Annual Return 6 Figure Once all 'Warning' and 'Error' Messages have been reviewed and resolved, you should click the 'Back' button at the bottom of the page. The Return will now be finalised, and is ready for review and submission. It may still be edited at this stage, but if it is edited, it will need to be finalised again before it can be submitted to the Central Bank.
